Tobacco is a member of the Solanaceae family, as are potato, tomato, capsicum, eggplant, and nightshade.
The question for the C's is: "Is it possible to safely smoke the leaves of any of these plants?" as tobacco is expensive, and these plants are common.
As a corollary, "Is there any value in smoking those leaves?"

I am an ex-smoker (of tobacco), but may take it up again. I am a bit put off by all the additives they put into cigarettes to keep them burning. I used to roll my own.
 
At any rate tomato and potato plant leaves do contain a little nicotine. (This may go for other nightshades as well.) However, not much. In short, not really worth bothering with.

A much better idea is to find plain, additive-free tobacco (or even to grow your own). Roll your own, and/or smoke a pipe.

In some countries, tobacco that is not considered a "finished product" (e.g. you have to grind it yourself) is exempt from the tobacco tax, and thus can be found in bulk very cheap. No idea whether that's the case where you live.
 
No it's not safe. Many of the other ones besides tobacco have other poisonous alkaloids in them besides nicotine. You may have heard of Deadly Purple Nightshades, for example.
