Just wanted to add a small observation, a couple of days ago i flew from Torino, Italy to Toulouse, France, arriving in France didn't encountered anything strange, the usual boarding control when coming back to Italy instead, as soon as we exited from the airplane there were waiting 3 medical personnel that were checking everybody for possible coronavirus infectious people. I agree that you have to be cautious and careful in this cases but still it makes one wonder about the panic and the hysteria that is spreading like a virus everywhere.
On the other hand Margarita Simonyan posted the following today:
So perhaps Russian authorities are simply being careful, and are actually trying to prevent possible social panic. Don't know.
ADDED: More thoughts about Russia's decision to close borders to Chinese citizens. My own opinion is that it is supposed to keep the social climate inside Russia as calm and stable in order to prevent any possible social dissatisfaction. It is supposed to show that the government is taking care of its citizens. Because, for example, there were all kind of minor cases of people panicking and not providing service to Chinese.
But who knows. They may have other reasons too.

I don't understand why Russia is closing the border, when the latest official statistics say little more than 2000 people have died, which is nothing to what a usual cold or influenza season causes.

Perhaps Russia does not say too much out of respect for China, and China does not say much either. From what I have been able to pick up, those who try to say something that is not official get in trouble which may be justified, as they may be working for other interests, or not justified because what they say is true, but even then it would not necessarily be justified from the perspective of the leadership of the China, which is the Communist Party of China. In this post I explore why that might be so.
I already mentioned that Xi Jinping advised people to read the Communist Manifesto which I did, and after that I read the Constitution of the Communist Party of China. In the first pages it lays out the general programme followed by a series of articles grouped into different chapters.
In this document including the above excerpt, there are terms that are only partially explained, as they are explained in other documents. One of these terms found in the above excerpt is "the socialist concept of honor and disgrace" which happens to be an expression that covers a set of guidelines for how to behave:

The concept is also mentioned but a little different on a site that teaches Chinese.
I highlighted a couple of those that might be of relevance in this situation, without getting too occupied with laws, (that we can find) or speculate about those we can't find like directives and regulations in general as well as those applicable in a situation like now, where even military measures are taken.
If one takes the above two highlighted points and consider that this event most likely was not planned for, and that it somewhat jeopardizes the economic goals set out for the year, as well as the reputation of the Party, then it is understandable that China would do what it can to reduce to a minimum the information coming out that is not under their control.
I would not suggest such a policy is only possible in China. In France for instance the Western medias have been very silent about the Yellow Vests protests. They have been very silent about the cases of injuries, but have turned their camera teams in other directions where it was more politically profitable.
Another excerpt from the Programme that might shine a light on the situation is from the beginning:

In the above one may wonder about "contradictions between us and enemies" but here The Little Red is more clear:
In the programme, there is a whole list of articles contained in two chapters; Party Discipline and Party Organs for Discipline Inspection that details what kind of discipline is expected and how it is maintained. All in all, what happens in China, is not necessarily reported.
It may be that the theme of the ideology of the Communist Party of China is worthy of a thread on its own, because in the great picture there have been and will be other issues than this Coronavirus. Besides if 1,5 billion people subscribe to this ideology whether ardently or as a matter of culture, might a more detailed study help to understand China better? For the time being, I will read a few more pages of The Little Red, allegedly the most printed book next after the Bible.

This is very interesting,Thorbiorn, because China is really a mystery. And Chinese more mysterious. And even if there are Chinese everywhere we don't know them at all. Sometimes you try to communicate with them but it is very hard. And personally I was ignorant of the force of the Communist party, really. I am a totally ignorant! For example, just a few days ago China has ruled that everyone returning to Beijing would be required to isolate themselves for 14 days. Also, in Hubei province, sixty-million people have been told to stay at home unless there is an emergency, and the use of private cars has been banned indefinitely.
Another factor is that reportedly one or two Russian citizens got infected on board of Diamond Princess cruise liner in Japan. These reports are a bit confusing, but nonetheless.

She says that as soon as China begins to loosen the measures, Russia will follow accordingly.

Very interesting information Siberia, thank you. The problem with this Corona is the information, I did not read what you just quote by the Health Minister anywhere. Even at RT. So this absence of information and put in the context is essential to understand some facts.
Here's something that I imagine reflects the (official) Chinese take on the outbreak, from that country's largest daily newspaper.

Yes, the lack of information is a problem, especially in case of such quickly developing situations. The Minister has made her comment today, so probably it hasn't been reported in English just yet.
Applying the same rule they imposed on Russian media, the US govt has announced that 5 Chinese media outlets must 'register as foreign agents'.

- Reported daily new cases are dropping but Japan and Singapore are reporting new cases everyday. S.Korea also had a jump of 20 people in a day.
- Out of all the cases there has ever been, about 58k are unresolved of which 21% are in serious or critical condition.
- Iran has reported its first 2 cases.
Perhaps its because the virus is so contagious and they are trying to avoid the kind of economic disruption we are seeing in China?
It is always very important to put the sources to see if the news are from msm or not.
