Update:

Thirteen deaths have been reported out of Southern California as a result of severe mudslides that hit the region following heavy rainfall Monday night, according to the Santa Barbara County sheriff's office.

The Santa Barbara County Fire Department previously reported that numerous people were trapped in their homes or cars by the mudslides. Roads have been closed and rescue operations are underway in Santa Barbara, Ventura and Los Angeles counties.

Santa Barbara County Sheriff Bill Brown added that the number was likely to increase as search and rescue operations continue. "While we hope it will not," Sheriff Brown added.

The huge storm also swept some homes away, creating a flood of debris and dirt. About 300 people are estimated to be stranded in a single Montecito neighborhood, while 50 others have been rescued from their homes or cars.

Already, the incident is deadlier than the 2005 California mudslide — which took place only 20 miles from Tuesday's disaster. Southern California was also the site of tremendous wildfires in December 2017 that killed two people, destroyed 300 acres of forest and caused $3 billion in damages — making them the most destructive fires in California history.

The city’s main waterway reached levels of over 18 feet (5.5 meters) on Friday evening and continued to rise forcing the authorities to close several metro stations along the river, tunnels, parks and the ground floor of the world-famous Louvre Museum, the Mail Online reported.

The water level in the Seine is expected to surge above 19 feet (5.8 meters), which is 13 feet (3.9 meters) above normal forcing the suspension of a busy local commuter train service until next week.

According to reports, two people died as they were skiing off-piste at Campo Felice. Rescuers managed to save the third skier, who was slightly injured, and transfer him by helicopter to L'Aquila hospital.

Last January one of the deadliest avalanches struck the Abruzzo region, having engulfed the Italian luxury resort Hotel Rigopiano, leaving twenty-nine people dead and eleven injured. In total nine people, including four children, were pulled out alive.

The Italian Fire Brigade also rescued several puppies from the avalanche-hit hotel which became a symbol of hope amid tragic developments in the country.

Kenyan officials say at least 15 people have died and scores of families have been displaced across the East African nation due to two days of heavy rainfall.

The deluge of water submerged vehicles in Nairobi’s affluent neighborhoods and flooded middle class areas as well. Porters made a booming business carrying commuters on their backs to their places of work.

The clogging of drains in the capital and other parts of Kenya during the long rain season is a perennial problem.

Nairobi Governor Gideon Mbuvi blamed his predecessor’s administration for diverting funds meant to unclog the city’s drains.

Metrological Director Peter Ambenje said the heavy rains will continue for the next five days.

Residents in Santa Barbara County were ordered to evacuate — for the third time this month — ahead of a powerful storm that's expected to drench Southern California starting Tuesday night.

Authorities said the storm is expected to drop 5 to 10 inches of rain in the foothills and mountains, "significantly" more total rainfall than on Jan. 9, when mudslides swept through Montecito, killing 21 people and destroying homes. That day, the storm brought 3 to 6 inches of rain to the region.

Forecasters expect a half-inch to three-quarters of an inch of rain an hour, which is enough to trigger debris flows and flash floods.

A short but very intense storm wreaked havoc in the city of Belo Horizonte and other areas of the state of Minas Gerais, Brazil on March 16, 2018.

According to Civil Defense, 74.6 mm (2.93 inches) of rain fell in just 20 minutes, which is around half the historical average for the month. Other areas of the city recorded over 50 mm (1.96 inches) of rain.

At least one person has died and another is missing after a storm in Andalusia, southern Spain on 17 March, 2018.

The storm brought strong winds with gusts of over 100 km/h, snow in higher areas, as well as heavy rain.

Castell de Ferro in Granada recorded 70 mm of rain in 6 hours late on 17 March. During the same period Doña Mencía in Córdoba recorded 41.9 mm, Salobreña in Granada 44.2 mm and Jimena de la Frontera in Cádiz 48 mm.

Emergency services for the region, 112 Andalucia , said it recorded over 800 storm-related incidents, mostly flooding or landslides. The incidents occurred in the provinces of Cadiz (225), Sevilla (119) , Cordoba (106) Jaen (112) and Granada (121), Malaga (50), Almeria (36) and Huelva (20).

The body of a motorcyclist was found late on 18 March after the man was swept off a flooded road and into a swollen stream near Martos in Jaen.

Meanwhile emergency services are continuing their search for a Guardia Civil officer who was dragged into floodwater while rescuing 3 people trapped in a vehicle. The incident occurred in Guillena, Sevilla, late on Saturday 17 March.

At least 2 people have been injured as a result of strong winds in the region.

Evacuations and Rescues

According to 112 Andalucia, two mountaineers were rescued by helicopter after they went missing in the Sierra de Grazalema Natural Park.

In Jimena De La Frontera (Cadiz) four people have been rescued from their homes after flooding from a nearby river.

Around 35 people were evacuated from homes in Huertas de Alcantarilla, Cordoba after a stream threatened to overflow.

In Granada a family was evacuated after the partial collapse of a house in Colomera. Three houses in Loja were also evacuated after a drainage channel flooded.

Evacuations were also carried out in parts of Sevilla province and in areas of the city of Jaen.

According to the Ministry of Emergency Situations, a total of 15 vehicles were covered by snow as a snowslide hit the parking lot.

The incident took place early on Saturday in the Elbrus district of Kabardino-Balkaria when a spontaneous release of the snow occurred. No infrastructure objects were damaged and, according to preliminary information, no people were hurt in the incident. There were no reports of people having gone missing as well.

According to the fijivillage news outlet, police found four bodies, while the searches for a missing 19-year-old man who was washed away in Sabeto Nadi are underway.

One person was found in the district of Ba, a 55-year-old man was found in Lautoka and two more people were found in Uciwai in Nadi.

The flood warning is in force for many areas in Fiji's Western Division. The cyclone is expected to pass near Kadavu later in the day.

Big storm raising flooding fears across Northern California

Flash floods, rising rivers and mudslides are possible across Northern California as a storm that’s more January than April barrels in from the Pacific, the National Weather Service warns.

“This is not the time of year when we see these big precipitation events,” said Daniel Swain, a climate scientist at UCLA. “This storm will be comparable to some of the big storms we’ve seen over the past couple of years.”

Wednesday, forecasters issued a hazardous weather alert from Big Sur to the Oregon border in anticipation of as much as seven inches of rain in the coastal mountains and Sierra foothills through the weekend, courtesy of an atmospheric river drawing its moisture from the remnants of a typhoon that hit the Philippines more than a week ago.

Low-lying parts of the Bay Area, including San Francisco and Oakland, are expected to receive one to three inches of rain. The upper end of that range is double what the cities typically get during the entire month of April.

The system is forecast to arrive in the North Bay late Thursday and spread across the region by early Friday. The worst of the storm is due Friday night.

While this year has been much drier than average for most of California, even renewing concerns about drought:nuts: in many parts of the state, the past month has brought a series of storms that has provided at least a small boost to water supplies. The incoming front is expected to be the largest of the bunch.

And it’s going to be warm, with a snow level above 8,000 feet — which is not ideal for late-season skiers, water officials and anyone living along a Sierra river.

“This is going to kick off a lot of snowmelt,” said Dave Rizzardo, chief of the snow surveys for the state Department of Water Resources. “You got a lot of water that’s going to come down in a short amount of time in the higher-elevation streams. We’re going to be monitoring that real tightly.”

The Merced River in Yosemite National Park, Truckee River near Lake Tahoe and Cosumnes River in El Dorado County are predicted to surge above their banks and cause local flooding Friday and Saturday.

The state’s big reservoirs, which collect the mountain runoff, are expected to absorb the influx of water without having to make larger-than-average releases.

Many, though, will be watching the situation at Lake Oroville, the nation’s tallest dam. Its spillway, which partially collapsed last year and led to concerns about water flowing uncontrollably from the reservoir, may be put into use for the first time since it was rebuilt.

State officials who operate the dam were hoping to keep lake levels low enough to avoid using the spillway until next year. That’s because final construction of the half-mile chute isn’t scheduled to be completed until summer, though dam operators say it’s ready to carry water should the incoming storm fill the lake.

Inspectors will be on site around the clock to monitor the spillway’s performance should the floodgates open.

In the Bay Area, major waterways such as the Russian River and Napa River are expected to swell but not overrun their banks, according to the California Nevada River Forecast Center. But flooding could take place on smaller streams along the coast, and runoff could prompt erosion of hillsides, forecasters say.

“We’re not going to have rapid rain coming through really quick, but a prolonged event,” said Steve Anderson, forecaster for the National Weather Service in Monterey. “With that comes the threat of mudslides, and rocks and debris on the roads.”

Authorities in the Bay Area will be watching areas burned in the Wine Country fires, where the slopes are less stable and more vulnerable to sliding. Public works crews have been grading hillsides, putting out straw bales and reseeding wooded areas for months in an effort to prevent erosion.

While landslides in Sonoma and Napa counties are possible, Anderson said the threat remains minimal.

“It’s been pretty dry this winter, so there’s plenty of room in the soil for the water to soak in,” he said.

The calamity hit the town of Valdivia after the Cauca river has overflown its banks and destroyed a number of houses and the infrastructure, the Portafolio media outlet reported late on Sunday.

According to local media reports, at least 600 people were evacuated in the Colombian northwestern Antioquia Department due to the river flooding that was partly sparked by the construction of a largest hydroelectric project.

“The waters of Cauca river flooded the homes of some residents, but there are no victims or people injured, only a property damage,” Victoria Ramirez, Antioquia’s state secretary said, as quoted by the outlet.

The rapid rise in the river’s waters was caused by the rain season, but also by the mudslide that has blocked the water evacuation tunnel. The mudslide occurred due to the construction of a nearby Ituango hydroelectric plant, according to the outlet.

Winds of over 100 kilometers (60 miles) per hour struck parts of north, east and southern India late Sunday, uprooting trees, electricity pylons and damaging houses, officials from federal and state disaster management agencies said.

The fatalities came just 10 days after a sandstorm left more than 134 dead — most of them in Agra, the city of the Taj Mahal.

Hail, wind and thunderstorms brought down walls, trees and power pylons in Uttar Pradesh state, killing 48 people, T. P. Gupta of the state disaster management department told AFP.

Eight people also drowned in the state’s Barabanki district after their boat capsized in a river due to strong winds.

Gupta said 80 people were injured by the gusts that flattened nearly 40 houses across India’s most populous state.

The country has been gripped by a freak weather system since the beginning of May, with many parts of the country experiencing extreme conditions.

Similar storms hit the region every year but this year has been the deadliest in decades.

In the eastern state of West Bengal 14 people were killed Sunday after lightning struck a house in the state capital Kolkata, including four children as thunderstorms separately ravaged several localities.

Lightning bolts killed twelve people in the southern state of Andhra Pradesh, while two people died in both Bihar state and the Indian capital New Delhi.

Indira Gandhi International Airport was closed for more than two hours because of the winds, with 70 flights diverted.

Andhra Pradesh had also been hit by more than 40,000 lightning bolts on May 1, killing 14 people in a matter of hours.

A landslide has occurred next to a dam on Lake Tahoma in North Carolina in the US, authorities have announced a mandatory evacuation of people, according to the NBC network.

"The landslide affected the dam on Lake Tahoma. A compulsory evacuation is taking place," the National Weather Service said on Twitter.

According to the TV channel, the evacuation affected several thousand people. It is reported that the landslide was provoked by heavy downpours.

Strong downpours came to the eastern coast of the US along with the subtropical storm "Alberto."

On Monday, subtropical storm "Alberto" hit the coast of Florida. As a result of bad weather, two people were killed. Later, the US National Center for Hurricane Tracking reported that the storm had eased.

An amber weather warning - meaning a potential 'danger to life' - was in place overnight for the south-west of England and south Wales and forecasters have warned of difficult driving conditions and flooding this morning

Travellers face disruption during this morning's rush hour after torrential rain and thunderstorms lashed parts of the country - with forecasters warning that more severe weather is on the way.

A yellow warning for rain is in force for Scotland, Northern Ireland and the west of England between 9am and 10pm.

In those areas, violent thunderstorms threaten to drop large hailstones and more than 3ins of rain in just three hours in some places.

An amber weather warning - meaning a potential risk to life - for the south-west of England and south Wales ended at 6am, but forecasters have warned of difficult driving conditions and flooding.

Met Office meteorologist John West said a "lively" day was in store on Friday - the first day of meteorological summer - despite a bright start for some.

He said: "It will be a warm and humid day, with some decent spells of sunshine. But with the temperatures rising and an awful lot of moisture in the air, we'll see more heavy showers and thunderstorms returning by early afternoon.

"This will affect Northern Ireland, Scotland and western parts of England and Wales.

"With some torrential downpours, it is likely that we will see some localised flooding."



Forecasters predict up to 1.8ins of rain could fall in the space of an hour in some parts, rising to 3.6ins over three hours.

It comes after storms and heavy downpours caused problems in some parts on Thursday afternoon and overnight, with disruption expected to continue into the morning.

Train passengers in the Midlands could find their journeys affected after lightning strikes damaged equipment between Birmingham New Street and Wolverhampton.

South-west parts of England were worst-affected overnight, with Gloucestershire County Council reporting multiple calls to the fire service over flash flooding.

On Thursday evening, Didcot Parkway railway station in Oxfordshire flooded, leaving passengers to wade through deep waters or be helped by firefighters.

Travellers posted to social media to report raw sewage flowing from drains, while one commuter said she had been given a piggy back through a flooded underpass.

Flights were also cancelled due to the severe weather conditions, with 48 easyJet services affected at Gatwick Airport. Ryanair cancelled a "small number" of flights, while others were delayed.



The Environment Agency has urged people to check their flood risk and warned people not to drive through flood water.

Kate Marks, Environment Agency flood duty manager, said teams would work "24/7" to operate flood defences, clear blockages in rivers and streams and support partners at any incidents of surface water flooding.

"With heavy rain forecast during rush hour, drivers should stay up to date with the latest weather forecast and travel information before making their journey," she said.

"We remind people not to drive through flood water as just 30cm can move your car."

Around midday, D-AIRE came in from Frankfurt, ( to Edinburgh), the approach was perfectly normal and stable until the aircraft was just 5 feet off the ground, the pilots of the A321 struggled to get down on to the runway until they were well past the TDZ, at this point the main gears touched down and the pilot in command immediately applied TOGA and climbed away. I was left standing there, speechless.
