This is one of those topics that was fun and interesting to research. The article posted was decently thorough, and I am familiar with Mr Basagio and what the Courtney Browne crew discovered using remote viewing. If you haven't seen it go to farsight.org and have a look. There are many videos on Youtube where people research through images of Nasa and the European space agency material and find amazing anomolies.
I believe the C's said that Mars was visited during the Altantian period, as they were much further advanced than we are today, and would account for the structures we see today. The C's also said that the 'Consortium' has been studying and using Time Travel from the early 1900's years and trying to map it out. 4D tends to manipulate it for their own benefit. So it is logical that the information to do many things has been re engineered or rekindled and active today.
Then, this topic leads into the whole quagmire of "Supper Soldiers". If you can track down James Rink, he has a free downloadable book on the subject. The last one of these articles/video that I came across was this...

While this matter may be more interesting than television, the C's would probably prefer more person work/growth/knowledge-but learning is supposed to be fun to, so happy exploring.
