The Kremlin press service has announced the accreditation to Russian President Vladimir Putin’s annual news conference scheduled to be held on December 20.

The venue for the news conference has not been disclosed yet.

Putin’s annual news conferences have traditionally been the focus of public and media attention. During such events, the head of state answers questions on the most pressing issues live for several hours.

Putin has held his annual news conferences since 2001, with a break when he served as Prime Minister from May 2008 to May 2012. The shortest of these news conferences lasted for 1 hour and 35 minutes back in 2001, while the 2008 news conference set the record as being the longest one, lasting for 4 hours and 40 minutes.


South Korea, Russia may start talks on free trade zone agreement implementation in 2019

South Korea and Russia may start intensive negotiations on the implementation of the free trade zone agreement in 2019, South Korea’s ambassador in Moscow Woo Yoon-keun told TASS during a conference "Korea-Russia Dialogue on Economic Cooperation."

"Now the documents have already been submitted to the parliament [of the Republic of Korea]. As far as I know, the Russian side is also engaged in this, but at the government level. We hope that next year we will start intensive negotiations on the implementation of the free trade zone agreement," he said.

Russia and South Korea signed a joint statement on the establishment of a free trade zone in June 2018 during the visit of the President of the Republic of Korea Moon Jae-In to Moscow.


Russian, Syrian diplomats discuss preparations for Astana meeting

Russian Presidential Envoy for the Middle East and Africa and Deputy Foreign Minister Mikhail Bogdanov and Syrian Ambassador to Russia Riyad Haddad have discussed the situation in Syria and preparations for a meeting on the Syrian settlement in Astana.

"[The parties] exchanged views in detail on the situation in and around Syria, including in the context of the upcoming 11th international meeting on Syria scheduled to be held in Astana on November 28-29."

Kazakhstan’s capital Astana hosted nine rounds of negotiations on resolving the conflict in Syria. The principal result was an agreement on setting up the de-escalation zones, which made it possible to decrease the level of violence in that country. One more meeting on Syria was held in the Russian Black Sea resort of Sochi.


Diplomat describes Russia’s nuclear arms control system as effective and secure

Russia’s nuclear weapons control system is effective and highly secure, Deputy Foreign Minister Sergei Ryabkov said on Friday.

"The system is effective in any case. Russia’s nuclear weapons control system is highly secure and effective," he said in response to a TASS question about expert statements claiming that Russian nuclear arms control system, known as the Dead Hand in the West, was ineffective.

"The names, codes and usage algorithms related to the system are not discussed even among people in the highest offices, let alone the media. No aspect of this information can be disclosed, which is obvious," the Russian deputy foreign minister said.

"Those responsible for the system certainly take the changing situation into account and make necessary changes as far as the system’s functioning is concerned," Ryabkov pointed out.

Russia’s nuclear weapons control system, called Perimetr (or Perimeter), was developed in the Soviet Union. The system’s key feature is that it is capable of automatically taking reciprocal actions if Russia comes under attack.

Reason for Mysterious Military Helicopter Flights Over Kremlin Revealed

As Russian presidential spokesman Dmitry Peskov explained, the Kremlin is the residence of the head of state and a high security site, so it’s perfectly normal for men responsible for the president’s safety to conduct drills there.

Russia’s Federal Protective Service (FSO), a federal government agency responsible for protection of high-ranking officials including the President of Russia, told Sputnik that the recent helicopter flight over Kremlin was part of the drills conducted there.

Kremlin spokesman Dmitry Peskov also confirmed this reveal, claiming that the exercise was nothing out of the ordinary.

"The Kremlin is the residence of the head of state, and while a large part of it is open to the public, it is still a high-security site. So conducting such drills is perfectly normal," Peskov said.

He declined to elaborate on the details of these drills, suggesting that such inquiries should be directed to the FSO instead.

Earlier on Thursday, two Mi-8 transport helicopters were spotted taking off from the Kremlin and flying away, with one of the helicopters apparently carrying some sort of underslung cargo.

This development puzzled many observers, as helicopter flights are generally forbidden over central Moscow.


Russia's new military transport helicopter performs debut flight

A Mil Mi-38T military transport helicopter manufactured at the Kazan Rotorcraft Factory made its debut flight under the program of preliminary trials, a TASS correspondent reported from the scene.

The helicopter’s debut flight was performed by test pilots of the Moscow-based Mil Rotorcraft Factory of Russian Helicopters Group (part of the state hi-tech corporation Rostec).

"The Mi-38T, which today performed its first flight, is the version, which the Group, the Factory and the Mil Design Bureau were making under a technical assignment approved by the Defense Ministry. This helicopter has been made on the basis of the civil rotorcraft whose production has been organized at the Kazan Rotorcraft Factory. This is the helicopter that has actually all the basic certificates of Rosaviatsiya [the Russian aviation watchdog]. This is a continuation and a possibility to enter a new market for us. This work is very important for the Group, both for the Design Bureau and the Factory, because this will help utilize the enterprise’s capacities, create jobs and ensure tax receipts in the region," Russian Helicopters Group CEO Andrei Boginsky told journalists.

By today, a contract has been signed for the delivery of two helicopters for the Defense Ministry. The first deliveries to the customer are planned to begin in 2019. Also, work is underway for promoting the new helicopter on foreign markets, the chief executive said.

"This opens prospects for work on the external market. This work with our colleagues from Rosoboronexport [state arms seller] has already begun. Jointly with them, we are offering this type of the helicopter for our foreign customers - the defense ministries of various countries," Boginsky said.

During joint special flight trials, all the systems and equipment of the Mi-38T helicopter will be checked for their compliance with the requirements of the technical assignment of Russia’s Defense Ministry. The helicopter has been developed on the basis of the certified Mi-38 civil helicopter and has been re-equipped to deal with transportation and troop landing tasks. The helicopter can also be reconfigured into an ambulance rotorcraft and supplied with additional fuel tanks for extending its flight range.

As Deputy Managing Director of the Kazan Rotorcraft Factory Vadim Ligai told journalists, the helicopter can take up to 40 passengers on its board. The rotorcraft is 99% made of domestic components.

Mi-38 helicopters are equipped with TV7-117V highly efficient engines produced by the Klimov United Engine-Making Corporation. The helicopter features an integrated digital pilot navigation system with data shown on five liquid crystal displays and an explosion-proof protected fuel system. Additional landing gear struts enable the helicopter to land on soft ground and snow.

The helicopter’s cabin is furnished with easily removable seats, detachable medical equipment and roller equipment for cargo transportation.

Mi-38 helicopters can be used for transporting cargoes and passengers, carrying out search and rescue operations and making VIP transportation in various climatic conditions, including the sea, tropical and cold climate. Specialized helicopters, including the Arctic version, are planned to be produced on the basis of the Mi-38T transport rotorcraf.


Mil Design Bureau to develop fast-speed combat helicopter for Russian Army

Russia’s Defense Ministry has opted for the project of the Mil Design Bureau to create a cutting-edge fast-speed combat helicopter while the Kamov Design Bureau will continue developing the naval version of the Minoga rotorcraft, Russian Helicopters Group CEO Andrei Boginsky said on Friday.

"After examining all the proposed technical versions from the viewpoint of their readiness, as well as the scientific and technical potential and the possibilities of cooperation, the customer opted for a solution that implies achieving the speed under the goals of the specifications based on the Mil helicopter," the chief executive said.

"It should also be borne in mind that the Kamov is already making the conceptual design of the Minoga helicopter… This project is already underway. The Kamov Design Bureau has always been strong and these competences have remained and we are multiplying them in the production of special co-axial rotorcraft for their application in specific conditions and, in the first place, in the Navy," Boginsky added.

As was reported earlier, Russia’s Defense Ministry and the Moscow-based Mil Rotorcraft Factory signed a contract at the Army-2017 forum on the R&D work to develop a fast-speed combat helicopter.

Although the contract for developing a rotary-wing drone was signed with the Mil Rotorcraft Factory, both the Mil and the Kamov design bureaus took part in the tender for working out its design, Boginsky said.

"In order to give our customer a possibility to demonstrate the potential of both the Mil and Kamov Design Bureaus, we have made a decision within the Group and have agreed it with the customer that the two design bureaus should take part in this work. Correspondingly, about a dozen of concepts were offered to the customer to choose. Scientific and technical councils were held to examine the materials prepared by both design bureaus," Boginsky said.

The tender has demonstrated the readiness of both design bureaus to prove their competences, the chief executive said.

"If there are discussions, this means that there is competition … there are competences to substantiate a viewpoint of one of the two design bureaus and the customer already opts for the required version," Boginsky said.

Promising helicopter

As was reported earlier, work has been launched to develop a fast-speed helicopter for the Industry and Trade Ministry and the Defense Ministry of Russia. Then-Commander-in-Chief of Russia’s Aerospace Force Viktor Bondarev noted at the time that the helicopter was being developed for the Russian Defense Ministry, would enter its serial production from 2022 and would be able to develop a speed of up to 500 km/h.


Russia develops mobile super-computer for defense industry

Ruselectronics Group (part of the state hi-tech corporation Rostec) has developed a mobile super-computer with a capacity of 2.2 petaflops that can find applications in the defense and space industries, the Rostec press office reported on Friday.

"The 1.9x1.35x1m computing module allows reaching a record peak capacity of 2.2 petaflops for computers of such dimensions and a data storage volume of up to 2.2 petabytes," Rostec said.

As the state hi-tech corporation noted, "organizations of the defense sector and the space industry, technological parks, research institutes and educational institutions are among potential customers of the new product."

The super-computer has a system of liquid cooling (its blocs are immersed into a special container), which "allows creating mobile computer centers based on standard container platforms outside specially equipped premises," the press office said.

This type of the cooling system features a low noise level, dust and humidity protection, and also fire resistance, Rostec added.

The new super-computer consumes 40% less electric power compared to its analogs on the market.

Rostec Executive Director Oleg Yevtushenko was quoted by the corporation’s press office as saying that the computer created by Vega Group (part of Ruselectronics Holding Company) can be used in outer space "for automatically identifying objects in satellite imaging, modeling spacecraft and assessing the condition of their onboard systems."

Super-computers can also be used for computations in robotics, artificial intelligence and vision processing, neural networks of deep learning, big data processing, etc.


Russian Northern Fleet’s naval group returns to base after long journey

A group of warships and service vessels of the Northern Fleet carrying out a mission in the Mediterranean Sea and in the Atlantic Ocean has arrived in Severomorsk on Friday, its press center said.

The group was made up of the missile cruiser Marshal Ustinov, the tanker Dubna, and the rescue tug SB-406.

"The Northern Fleet group of vessels has completed its long mission and sailed back to Severomorsk," according to the statement.

A solemn welcome ceremony had been held.

The long trip by the Northern Fleet group of ships started with their departure from the main base of Severomorsk on July 5. Over that time, the missile cruiser Marshal Ustinov had served as a flagship of the Main Naval Parade in the city of Kronstadt, participated in naval war games of the Russian Navy in the Baltic and Mediterranean Seas, and made a couple of business trips to the capital of Algeria and to the Spanish port of Ceuta. In addition, the cruiser performed tasks in the Mediterranean Sea between August 11 and November 12, having participated in several joint activities with a group of Russian Navy ships, permanently deployed in the Mediterranean Sea.

While on its long voyage, the crew of the Russian cruiser had conducted a few anti-submarine war games and anti-aircraft defense drills, and exercises in rendering assistance to ships in distress.


Russia gives Arctic archipelago clean bill of health decades after Soviet-era nuke testing

An expedition by the Northern Fleet (NF) to Novaya Zemlya showed that wildlife and the natural surroundings there have fully recovered after nuclear tests had been conducted on the archipelago during the Soviet times, NF Commander Nikolai Yevmenov told reporters on Friday.

"I can say that the myth about Novaya Zemlya as a radioactive waste repository of the Arctic, which keeps popping up in the Western media now and then, has been completely debunked based on the results of our experts’ work. The archipelago’s natural environment has successfully overcome the aftermath of this nuclear testing," he added.

Researchers have conducted radioactivity measurements along the entire route of the expedition, and no abnormally high levels of contamination have been documented.

Yevmenov pointed out that the consequences of the archipelago’s development, namely abandoned territories, previously inhabited by people, as well as scrap metal and litter areas, cause greater damage to the islands’ environment. The Northern Fleet’s environmental protection battalion is working to clean it up. This year alone, the NF environmental protection units have collected more than 360 tonnes of scrap metal on Kotelny Island, and on the Novosibirsk Islands archipelago, and prepared it for recycling. In total, the Northern Fleet removed over 3,000 tonnes of scrap metal from the Arctic Islands over the last two years for further recycling.

Novaya Zemlya is a Russian archipelago in the Arctic, lying between the Barents and Kara Seas. A test site was deployed there during the Soviet period, where numerous nuclear detonations had been carried out.


Primorsk port receives export applications for 37 mln tonnes of oil in 2019

Transneft-Port Primorsk, an affiliate of the Russian pipeline operator Transneft and an oil shipper from Primorsk Port, received export shipment requests of oil companies amounting to 37 mln tonnes in 2019, chief executive of the company Maxim Kudinov told reporters on Friday.

Primorsk Port is the largest Russian oil loading port on the Baltic Sea and the endpoint of the Baltic Pipeline System.

"We are above the target for 2018. If we speak about oil, then 38 mln tonnes are expected as of the year-end and the communicated plan for the next year is 37 mln tonnes. Concerning oil products - 15 mln tonnes. This covers export throughput net of Vysotsk [Port - TASS] for this year and the communicated plan for the next year is 15.8 mln tonnes," the chief executive said.

Agreements with oil companies are at the coordination and signing stage so far, Deputy Vice President of Transneft Vladimir Nazarov noted.

The shipment capacity of the port of Primorsk is 60 mln tonnes per year for crude oil and 25 mln tonnes per year for oil products. 43.9 mln tonnes of oil and 13.6 mln tonnes of oil products were shipped to tankers in 2017.

Three convicts get prison terms for plotting terrorist attacks at FIFA Confederations’ Cup

The Moscow district military court on Friday convicted three terrorists who had been prevented from staging bomb attacks at the 2017 FIFA Confederations Cup in Russia.

Ibragim Gakayev and Adam Gakayev were found guilty and sentenced to seven years in a maximum security penitentiary. Their accomplice Fokshan Golub was sentenced nine years in a maximum security penitentiary.

The National Anti-Terrorist Committee last February said a terrorist attack had been prevented during the FIFA Confederations Cup, adding that the Gakayev brothers and their accomplices had been detained in Moscow.
 
Russian Lawmakers Mull Response to Leaked UK Information Warfare Strategy

An alleged covert operation by UK intelligence to target Russia and influence allies warrants a probe by Russia’s chief prosecutor and a special agency to deter foreign meddling, Russian lawmakers said Friday.

"We should think about creating a special unit that will deal with countering cyberattacks now that the West is using a new level of technology against our country, while blaming us for attacks," Yuri Shvytkin, deputy defense committee chief in the lower house of Russia’s parliament, told Sputnik.

He said "ill-wishers" in Russia and abroad were doing everything to "discredit the government, our political system, and the state as a whole."

Anonymous has published a batch of documents related to UK's global "information secret service" operation in Europe, the United States and Canada. Its stated goal is to "counteract Russian propaganda," hackers claimed.

The hacker group claimed that Integrity Initiative, a London-based think tank acting as a hub for the UK secret service operation, had been funding Kremlin critic Bill Browder and Vladimir Ashurkov, an associate of Russian opposition activist Alexey Navalny.

"We can lawfully bring this to the attention of the prosecutor general’s office," Nikolai Ryzhak, a member of the security and anti-corruption committee, said to Sputnik.

Russia conducted inquiries into suspected foreign meddling in the past and they were painted as "political persecution," the lawmaker said.

"If it is the case of illegal financing or lawbreaking, people who were working with these foreign-funded actors should be very clear about whose interests they represented," Ryzhak added.

Andrei Krasov, another deputy of the parliamentary defense committee chief, said the world needed to wake up to operations the United Kingdom and the United States were conducting against Russia "and can conduct against other countries."

Andrei Lugovoi, a member of the security committee, said London had been working to discredit Russia, "especially in the information field." He denied UK’s claims this was in retaliation against cyberwarfare by Moscow. "They made up these stories and then attacked us," he said.


Russia insists on guarantees during denuclearization on Korean Peninsula — diplomat

Russia thinks it important to issue guarantees to North Korea during the denuclearization process on the Korean Peninsula, Russia’s Permanent Representative to Vienna-based international organizations Mikhail Ulyanov said on Friday.

"Bearing in mind the fact that Pyongyang has taken a number of important steps towards denuclearization, it is logical to support these efforts," he said at a meeting of the Board of Governors of the International Atomic Energy Agency (IAEA). "Our partners should keep in mind that negotiations are a two-way road and Pyongyang’s steps on the path of disarmament are to be met by similar steps towards easing the sanction pressure in line with provision 32 of Resolution 2375."

"It is becoming more and more important to elaborate security guarantees," he stressed. "Reliable international security mechanisms are necessary in the region to prevent recurrence of the situation which has developed around the Joint Comprehensive Plan of Action on the Iranian nuclear program."

The IAEA, the world’s only international organization having necessary technical potential and experience, plays a central role in possible future verification of the Korean Peninsula’s denuclearization, Ulyanov stressed.

He also said that Russia is ready to train IAEA specialists at its nuclear facilities for inspections to North Korea.

"We think it is principally important to maintain the agency’s technical preparedness for the resumption of inspections in North Korea at a due level. We give credit to the efforts taken by the Department of Safeguards in this direction and are ready to continue our assistance to it, including by means of training IAEA inspectors at Russian nuclear facilities. The tasks for the inspections of North Korea’s nuclear program are unprecedentedly big and will require the most thorough preparations," he said.

He underscored that only specialists from the five nuclear powers must deal with issues of dismantling North Korea’s nuclear warfare potential. "The Agency is to implement large-scale tasks to ensure due account and control of the entire material beyond the frames of the nuclear warfare program, to attest that these materials are not rechanneled to military purposes and to monitor possible signs of undeclared nuclear activities," he said.

Russia, in his words, is ready for "close cooperation with all concerned countries in order to ensure peace, stability and comprehensive settlement of the Korean Peninsula’s problems."


WATCH Russian S-300 Missile Systems Put on Alert


S-300 missile systems are capable of destroying aerodynamic targets at a distance of up to 200 kilometers (124 miles) and ballistic targets at a range of about 40 kilometers (25 miles). The S-300's detection range stands at 300 kilometers (186 miles).

The Russian news network Zvezda has published a video of putting the S-300PM Favorit surface-to-air missile systems on combat alert during drills in Russia's Southern Military District.

The war games were conducted near the city of Rostov, where S-300 crews destroyed a total of 20 simulated enemy targets during missile attacks.

Additionally, the servicemen implemented an array of tasks related to several position changes and an evacuation of the launcher from the position area with the help of a tow truck.

The S-300 systems are designed to protect major industrial and administrative facilities, as well as military bases and command posts from aerial attacks. An S-300 division typically consists of 12 vehicles, with one of them serving as a command post designating targets to the other 11 S-300s.


Moscow Police Respond to Bomb Threat at Kievskiy Railway Terminal - Source

In the earlier hours of Saturday, a source told Sputnik that the Hotel Complex "Molodezhny" in northern Moscow had been evacuated after a bomb threat call. However, no explosives had been found at the premises of the hotel.


Transneft dispatches billionth tonne of liquid hydrocarbons from Primorsk Port

Russia's oil pipeline company Transneft has dispatched one billion tonnes of liquid hydrocarbons (oil and diesel fuel) for export via Primorsk Port in Russia's north-west since loading its first tanker in 2001.

"The landmark billionth tonne of oil was shipped on November 23, 2018 to Mastera tanker en route to Porvoo Port (Finland)," Transneft said on Friday.

A total pf 901.2 mln tonnes of oil were shipped and 9,099 tankers were handled from the start of operations at Primorsk Port as of November 23. Diesel fuel shipments totaled 98.8 mln tonnes, with 3,361 tankers handled. In total, 12,460 tankers and 1 bln tonnes of oil and oil products were handled.

Achieving such a landmark of oil throughput is a step towards establishing the futures market, Deputy Vice President of Transneft Vladimir Nazarov said. "A roadmap is currently present, with activities implemented within its framework to create futures agreements or contracts for oil and diesel fuel from Primorsk Port," the top manager says. "We cannot speak about the futures market without the commodity market. These are merely interrelated things. We should offer a continuous flow of oil and oil products of standard quality to the market - this is exactly what we have achieved at this terminal," Nazarov told reporters.

Rare Atlantic walruses spotted in White Sea for first time in several hundred years

Rare Atlantic walruses have been spotted in the White Sea again after several hundreds of years of not appearing in the area after unlimited exploitation, research fellow at the Shirshov Institute of Oceanology Alexander Agafonov told TASS on the eve of the Walrus Day.

"Atlantic walruses are still considered endangered species. Their population decreased initially because of intensive exploitation. For instance, they have not appeared in the White Sea since the 18th century. However, our records indicate that walruses returned to the White Sea, which most likely signals a positive dynamic," Agafonov said.

It is currently prohibited to hunt Atlantic walruses. When it comes to Pacific walruses whose population is currently estimated at 200,000 animals, only indigenous peoples are allowed to hunt them in limited quantities, Agafonov noted.

Ocean pollution does not directly affect populations of walruses but can lead to decrease in fish supplies for the rare animals, especially in case of technogenic disasters like large-scale oil spills, the expert said.

Senior research fellow at the Shirshov Institute of Oceanology Vasily Spiridonov noted that there is no worrisome information yet about populations of Atlantic walruses but it is important to watch them closely as no concrete data on their numbers is available. There is another problem that concerns mostly Pacific walruses - global warming forces them to migrate north as ice pads in the Bering Sea gradually melt. Thus, competition for ice pads in the north of the Pacific Ocean grows rather quickly, the expert explained.

According to the applicant, she and her child and her husband were at a former military base, not far from the village of Babichevo. In their company was another child - a boy of 10 years. In the morning around 10.00 the teenagers went for a walk and disappeared.

At first, the parents independently searched for the children, but their attempts were unsuccessful.

Police officers with dogs, employees of the Perm regional rescue service and volunteers of search teams were looking for children.

In the evening, the task force of the Crisis Management Center of the EMERCOM of Russia Directorate in the Perm Territory left for the search and rescue area, which was about to launch an unmanned aerial vehicle in the search area. However, due to the snowfall, it was impossible to lift the quadcopter into the air.

On Monday night, the children were found alive.

"Both boys were found in a forest belt near the village of Yug by a local hunter who was attracted to search for the guys," the police told the agency.

According to the Ministry of Internal Affairs, after the discovery, the schoolchildren were sent to the hospital.

Preparations for Putin-Trump meeting at G20 underway — Kremlin

The situation over the Kerch Strait doesn’t affect preparations for a meeting between Russian President Vladimir Putin and his US counterpart Donald Trump at the G20 summit in Buenos Aires, Kremlin Spokesman Dmitry Peskov told reporters.

Nearly 30 ships, support vessels to be built for Russia’s Navy in 2019

About 30 ships and support vessels of various classes are to be built for the Russian Navy in 2019, Navy Commander-in-Chief Vladimir Korolyov has said.

"It is planned to build about 30 ships and support vessels of various classes for the Navy in 2019. Work will continue on developing fifth-generation nuclear submarines, which will have even better characteristics," he said in an interview with the Russian Defense Ministry’s Krasnaya Zvezda newspaper published on Monday.

Russia’s advanced shipborne air defense missile system to enter service in 2019 — source

The Poliment-Redut advanced shipborne air defense missile system will be accepted for service in the first half of 2019, a source in the domestic defense industry told TASS on Monday.

"All the trials of the air defense missile system aboard a Project 20380 corvette are planned to be completed in late 2018, including firing from that carrier against air and naval targets. In the first half of 2019, the system is planned to go into operation in the Navy," the source said.

Poliment-Redut air defense missile systems will be mounted on all new surface combatants and vessels undergoing modernization, which are referred to the category of corvettes and frigates, the source said.

"The air defense missile system will be also installed on the aircraft carrier Admiral Kuznetsov and the heavy nuclear-powered missile cruisers Admiral Nakhimov and Pyotr Veliky during their repairs with the upgrade," the source added.

The trials of the Poliment-Redut advanced air defense missile system were earlier successfully completed on the Project 22350 lead frigate Admiral Gorshkov. According to open sources, Project 20380 corvettes are currently furnished with the Redut air defense missile version without the Poliment phased array radar.

The Poliment-Redut is a shipborne vertically-launched air defense missile system. According to open sources, the system is capable of firing 9M96MD missiles with a maximum striking range of up to 150 km for air targets.

The frigate Admiral Kasatonov is the second (the first serial-produced) Project 22350 warship. The Project was developed by the Severnoye Design Bureau. The lead warship of this series, the Admiral Gorshkov, was delivered to the Navy in the summer of 2018 and the construction of two more frigates (the Admiral Golovko and the Admiral Isakov) continues at the slipways of the Severnaya Verf Shipyard in St. Petersburg.

Project 22350 frigates are the Russian Navy’s most advanced warships in their class. These frigates displace about 5,000 tonnes and can develop a speed of 29 knots. They are armed with Oniks and Kalibr missiles and the Poliment-Redut air defense missile system.

The large amphibious assault ship Pyotr Morgunov was laid down at the Yantar Shipyard on the Baltic coast on June 11, 2015 and floated out on May 25 this year. By the Navy’s decision, this series will consist of only two warships: the lead ship Ivan Gren, which has been under construction for over 20 years due to the Project’s numerous adjustments and the first serial-produced (the second-built) large amphibious assault ship Pyotr Morgunov.

Project 11711 warships displace about 6,000 tonnes and are the largest surface combatants built to date. The previous Project 1171 ‘Tapir’ large amphibious assault ship displaces 4,300 tonnes and the most numerous ships of this class in the Russian Navy (Project 775) have a displacement of 4,400 tonnes.


Russia’s Black Sea Fleet to get 2 cruise missile corvettes next year

Russia’s Black Sea Fleet expects to complete the trials of two new corvettes armed with Kalibr cruise missiles and the sea tug Sergei Balk and accept them for service in 2019, the Fleet’s press office reported on Monday.

"Next year, there are plans to complete the construction, hold trials and accept two new small missile ships of various projects armed with Kalibr cruise missiles and the sea tug Sergei Balk for service in the Black Sea Fleet," the press office said.

Currently, four warships and a boat are undergoing state trials and will enter service with the Black Sea Fleet soon, the press office said.

St. Petersburg court sentences terrorists’ recruiter to seven years in prison

A visiting session of the Moscow District Military Court in St. Petersburg has sentenced Atabek Rustamov to seven years in a general-security prison for recruiting terrorists and spreading the ideas of radical Islam through the WhatsApp mobile messenger, the court’s press office said on Monday.

"The court has awarded a punishment of seven years in a general-security penal colony," the press office said in its Telegram channel.

While investigating the criminal case on the charge of assisting terrorist activity, the prosecutors found that Rustamov was the advocate of radical Islam and also "supported in every possible way" the activity of the Islamic State terrorist organization (outlawed in Russia), the court’s press office said.

Set to become the biggest and one of the most powerful diesel-powered icebreakers in the world, the 22,000-ton ship had been expected to be ready for service by the end of 2018.

The fire alarm call came to the Crisis Management Center in St. Petersburg at 7 pm, Moscow time. The blaze partially engulfed the vessel’s third and fourth decks, spreading to an area of 300 square meters (out of 1,200 square meters in total). According to earlier reports, two people were injured. One of the victims was hospitalized, the other refused to go to hospital and was examined by doctors on site.
The fire damaged some electric wiring, equipment and wall panels in technical areas.

A total of 110 people and 24 pieces of hardware were involved in the firefighting effort. The Admiralty Shipyard’s press service earlier ruled out the possibility of fire spreading to other vessels.

The icebreaker has been under construction since December 2012, and will be world’s most powerful non-nuclear-powered icebreaker. It is expected to operate on the Northern Sea Route.

Putin, Trump to discuss bilateral ties, disarmament on December 1 — Kremlin

Russian President Vladimir Putin will meet with US President Donald Trump in Buenos Aires on December 1 to discuss bilateral relations, disarmament, ensuring global stability and regional issues, including the Kerch Strait incident, Kremlin Aide Yuri Ushakov told reporters.

"On December 1, Saturday, this day will begin with a morning breakfast with [German Chancellor Angela] Merkel and then bilateral [meetings], including talks with Trump," Ushakov said. "I cannot confirm now that the sides have agreed on the place and time of holding this meeting," he stressed.

New S-400 division coming soon to Crimea to enter combat duty

"We understand that this is a world trend for the use of radars with an active phased array on this type of aircraft. Naturally, we have already made a prototype for holding trials," Tarasenko said.

The MiG Aircraft Corporation will be offering such radar as an option after its tests jointly with the aircraft, he said.

The contract for the delivery of the first batch of six MiG-35 multirole fighter jets for Russia’s Aerospace Force was signed at the Army-2018 forum on August 22.

The MiG-35 is a 4++ generation multirole fighter jet developed on the basis of the serial-produced MiG-29K/KUB and MiG-29M/M2 aircraft.

The flight tests of MiG-35 fighter aircraft began on January 26 and the plane’s international presentation was held in the Moscow Region on the following day.

"Five Orlan-10 multifunctional drones will become operational in the units of unmanned aerial vehicles of the Western Military District by the end of the year. In the winter training period, Orlan flights are planned in the conditions of low temperatures," the press office said.

The Orlan-10 is designated for the surveillance of objects in hard-to-access terrain in any weather conditions. The UAV weighs about 10kg. The Orlan is furnished with a catapult launch and is capable of transmitting a signal in real time to an operator’s control panel at a distance of up to 120 km and stay in the flight mode for over 10 hours.

The Orlan allows controlling four UAVs at a time and organizing a local network for up to 30 operators to manage the payloads of simultaneously launched drones.

Moscow's latest tourist attraction, a cable car over the Moskva River, has been shut the day after it opened because of what the operator said was a cyberattack.

The gondola takes passengers from the Sparrow Hills overlooking the Russian capital to the Luzhniki sports stadium where the soccer World Cup final was held this summer.

It opened to the public on Tuesday, with rides to be free for the first month, but suddenly halted the next day because of what the operator called a cyberattack on its servers.

It said passengers on board at the time had been delivered safely to their destinations, but did not indicate when the cable car might reopen. Tests were due to be completed by Thursday night.

The cable car had been due to open before the World Cup but suffered a setback in May when police said a two-tonne aluminum panel worth 2 million roubles ($30,000) had been stolen from the construction site.
 
Putin to skip December climate conference in Poland

The Russian Ministry of Energy expects to receive a decision from Denmark in the near future concerning the request to lay the Nord Stream 2 through territorial waters of the kingdom, Energy Minister Alexander Novak told reporters on Thursday.

"We expect our Danish colleagues will make relevant decisions. As you know, two applications were presented. The second one is for the route outside territorial waters of Denmark. We believe our Danish colleagues should make up their mind anytime soon and take the decision," the minister said.

Denmark is the last from five countries, where the new gas pipeline will be laid. However, it has not yet consented to pipelay through its territorial waters. Russia, Germany, Finland and Sweden approved the project earlier.

The Nord Stream 2 pipeline is expected to come into service at the end of 2019. The pipeline is set to run along the Russian Baltic Sea coast bed to the German shore. Each of the pipeline’s two stretches will have a capacity of 27.5 bln cubic meters. The new pipeline will double the capacity of the first stretch and will basically follow its route. The total cost of the pipeline is estimated at 9.5 bln euro.

Swiss Nord Stream 2 AG was established for the planning, construction and operation of the gas pipeline. Gazprom is the only shareholder of Nord Stream-2 AG. Russian space firm modernizes Proton-M launch control system

Ground Forces experienced an event whose importance can hardly be overestimated. A new set of combat doctrines has entered into force.

Traditionally it includes three books. Part one covers operations of regiments, divisions, and brigades. This document is classified. The second part deals with the company and battalion level. The third is intended for the platoon, squad, individual tank.

The 2005 doctrine were an attempt to deal with these shortcomings. Formally, the whole doctrine set was adopted with a single order, but were distributed to troop units only gradually. The first sets were sent to the 42nd Guards Motorized Rifle Division in Chechnya even before the doctrine was officially approved. The remaining units received them only in 2006, and even then only the second part.

The first part was sent six months later. And the “Platoon, Squad, Tank” part was distributed only in 2007-08. Although by then the development of new doctrinal documents had begun.

Tactics outlined in the 2005 doctrine did not change greatly. There were new chapters on units and formations participating in local conflicts. But by and large these new additions were superficial. They provided general outlines of functions of platoons, companies, battalions, regiments, and divisions during armed conflicts. The main tactical operation types were search-and-reconnaissance, and also checkpoint duty.

The next doctrine set took nearly six years. Even while it was written it underwent significant changes. This effort began simultaneously with Anatoliy Serdyukov’s “new look” reforms. All the tactics were developed for the newly formed motor rifle and tank brigades.

The “brigade, regiment, division” part was particularly difficult. After all, the reforms reduced the number of regiments and divisions which were replaced by brigades. The first provisional doctrinal documents for the “new look” formations were ready in 2011. But they were sent to troop units only for familiarization. Ground Forces continued to “fight” using the 2005 doctrine.

In 2012, Serdyukov was replaced as the Defense Minister by Sergey Shoygu, and the “new look” reform was shut down. The Armed Forces saw a different transformation. Therefore doctrinal documents had to be rewritten once again. Regiments and divisions were returning in place of brigades.

The final combat doctrine set was approved in 2-14. It for the first time contained separate provisions for the employment of sniper teams.

This issue was a problem for the Ground Forces for a long time. Snipers used to be part of motorized rifle squads and platoons, and were subordinated directly to their respective commanders. Later snipers were concentrated in special sniper companies directly under brigade command. During combat operations, sniper platoons would be assigned to motor rifle battalions.

The Syria Adjustment

Why did the doctrine have to be changed once again after three years? The answer is obviouis. The new documents incorporated Syria operational experience. This becomes clear even after superficial examination with the doctrine. For obvious reasons, we are discussing only the second and third parts of the doctrine which are not classified.

The trend to expand the range of tactics used by squads and platoons was evident already in the 2005 and 2014 doctrines. But the 2017 doctrine the new tactics found their logical conclusion. The new edition breaks up the squad into fire and maneuver groups. The latter defeats the enemy in close combat using shock action and maneuver. The former renders fire support. The maneuver group consists of three riflemen (one of them the leader). The squad machine-gunner, anti-tank grenadier, and their two team members comprise the fire group.

The “Tactical-Level Combat System” pamphlet was the first publication which subdivided the squad into groups. It was issued in the late ‘00s. This organization proved its worth during practical field exercises. But only now has it been included in combat doctrine documents.

A considerable amount of text is dedicated to describing how the groups operate during assault and clearance of fortifications. It is also noteworthy that the 2017 doctrine also allows for the squad to operate in a skirmish line if the situation requires it.

Motor rifle platoon tactics also underwent major change. It also can form several groups: command, fire support, and combat vehicle. The first includes the commander, his vehicle, and communications personnel. The second consists of attached fire support weapons such as automatic grenade launchers and anti-tank missiles. The 2017 doctrine pays particular attention to the operations of reinforced motor rifle platoons.

The combat vehicle group is an interesting novelty. If needed, the platoon commander can detach combat vehicles from their squads and form a reserve of sorts. It can be used to support advancing squads by fire and maneuver. In defense, it may be used to prevent enemy breakthrough.

Companies and battalions form so-called fire ambushes. Their task is to eliminate as much enemy personnel and equipment as possible, using point-blank fire and minefields.

The ambush may be conducted by a squad or a platoon, reinforced with flame launchers, combat engineers, and also remote minelayers. In addition to the squad or platoon, a fire ambush also utilizes several groups: decoy (the first to open fire in order to attract attention), cover (protects the main forces during their withdrawal from battle) and interdiction (prevents reaction forces from reaching the ambush).
The new doctrine also dedicates much attention to urban warfare. And while earlier these chapters were written on the basis of the Great Patriotic War experience, the 2017 doctrine clearly reflects the battles in Syria’s cities.

In particular, the Middle East experience is evident in the chapters on the defensive strongpoints. It mentions the echeloned squad deployment (one squad per building floor). Each echelon is responsible for engaging targets at a specific range from the strongpoint. The higher, the longer the engagement range.

When creating a strongpoint, it is recommended to seal unneeded windows. Bricks can be used to create firing ports and protection. A mortar should be placed on the roof. Particular attention should be paid to communications lines and underground passageways.
It is noteworthy that a strongpoint can be set up outside a building as well. In that case one should build barricades. The strongpoint should block streets and roads, exits from parks and city squares.

When attacking, motor rifle platoons are subdivided into maneuver and fire groups. Each is assigned one side of the street. Tanks and infantry fighting vehicles operate from behind them, providing fire support. For the first time, doctrine specifies how rooms should be stormed.

The 2017 doctrine seriously re-evaluates the participation of army units in internal conflicts. Formally, combined arms formations have the same missions as in international conflict. They block areas, conduct search and recon missions, man strongpoints. But tactics are entirely different. For example, there is a complex algorithm for search and recon. Several lines are formed, there are foot patrols, inspection teams, cover teams.

Checkpoint duty is also more nuanced. They have been transformed into de-facto mini-fortresses. Their task is to prevent the free movement of militants, seal-off an area, and ensure security of important facilities.

Roving Snipers

The motor rifle platoon is reinforced with a sniper team of two, and a company with a group. Formally the group or pair are subordinate to their respective unit commanders. But these commanders do not direct the snipers’ actions. They indicate the area of operations, brief on the unit mission, identify areas and sites to focus on. The commander also provides the snipers with challenge-password information.
From then on the snipers operate autonomously. They establish a base where they rest and prepare for action. They establish the main and reserve firing positions themselves.

The snipers’ task is to destroy important targets: commanders, ATGM crews, machinegunners, AT grenadiers and, please note, drones. Interestingly, the authors of the doctrine noted the psychological impact on the enemy, who knows that there are high-precision shooters operating in the area, as an important component of snipers’ work, The description of how pairs and groups operate is interesting as well. As you know, the Russian Ground Forces do not differentiate between snipers and spotters.

Therefore one of the snipers is designated as a spotter, working with one, two, or perhaps even three snipers. Then the position is rotated.

Paid For With Blood


The most valuable assessment of the new doctrine is what the military servicemembers are saying about it. Not for naught they are saying that every line in the doctrine is written with blood. Every officer VPK spoke to said that the new doctrine is a very important and well put together document. For the first time, the doctrine reflects the most recent combat experience, and the current military art trends.


Vladimir Putin had a working meeting with Minister of Agriculture Dmitry Patrushev, who briefed the President on the main indicators for the agro-industrial complex and measures to boost the effectiveness of government support to agricultural producers.

President of Russia Vladimir Putin: Good afternoon.

Mr Patrushev, how did the agricultural sector perform over the past year? I am well aware that there were some adjustments in the growth rate. How can you explain this and what do you think about these trends? What are the prospects and plans for the industry?

Minister of Agriculture Dmitry Patrushev: Thank you very much, Mr President.
Let me begin by saying a few words about the overall development trends for the agricultural sector. Last year, agricultural output increased by 2.5 percent. This was attributable to a number of factors, including a substantial crop yield.

As for this year, I do hope that we will see an increase in agricultural output. In fact, there was an upward trend between January and August, followed by a slight decline in August and September. In August, production dropped 11 percent, with another drop of 6 percent in September. However, as I have already pointed out, we will see an increase of 1 percent for the whole year. It will not be like last year’s but there will still be growth. I hope that the positive momentum spills over into 2019.

Mr President, I would also like to share some facts and figures with you regarding the main indicators for the agro-industrial complex. Crops and pulses have been threshed across all farmed land. Despite the unfavourable weather, the crop yields were quite good at 110 million tonnes in net weight, up 11 percent compared to the average annual yield over the past five years.

By the end of 2018, we also expect to harvest 18 million tonnes of oilseed, up 1.5 million tonnes from a year earlier. The beet harvest is almost completed and exceeds 41 million tonnes, along with 6.7 million tonnes of potatoes, 4.2 million tonnes of open ground vegetables and almost 1 million tonnes of greenhouse vegetables. On top of this, we have harvested over a million tonnes of fruit and berries.

Mr President, with this crop harvest, we will be able to meet not only the domestic demand but also be able to export the planned amounts. According to our estimates, the export potential for grain will be 39 million tonnes, including 34 million tonnes of wheat.

I will cite one more figure: agricultural exports, as we expect, will total about $26 billion by the end of this year.

Vladimir Putin: That’s good news.

Dmitry Patrushev: Mr President, I can briefly report on the sowing of winter crops. Planting has been completed on an area of more than 17.5 million hectares – last year’s figure was half a million hectares less. We expect the winter crops to come through, and hope that we there will be enough snow to cover them as well as favourable weather conditions.

I would like to specifically report that we are paying a lot of attention to important essential staple food products and regularly monitor the prices of these goods. We also track the price of bread and bakery products on a weekly basis.

Wholesale prices of bread made from rye-flour and a mixture of rye and wheat flour are at the 2017 level. Wholesale milk prices can also be compared with the previous year.

At the same time, there was a deviation in wholesale sugar prices. In fact, the wholesale prices are higher compared to last year, but taking into consideration that we produce 6 million tonnes of sugar, while domestic consumption stands at 5.8 million tonnes, we do not anticipate any complications. According to our estimates, the price of white sugar will be subject to adjustment. Let me point out that the Federal Anti-Monopoly Service has launched an enquiry into sugar pricing.

Mr President, there is another thing I would like to bring to your attention. As I have already said, we are allocating funds to the regions in a consistent and regular manner. Some 121 billion roubles have been reserved for constituent entities of the Russian Federation, and about 80 percent of this amount was actually transferred to agricultural producers. This indicator is expected to reach 100 percent by the end of the year.

Let me also point out that the mechanism of a single subsidy as it stands right now can be improved. For this reason, the Agriculture Ministry will work on enhancing the efficiency of government support measures.

In particular, the ministry is currently working on developing specific support measures for every region. As part of this effort the Ministry intends to carry out preliminary reviews and develop agricultural development initiatives for every specific region of the Russian Federation, including food production and processing. Not only are we going to take into consideration the specific nature of every region, retrospective data and forecasts, but also the development of neighbouring regions and of the Russian economy as a whole.
This analysis will lay the foundation for a mechanism of tailored support measures for specific segments on the regional and national levels. We believe that by doing so we will help the agricultural industry achieve maximum efficiency and boost exports.

Gazprom expects gas exports to Europe at 200 bcm in 2019, says Deputy CEO

/. Gazprom’s gas exports to Europe will exceed 200 bln cubic meters in 2018, Deputy Chief Executive Officer of Russia’s top gas producer Alexander Medvedev said on Monday, adding that next year the company plans to reach similar volumes.
"I assume that at least 200 bln cubic meters will be exported in 2019 as well," he said.

According to Medvedev, Gazprom received requests for additional volumes of gas exports to Europe from 2020. "I want like to note that this figure - 200 bln cubic meters - is very close to the volume of our annual contract quantities. We have already received requests for additional export volumes starting from 2020. Transition to the next level of annual contract quantities is a very important topic, very interesting, including from the point of view of the development of our export gas transmission routes," he added.

According to Gazprom, requests from traditional and new customers amount to around 50 bln additional cubic meters per year in addition.

Earlier, Head of Gazprom Alexey Miller said that gas exports to Europe in 2018 could reach a record of 200 bln cubic meters. He called growth of economic activity in European countries and the long-term trend formed in recent years to reduce European production the main factors behind the growth in demand. In 2017, Gazprom delivered 194.4 bln cubic meters of gas to Europe, which is 8.4% more than a year earlier.

Medvedev also said that the procedure of negotiations with China on the ‘Western Route’ of the Power of Siberia gas pipeline will be determined in near future. "I can say that talks on the ‘Far Eastern’ route are in line with schedules. As regards deliveries over the ‘Western Route," the procedure for holding such negotiations will be agreed at the earliest future. The impetus to such talks will be given at the highest level," the top manager said.

Currently, Gazprom is building the Power of Siberia gas pipeline, which will pump natural gas from the giant Chayanda oil and gas condensate deposit in Yakutia and the Kovykta gas condensate field in the Irkutsk Region in Eastern Siberia to deliver gas to the domestic market (via Khabarovsk to Vladivostok) and further on for exports to China. The so-called ‘eastern route’ stipulates the supply of 38 bln cubic meters of natural gas to China’s eastern regions annually within 30 years to be launched in end-2019. In May 2014, Gazprom and China National Petroleum Corporation (CNPC) signed a respective sales and purchase agreement. The ‘western route’, which envisions the delivery of 30 bln cubic meters of gas from Russia’s Yamal-Nenets Autonomous Region through the Altai Region to northwest China within 30 years, has been defined as the second in terms of importance.

For years, boosters of U.S. LNG have trumpeted the fact that gas exports from the Gulf of Mexico could break Russia’s grip on the European energy market. That has yet to be the case, and in fact, Russia has managed to respond with various strategies to maintain its market share on the continent.

“The United States is not just exporting energy, we’re exporting freedom,” U.S. Secretary of Energy Rick Perry said in early 2018. “We’re exporting to our allies in Europe the opportunity to truly have a choice of where do you buy your energy from. That’s freedom. And that kind of freedom is priceless…There’s no strings attached when you buy American [liquid natural gas]. So that’s world-changing.”

That comment from Perry crystalizes conventional wisdom in Washington. Europe relies on Russia for about a third of its gas needs. For years, Russia’s Gazprom was able to bind various European countries up into rigid contracts with fixed prices, often linked to higher crude oil prices. Worse, Russia tended to negotiate bilateral deals, and would offer preferential terms to friendly countries and higher prices to others. These practices raised the ire of the European Commission’s antitrust regulator, which forced Gazprom to dial back on such strong-arm tactics.

But with few alternatives, there was little prospect of fundamental change – Europe would still need Russian gas for the long haul.
The most promising alternative came from U.S. LNG. Cheap shale gas sparked a wave of investment earlier this decade. Cheniere Energy brought its Sabine Pass LNG facility online nearly three years ago, and several more terminals are in the works.
The mere threat of American LNG arriving in Europe arguably weakened Gazprom’s hand. Lithuania, for instance, forced Gazprom to agree to pricing concessions when it managed to bring in a floating LNG import terminal, opening up the door to imported gas from places other than Russia.

Last year, the first American LNG cargo arrived in Lithuania. “U.S. gas imports to Lithuania and other European countries is a game changer in the European gas market. This is an opportunity for Europe to end its addiction to Russian gas and ensure a secure, competitive and diversified supply,” Lithuanian President Dalia Grybauskait? wrote to Foreign Affairs at the time. However, things have not changed as much as some had hoped. Russia’s market share in Europe is little changed. This has occurred for several reasons. First, very few U.S. LNG cargos have actually arrived in Europe. Second, Russia is not sitting by watching its position erode. Instead, it has expanded its own use of LNG and it has also redoubled its efforts at locking European buyers into gas via pipelines.

Moreover, as Russia faces some challenges in Europe, it has also pivoted to Asia to diversify its markets. China is the world’s fastest growing gas market, and China is one of the biggest reasons why global LNG prices have rebounded much quicker than analysts anticipated. Russia would be foolish not to focus gas sales on China. The two countries are set to open a long distance pipeline by the end of next year that will move more Russian gas into China. Russia’s LNG shipments to India are also picking up.

It’s a two-prong strategy that has proven successful to date. “Our main goal is to preserve our current markets, primarily Europe, and to gain a foothold in new ones, especially Asia,” Alexey Teksler, Russia’s first deputy Minister of Energy, told the Wall Street Journal. Over time, China is set to take on much greater importance for Gazprom.

While Rick Perry wants to export more freedom, the U.S.-China trade war has resulted in Chinese tariffs on American LNG. That will make U.S. gas much less competitive in China relative to other sources of gas, such as from Russia.

It is not as though U.S. LNG has not had any impact at all. The pricing concessions offered by Gazprom, and the increasing shift towards more market-based pricing for Gazprom in Europe (as opposed to rigid contracts), is arguably the largest achievement that American LNG has secured. According to the WSJ, Gazprom’s average selling price fell by nearly 50 percent since 2013, although much of that is also the result of falling crude oil prices. Competition from the U.S., as well as antitrust scrutiny from Brussels, means that Gazprom cannot demand exorbitant prices.

But other than that, U.S. LNG has not done much else to beat back Russia in the European market.

Also, Russia can still offer cheaper gas than U.S. suppliers in many places. Gazprom may have had to lower prices to Europe to keep U.S. LNG out, but it can easily undercut American exporters. Even in India, Gazprom inked a 20-year agreement for gas at $7/MMBtu, which the WSJ says is about $1 to $1.50/MMBtu cheaper than anything coming from Qatar or the U.S.

Kremlin unveils agenda of canceled Putin-Trump meeting

Russian President Vladimir Putin’s meeting with his US counterpart, Donald Trump, in Buenos Aires that was called off by the US leader was geared to outline ways of dialogue on the United States’ possible withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty, Putin’s press secretary Dmitry Peskov said on Monday.

"We expected this meeting between Putin and Trump, who could have discussed the process and outline ways to a potential dialogue on that topic. But, regrettably, as you know, the meeting never took place," he said.

The Kremlin spokesman expressed concern over possible impacts of the United States’ withdrawal from that treaty. In his words, "consequences can be very bad" from the point of view of both European and global security. "If the Americans ultimately withdraw from that treaty, there is a high risk, although now they deny it, that they will deploy these missiles in Europe. It means NATO’s expansion towards our borders. If missiles are deployed in Europe, Russia will be forces to take steps to ensure parity," Peskov said, adding that such "steps" would mean "targeting these missiles."

"That is European territories will be in crosshairs of our missiles. So, here we are back in the glorious 1970s," he said. "It is illogical. It is dangerous as instead of discussing development goals we will find ourselves back in a situation of armed confrontation. It is very bad and that is why we are trying to initiate negotiations with the Americans, sending these or those signal to see no reciprocity, due to various reasons."

Situation around INF Treaty

The INF, or The Intermediate-Range Nuclear Forces, Treaty was signed between the former Soviet Union and the United States on December 8, 1987 and entered into force on June 1, 1988. In 1992, following the collapse of the former Soviet Union, the treaty was multilateralized with the former Soviet republics - Belarus, Kazakhstan and Ukraine - as successors. The INF Treaty covered deployed and non-deployed ground-based short-range missiles (from 500 to 1,000 kilometers) and intermediate-range missiles (from 1,000 to 5,500 kilometers).

In the recent years, Washington has been accusing Russia of violating the treaty, while Moscow has been rejecting these allegations and advancing counter-claims concerning the implementation of the treaty by the US side.

US President Donald Trump said on October 20 that Washington would withdraw from the INF Treaty because Russia was violating the terms of the agreement. Russian Deputy Foreign Minister Sergei Ryabkov described this decision as a dangerous step. Washington’s decision came under criticism from Berlin and Beijing. However London expressed support to the US’ stance and NATO placed responsibility for Trump’s decision on Russia which, it claims, may violate the treaty.


Russia's Defense Ministry publishes unique documents ahead of Unknown Soldier Day

The Russian Defense Ministry has posted on its official website documents on the 1941 Battle of Moscow related to the Day of the Unknown Soldier marked on Monday.

"A special section on the ministry’s website presents a selection of unique documents from the Russian Defense Ministry’s Central Archive, which makes it possible to reveal the chronology of events of the 1941 sanguinary battles on the city’s fringes and understand why Russia marks the Day of the Unknown Soldier on December 3," the ministry said.

The documents include the registration card of the military burial site where the remains interred at the Kremlin wall in Moscow had been taken on December 3, 1966. In 1967, a war memorial and the Eternal Flame appeared there.

"The mass grave of unknown soldiers who, just like millions of Red Army soldiers, accomplished their feat, is located at the 40th kilometer of Leningrad Highway where heavy fighting raged to defend Moscow in 1941. It was here that Moscow’s defenders said, "There is nowhere to retreat - Moscow is behind us!"

The Day of the Unknown Soldier has been marked in Russia since 2014.


Russia’s FSB uncovers illegal weapons workshop in Ivanovo Region

Russia’s Federal Security Service (FSB) has uncovered an illicit weapons manufacturing workshop in the Ivanovo Region, the FSB Center for Public Relations told TASS.

"The Federal Security Service of Russia suppressed the activities of a group of people, residents of the town of Kineshma, the Ivanovo Region, involved in the use of civilian weapons for manufacturing of combat weapons and ammunition at illegal workshops and their further sale," reads the statement.

An investigative arm of the Federal Security Service has initiated criminal cases under part 2 of Article 222 of the Russian Criminal Code ("Illegal Acquisition, Transfer, Sale, Storage, Transportation, or Bearing of Firearms, Its Basic Parts, Ammunition, Explosives, and Explosive Devices").


Moscow mayor highlights Russian capital's declining crime rate

Moscow Mayor Sergei Sobyanin has stated that the amount of crime has decreased in Moscow over the last seven years. According to statistics, during this period the number of murders has gone down by 50%, the number of car thefts has dropped by 75% and the number of break-ins has seen a more than three-quarter plunge.

"In the last seven years the number of murders in the city has halved, the number of robberies, sank more than 66%, the number of car thefts plummeted 75%, and the number of home burglaries experienced a more than three-quarter drop. These are substantial figures that are changing and improving the situation in the city," Sobyanin said in his speech at the annual extended city meeting on crime prevention in Moscow.

The mayor stressed that according to Muscovites, just 30% said in 2010 that Moscow is a safe city. Now, two-thirds of the capital’s residents say it is so. "It is very important that the majority of Moscow residents still emphasize that the city has to be safer," the mayor pointed out.

Head of the Main Directorate of the Russian Interior Ministry in Moscow Oleg Baranov added that the measures taken by law enforcement bodies jointly with Moscow city hall, representatives from public law enforcement organizations and city residents made it possible to enhance the level of security for Muscovites and visitors to the nation’s capital.

"Over the past 10 years, the current year has truly become unparalleled in the number of events which have been unprecedented for Russia: the Russian presidential election, the World Cup and the Moscow mayoral election. More than 26,000 events were held in the city in 2018, involving more than 38 million Moscow residents and visitors to the city," Baranov added.

Cooperation between police and community activists

According to Moscow City Duma (city council) Chairman Alexei Shaposhnikov, the experience of Moscow’s community activists shows that their actions can be effective and should be state-supported.

"Moscow offers an example of effective cooperation between them [police officers and members of public organizations]. Namely, its program dubbed the Safe Capital project, which is managed by State Duma member Inna Svyatenko, who also chairs the security commission. This project includes joint actions and raids carried out by activists working shoulder to shoulder with auxiliary police, the Main Department of Internal Affairs, the Russian National Guard Troops Service, the Russian Emergencies Ministry and public law enforcement stations. The project has 26 fields of activity and involves more than 10,000 people," the city councilman specified.

Shaposhnikov is confident that the joint efforts of state executive bodies, law enforcement agencies and public law enforcement entities will "make it possible to turn Moscow into the safest capital in the world.".

More than 3.3 million cars have crossed the Crimean Bridge since its opening, the Crimean Bridge information center reported on Monday.

"In November 2018, 243,385 vehicles have passed through the Crimean Bridge in both directions; almost one-fourth of them are trucks. In total, more than 3.3 million drivers have used the route through the Kerch Strait since its opening," the report says.

According to the report, daily traffic density was about 8,100 vehicles in November. The general traffic to Taman and to Crimea is almost equal. The number of trucks passing to Crimea prevails.

The highway part of the bridge which linked the Crimean Peninsula to other Russian regions was opened on May 15 with Russian President Vladimir Putin’s participation; the truck movement was permitted starting from October 1. The next day transport movement started across the bridge. The construction of the railway through the strait continues.

The railway’s opening is scheduled for 2019.


Total wealth of Russian billionaires rises by around $2.7 bln since beginning of 2018

Total wealth of Russian billionaires increased in January - November 2018 by $2.657 bln, according to Bloomberg Billionaires Index rating.

In total, the rating includes 500 of the richest people in the world; the Russians currently account for 24 positions in the list.

In particular, in the reporting period, net worth of Head of Novatek Leonid Mikhelson, occupying 38th place in the rating, increased by $3.59 bln, Lukoil President Vagit Alekperov (60th place in rating) - increased by $3.63 bln, co-owner of Novatek Gennady Timchenko (68 place in the rating) - increased by $3.72 bln.

The greatest losses were recorded for owner of Renova group Viktor Vekselberg - $2.92 bln, co-owner of UMMC holding Iskander Makhmudov - $2.21 bln, and former Head of retailer Magnit Sergey Galitsky - $1.45 bln.

The index is calculated based on the value of shares of companies in which billionaires own shares, and is updated at the close of every trading day in New York. For a number of companies, the calculation is based on the ratio of the company's capitalization to EBITDA or the price of shares to earnings per share.


Gazprom expects gas exports to Europe at 200 bcm in 2019, says Deputy CEO

Gazprom’s gas exports to Europe will exceed 200 bln cubic meters in 2018, Deputy Chief Executive Officer of Russia’s top gas producer Alexander Medvedev said on Monday, adding that next year the company plans to reach similar volumes.

"I assume that at least 200 bln cubic meters will be exported in 2019 as well," he said.

According to Medvedev, Gazprom received requests for additional volumes of gas exports to Europe from 2020. "I want like to note that this figure - 200 bln cubic meters - is very close to the volume of our annual contract quantities. We have already received requests for additional export volumes starting from 2020. Transition to the next level of annual contract quantities is a very important topic, very interesting, including from the point of view of the development of our export gas transmission routes," he added.

According to Gazprom, requests from traditional and new customers amount to around 50 bln additional cubic meters per year in addition.

Earlier, Head of Gazprom Alexey Miller said that gas exports to Europe in 2018 could reach a record of 200 bln cubic meters. He called growth of economic activity in European countries and the long-term trend formed in recent years to reduce European production the main factors behind the growth in demand. In 2017, Gazprom delivered 194.4 bln cubic meters of gas to Europe, which is 8.4% more than a year earlier.

Medvedev also said that the procedure of negotiations with China on the ‘Western Route’ of the Power of Siberia gas pipeline will be determined in near future. "I can say that talks on the ‘Far Eastern’ route are in line with schedules. As regards deliveries over the ‘Western Route," the procedure for holding such negotiations will be agreed at the earliest future. The impetus to such talks will be given at the highest level," the top manager said.

Currently, Gazprom is building the Power of Siberia gas pipeline, which will pump natural gas from the giant Chayanda oil and gas condensate deposit in Yakutia and the Kovykta gas condensate field in the Irkutsk Region in Eastern Siberia to deliver gas to the domestic market (via Khabarovsk to Vladivostok) and further on for exports to China. The so-called ‘eastern route’ stipulates the supply of 38 bln cubic meters of natural gas to China’s eastern regions annually within 30 years to be launched in end-2019. In May 2014, Gazprom and China National Petroleum Corporation (CNPC) signed a respective sales and purchase agreement. The ‘western route’, which envisions the delivery of 30 bln cubic meters of gas from Russia’s Yamal-Nenets Autonomous Region through the Altai Region to northwest China within 30 years, has been defined as the second in terms of importance.


Russia’s Black Sea Fleet to get four new warships

Three new warships will enter service with Russia’s Black Sea Fleet in December and one in early 2019, Fleet Commander Vice-Admiral Alexander Moiseyev said on Monday.

"By the end of the year, we will accept the ship Orekhovo-Zuyevo, the minesweeper Ivan Antonov and the patrol ship Vasily Bykov and in early 2019 we will also accept the patrol vessel Dmitry Rogachev," the Fleet commander said.

Over the past few years, Russia’s Black Sea Fleet has fully renewed its submarines and coastal defense missile systems - the new Bal and Bastion complexes are protecting the entire Black Sea area, the commander said.

Also, the Black Sea Fleet has received three frigates, small missile and other ships that are performing their missions in the Black and Mediterranean Seas. New aircraft are arriving for naval aviation, for example, Sukhoi Su-30SM fighter jets, Moiseyev said.

As was reported earlier, the Black Sea Fleet plans to complete the trials and accept two new small missile ships armed with Kalibr cruise missiles and the sea tug Sergei Balk for service in 2019.

The Russian Black Sea Fleet’s coastal missile systems Bal and Bastion drilled the skills of delivering simulated strikes at sea-based targets, the press service of the Black Sea Fleet said on Monday.

"Personnel of Bastion and Bal anti-ship coastal missile systems of the Black Sea Fleet jointly with mobile coastal reconnaissance systems conducted planned exercises at Crimean firing ranges to drill practical skills of delivering simulated missile strikes," it said.


Russia to build two more large amphibious assault ships

Russia’s United Shipbuilding Corporation (USC) will build two or three more Ivan Gren-class large amphibious assault ships for the Russian Navy, Corporation CEO Alexei Rakhmanov said on Monday.

"A decision has been made to finalize the Ivan Gren project. In particular, there will be changes in the hull. There are plans to build at least two or more ships under the improved project," the chief executive said.

"There is no contract yet," he added.

As Rakhmanov said, the second ship of the first series, the Pyotr Morgunov, will be built actually in the same way as the lead ship Ivan Gren.

The CEO of the Yantar Shipyard (where the ships of this class are under construction), Eduard Yefimov, earlier told TASS that the Ivan Gren series won’t be continued and there are plans to develop a new project of a large displacement ship.

The Project 11711 large amphibious assault lead ship Ivan Gren was laid down at the Yantar Shipyard in Kaliningrad in December 2004 and put afloat in May 2012. It was accepted for service in the Russian Navy on June 20, 2018.

The second ship of this Project, the Pyotr Morgunov, being built at the Yantar Shipyard on the Baltic coast, is due to enter trials no later than March 2019. In June next year, the warship is expected to start shipbuilders’ sea trials.

Project 11711 warships are designed to land marines on a coastal area seized by the enemy and transport military hardware and equipment. The warship can carry 13 main battle tanks or 36 armored personnel carriers (infantry fighting vehicles), and also up to 300 marines. The amphibious assault ship can also transport a reinforced marine infantry company with organic military hardware and land it with the use of pontoons.


Fighter jets intercept ‘enemy’s intruder aircraft’ at drills on Kamchatka Peninsula

Air fighters of the Pacific Fleet’s naval aviation have intercepted a "violator" of the Russian airspace at drills on the Kamchatka Peninsula, which were held in difficult whether conditions, spokesman for the Pacific Fleet Captain 2nd rank Nikolai Voskresensky reported.

"Air fighters of the separate mixed naval aviation regiment of the Pacific Fleet trained to intercept a ‘violator’ of the airspace in difficult weather conditions in Kamchatka," Voskresensky reported.

A MiG-31 high-altitude interceptor had to infiltrate the country’s airspace in order to conduct air reconnaissance there and imitate strikes on Kamchatka’s important facilities. The alert crews of MiG-31 high-altitude interceptors were scrambled to intercept the "enemy." The Pacific Fleet’s fighters found and intercepted the goal and then carried out electronic launches of missiles. According to objective control data, the goal was successfully destroyed in the designated area.
