Did everyone hear the person at about minute 9.45 trying to use some kind of incantation to scare the tornado away!?
She was "speaking in tongues." It's a Christian way of praying and really it's just gibberish. However, they believe they are filled with the holy spirit and that it gives them more power to pray that way.
Hmm I was under the impression she was just desperately praying to God to not let the tornado destroy her "home" (pretty sure she says home near the end). I imagine her accent and terror may make it sound like gibberish - I am sure people imagine adding fervor to their prayers make them more efficient, regardless of whether they considered themselves 'religious' or not before the disaster!
