Or at least I think it is... There's an impressive tail on it. Weird how the bright tail seems to stop at a point, is that because of city lights stopping or due to some small missile shot at it?

It would be nice to know where the video was taken from. Sure, the title says 'Russia', but when I did a translation of the blurb under the video, Google Translate tells me the language it detected was Slovak:
UFO in Russia (UFO In Russia) 23 December 2012
Mankind is too arrogant to accept the fact that we are not the only civilization in the universe, every craving and when the evidence appears some people now sit in judgment, it's a fake ... yonder the birds .. Henty's weather balloon .. the only evidence that he actually caused them when he lands in front of house space ship comes from it being intelligent and shakes his hand, we just arrogant 'God' creatures that are already thousands of years between each kill. Be smarter than an animal, it does not make a man master universe.
Pretty nonsensical. I checked to see if there were any reports of rocket launches in Russia on 23 December but the closet I've come up with is this:

PRESS TV, December 23 - Russia’s Southern Military District has successfully tested its new air defense system S-400 Triumf in line with plans to replace its S-300 PM systems.
The Russian news agency RIA Novosti reported on Saturday that the successful target-shooting trials of the new system have brought Russia’s Southern Military District one step closer to adopting the S-400 Triumf.
Oddly, the source, RIA Novosti, doesn't say anything about an actual rocket/missile test having taken place, just that they were
going to test something...

I've found just one other version of this video, uploaded today, so whatever it is does seem to have happened in the last couple of days because if it's from a while back then it would have been mirrored by many YouTubers by now:

I'm not so sure that what we see in it is 'ascending'; that could just be our perspective due to the planet's curvature. If it's high enough, then it could be that it's coming 'over the horizon'.
