Thyroid problem? - treat with a lower TSH and Higher T4

Hi

Over the past 6-7 months, I have been having blood tests taken to test my thyroid level.
My TSH- 4.36
T4 - 11.9
I believe that here in the UK TSH must be over 5.0 and T4 must be fewer than 9 before medication is given, but other countries treat with a lower TSH and Higher T4.
The symptoms I have are
CONSTANTLY FEELING TIRED
WEIGHT GAIN
SORE JOINTS
FLAKING NAILS
FEELING DOWN
I have also been tested for rheumatoid arthritis, which was clear, but my Thyroid Antibodies was positive.
I have not to go back for another 4 months but I feel this is a long time to wait.
I did take Sea Kelp but was informed by someone from The Thyroid Foundation it would be better to stop as it was probably giving a false T4 level.
Anyone out there in the same situation who is border line but can't be given medication?
