The article didn't make it sound inevitable, just excessive... again AFTER 9-11, when the ego manics in power were not just allowed, but encouraged to be afraid, be very afraid, and seek safety in bigger and badder guns, weapons et al... cheap if not free from the same excessive egos in DC... seems the same ponerization process stepping down to the local level, only this school official has ask for an explanation for why these things are in the arsenal... seems a review process is finally getting started.. something DC hasn't yet begun. LAUnified has had the same problems for decades, same around the nation, in school admin or state budgets etc.... a slippery slope whose curve keeps increasing year after year... I believe LAUnified brought in a former governor from Colorado? to 'fix' things, he met the usual opposition and tried playing PC and stuck around for years before calling it quits... was he a member of the club to start with? most likely, and they hire more of the same, and the problem keeps growing and growing until it consumes itself, as sooner or later, these schools and states have to deal with the reality of their budget... you can only go into debt so much, they aren't like the Feds, where the game seems to be unlimited... until someone with a large enough portfolio sells out and the tide turns and the inevitable crash happens. California seems like most.... like Illinois... the facade of fixing the mess is crafted for the public, but in reality very little is every done do to entrenched interests.
