Can't change/preview "Look and Layout"

I've selected a new "Look and Layout" (Cassiopaea Night), but it never changes on the screen.  I've logged out and back in, still no change.  And my search box only offers 2 options:  the entire site and Google.   

Also, on the SOTT News page, the icons for FaceBook, etc. are missing, though they function if I click where they're supposed to be.  I don't have this problem on my desktop, but on this new netbook which otherwise is working fine on other websites.

Any suggestions?

I found the solution!  I use Firefox, so I went to Options>Content>Colors and checked the box "allow pages to choose their own colors".  Now I have my desired color scheme on the Forum and all icons on the SOTT news page!
