They do so because they originate from military bases, most likely designed to disrupt neural patterning in the populous. I do not believe in simple "mind control" through electromagnetic radiation. Such radiative patterns are too simple and the human neural structure too complex to be controlled in any specific manner. However, these effects most likely do generate disruptive static, resulting in neurologic stress, which in turn can make clear thought difficult.

In my view, these are irritants and not controllers. For that, you would probably need far more involved intervention over the whole populous, person by person, which is not practical no matter how many stories pop up around it.  

What strikes me is that although this is obviously a militarily oriented phenomenon, certain parties insist on associating it with evolutionary changes and even sacred ancient sites. It's like trying to fit two parts of very different puzzles into one artificially fabricated picture. Now why would anyone want to do that? ;)

Especially, since the effect on meteors you have noted points to an artifical cause, and most likely a military one. Is the cause secondary, an inadvertant result of some other "playing around", or is it primary testing the stripping away of charge on these bodies for some unknown reason, perhaps as a weapon against plasma shielding? And is it related with the neurologic disruption, such electromagnetic sources promote?

Considering the economical manner in which certain powers think, it may be all of the above.
