You're seeing that government employees working for San Bernardino County went to the Route 91 event.
A San Bernardino govt facility (the Inland Revenue, which is not the Sheriff's Office, where Gardner and her colleagues were employed - there's about a half-mile distance between the two buildings) was the site of an earlier (likely) black-op in 2015.
That's the extent of the connection between Gardner and the two events.
What information does that connection suggest about possible motives for carrying out the Route 91 attack?
What to you is a 'synchronicity' is to me a coincidence, and not an interesting one at that. You seem to be suggesting that the planners of the Route 91 attack consciously placed Gardner and her colleagues there... because she works at San Bernardino County, and therefore 'should have' died there?
Something like that may very well come into play at the level of individual destiny and 'lesson profiles', but for the purpose of establishing 'what basically happened' at Route 91, the particular life circumstances - as they are known up to this point - that led to one of the 58 victims being at the event are relatively meaningless.

Cell site simulators rely on signal strength and direction finding to locate a target device, said Heath Hardman, a former signals analyst for the U.S. Marines Corps.
Hardman used the devices while deployed in Iraq and Afghanistan in 2007 and 2008 and also taught troops how to operate them. If done incorrectly an operator could kick users off a network, forcing them to power their phone off and on before reconnecting, he said.
Or, if an operator broadcasts too broad of a signal, it can overload a network with too many devices looking to jump from one cell tower to another.
“It’s a little bit of an art and a science,” Hardman said.
For these reasons, the Federal Communications Commission must authorize a manufacturer to sell the device. But that authorization only signifies that the equipment meets FCC standards to control radio frequency interference, FCC officials said.
Cell site simulators were initially used overseas by intelligence agencies and federal law enforcement. Homeland Security agencies including the Secret Service and Immigration and Customs Enforcement also now use the devices, as does the Internal Revenue Service.
As the technology improved and spread through federal agencies, local and state agencies learned of them, too. DHS and DOJ officials have said that domestically, their devices only scoop up metadata. They do not gather content, like emails or text messages.
Melbourne, Fla.-based Harris Corp produces the StingRay, which has become a generic name for similar devices. Harris spokesman Jim Burke said it is company policy not to comment on its product. A spokeswoman for Germantown-based Digital Receiver Technologies, Inc., a Boeing subsidiary that produces a cell site simulator referred to as DRTbox, also declined to comment.

Haig's name had not previously been connected to the shooting. What's more, according to what's been widely cited as his LinkedIn page, Haig had "DOD Top Secret clearance" and worked for top weapons manufacturers and specialized in Military Ammunition, as we pointed out.
Haig's connection to Paddock and the shooting is unclear, but in another confusing development, Clark County Nevada Coroner John Fudenberg is defying a court order to release the full autopsy report for Paddock - even though Paddock's body was cremated in December.
According to the Daily Caller, District Court Judge Timothy Williams ordered the coroner Tuesday to immediately release the autopsy. Fudenberg is conferring with others in his office, and no date had been given for his compliance with the judge’s order, the corner’s office told The Daily Caller.
The office also told the Las Vegas Review-Journal that the report wouldn't be released until it was “finalized.”
“The coroner’s office has fought to keep autopsy reports confidential,” according to the the Review-Journal.
It's difficult to imagine what component of the autopsy could, at this point, be left unfinished; after all, Paddock's body was destroyed weeks ago. And yet, the coroner has chosen to pay $32,000 in legal costs instead of turning over the final report.
"The shooter’s body was cremated Dec. 21. How can the autopsy report not be 'finalized' when the body was cremated more than five weeks ago?" Review-Journal Editor-in-Chief Keith Moyer publicly stated. "The law is squarely on the side of the public’s right to open government."
An interim report released Jan. 8 gave only scant information about the autopsy and did not release either the autopsy or a toxicology report on Paddock.
“Preliminarily, the injuries noted were on the posterior of both calves and a gunshot wound to the upper palette inside the decedent’s mouth with obvious damage to the upper teeth,” the department stated.
“The cause of Paddock’s death was an internal gunshot wound and the manner of death was ruled a suicide,” the report concluded.
While the details so far largely comport with the early press reports, some say the initial report was suspiciously lacking in detail.
“What’s glaring are the missing details on the autopsy,” said Wayne Black, a 40-year veteran law enforcement and private security expert, in an interview with TheDCNF.
“This is probably one of the most significant medical examiner’s investigations of the year,” he said.
It's been four months since the shooting, and still much remains vague or unknown. Paddock's motives remain a mystery. Unanswered questions remain about the official timeline of events. Photos published online in the immediate aftermath of the shooting purported to show a second shooter closer to ground level, but they were largely dismissed by law enforcement and the media.

I looked at this autopsy report. The third page of the pdf, second paragraph says:

However, the quickly pulled it off the internet within an hour or two because it did not match the official report by the government. Paddock’s Time Of Death was 1200 hours (Noon) on 10/2/17 the day AFTER the shooting 14 hours later.
The police breached the door of the room at about 11:20PM on October 1st. According to the police scanner audio, the officers reported a dead body. So the true account of what took place that day is in question when Paddock did not die until the following day.
There is no explanation but instead, they pulled the report from the internet. The disinformation campaign that was launched appears to be politically motivated against gun owners. This is very strange and the media seems to be ignoring the details as always.
The question this raises is rather blunt. Is there anything we can believe coming from the government about any particular incident? Is every incident being converted into political propaganda? Is this part of the agenda behind the conspiracy involving the bureaucrats v the people?

Had a look too at the Autopsy report (thanks) with page 1 - 11 the basic conduct of the examination and findings of the body and organs. Mostly, death is by (without their words) a self-inflicted gunshot wound in the mouth.
There is mention of some slight abrasions/contusions of the calf areas and an abrasion (small) on the kneen.
Of the bullet; they recovered a moderately deformed cooper jacketed grey metal missile and fragments (same) between occipital dura and partly into occipital skull.
There is no mention of the bullets caliper.
Page 3 at the end states of the body being received (after what the clothing was) states "Of note, during processing a brass-like casing adjacent to the head is found."
Hmmm, odd way to put it "found" - sounds like it was tossed in. Again, no caliper mentioned.

The Autopsy report discuss what sounds like powder burns inside Paddock's mouth, obviously, yet there is no mention of his hands nor the residue that might be on them, nor the weapon itself.
Can't remember in this thread if a specific weapon was cited or if a different view of the body found was discussed? If not, the information is missing bits and pieces of important data points.
Laura Labay Ph.D undertook the Forensic Toxicology of Paddock - of the 40 page report, from page 12 - 40 contains information on testing methodologies, scope of what is tested for and positive results.
Labay, in pages 38 - 40 offers opinion to Dr. Lisa Gavin. The opinion is focused on the toxicology results from NMS Labs.

The fund—a nonprofit which began as a GoFundMe page started by local politicians to help the shooting victims—posted a chart breaking down how the $31.5 million fund would be distributed to a total of 532 people. Ten million of those dollars would go to 147 hospitalized from injuries suffered from the shooting.
The victims’ fund consists of millions of dollars raised from corporate and individual donors in increments ranging from $1 to $400,000.
Once the fund hit $90,000 in donations, it grew into a nonprofit corporation.
Howard Stutz, the spokesman for the victims’ fund, said they will begin to distribute 100 percent of the payouts starting Monday.

Aside from the suppressed Vegas cell phone data this guy is awfully optimistic about the dangerous situation with Iran, Syria and Russia (maybe Oliver North has something to do with that). For example: the guy tells us that Paddock was transporting a huge amount of luggage into his room every day or so and backs it up with the footage. Since Paddock was a very experienced gambler and likely visited the hotel many times in the past, do we have a proof that those luggage transportings to his room that were filmed, all really happened in that single timeframe of his stay there that is accociated with the shooting? In other words: could it be that it was snitched together from past visits of his?
Why don't we see footage from the floor, elevator at the time the shooting happened? Why does it stop before the fateful night happened?

Just a heads up that there's an interesting interview over at WhoWhatWhy with Charles Swift, the lawyer for Noor Salman. He and his legal team got her acquitted. There's a lot of interesting information there. For example, Swift only learned late in the trial that Mateen's father was an FBI informant. That could potentially have changed how he argued her case (but he was still successful).
