A few months back I was hearing sounds exactly like in this New Jersey video regularly. I'd always wondered what the sound could be, but always put "high strangeness" ideas out of my mind. I thought someone in the neighborhood may have an acetalyne torch or that it was related to a nearby construction site (although it did seem to happen at really odd hours). I haven't heard the sound in a few months now.

It looks like the same sound!
The poster of the video indicates that the waves are converted into audio by computers so we can hear them.
So, how is it that people can hear them in Kiev?

In late February 2011 an unidentified sound was detected in the South Pacific Ocean around the coordinates 52° S, 94° W:

The origin of the sound is fairly close to the approximate coordinates of the famous "bloop" sound which was traced to around 50° S 100° W. While the sound differs considerably from other oceanic sounds detected by NOAA (e.g., Train, Julia, the slow down, etc.), its range is comparable to that of the bloop, with separate sensors detecting the sound at a slightly over 4000km.

Notice that this one is "inspired" by the Kiev's video and the sounds are indeed from War of the worlds.

Believe this one has been observed on Sott prior but came up again by way of a radio interview from Windsor, Ontario today. This is geological sounding but possibly caused by reactive reverberation from cosmic events.

Really cool and creepy sounding. I would not be surprised to learn this really is some sort of unexplained phenomena, but here are the reasons I'm skeptical of the Kiev sound (http://www.youtube.com/watch?v=vcUDYBIrWio&feature=related):

-The sound groups fade in and fade out (pretty quickly but sound like mechanical fades to me).

-They have a reverb-type effect to them which is fairly transparent but increases and decreases with the level of the sound. Sounds more like processing than natural environment to me. You can hear it best when the sound is loudest and on the low notes.

-There are many complex pitches and timbres in each group of sounds with certain ones which repeat almost exactly.

To me these all sound like artifacts of processed, pre-recorded sound rather than natural sound outside in an ambient atmosphere.

The other thing is the people and the dog in the video. They give no clue anything strange is happening. That sound, at that volume would be enough for people to become completely preoccupied with checking into what was going on. If I was out walking my baby I'd be running for cover! And my dogs would at least be more excited than usual, and probably acting obviously nervous.

Well, you might be right, it could be faked, but I'm not sure what the reason would be. And considering people's tapioca brains these days, I'm not surprised that they pay no attention. They all just probably think its some big machine around the block. As for the dogs, well... dunno.

well these points strike me also as something unusual if there was really something strange in the air in Kiev .
I was wondering especially about the last point you make too.
the woman with the baby and the dog really seem to hear nothing unusual

It might be due to the short time interval that most people/animals need to get used to and accept the presence of something that isn't normally observed. The same kind of mechanism that makes people pass by people lying on the street instead of offering help, because they have seen this before. I.e. maybe the dog reacted to the sound in the minute before the video was shot.

Reviewed sessions for Jupiter and found the three planets below sharing one element. Ammonia may be natural for the two oldest planets (Jupiter was said higher density), also could determine the nature of their sound or music. Check out how similar the two sounds under the links below. As if ammonia would be a sign of the presence of higher than second (and third) density matter. The music of these planets feels like as background music chords from some remote concert, filtering down from higher density musical harmonies and reverbs. Owen frequently relates to music in his writings, info, it appears he received from 5thD(?). The sound of our oldest two planets agitates me in a strange way. Almost as if i'm getting homesick.

You can hear a noisy flange here, similar i reported. Was the basic behavior of the strong buzz, but consisting of instruments heard of multiple overpowered church organs accompanied by modern synthesizer sounds.

1. Fading doesn't mean it's unnatural. I'm listening to tree leaves rustle on the wind outside my window. Fading in video is very smooth (may be difficult to fake).
2. "Reverb-type effect" sounds perfectly natural here for me, although it may sometimes be difficult to distinguish between natural and artificial reverbs. It sounds like source is far away in an open space, not echoing on any surface, so it changes smoothly with source's volume. The fact of more "reverb-like effect" on low notes is due to dumping high frequencies in the air, and the further the source the more dumping occures. I'd say it's kilometers away.
3. Many complex pitches and timbres and they DON'T repeat, listen carefully. You said almost-it makes the very difference.

For me it sounds all natural, it would require well equipped studio or expensive equipment to fake this.

I think to assume that everybody would behave irrationally in the presence of strange sound coming from sky is too much. And Russians tend to take everything easy i'd say, i would expect them to behave like nothing happens, because actually nothing more than some interesting noise isn't happening. And if they actually hear it coming from the sky, than they know it's natural, so why run if the sky doesn't fall?

I agree. Especially in the city. If you heard things like that out in the country, it might shake you up, but in the city... probably not.

Someone translated on youtube about what was said because I posted it to FB, but looking now for that comment I couldn't find it, maybe they removed it. Only words I understood was in the beginning when this women asks what is it, and I think the kid answered in one instance that it's scary and that it's dragon. Here's the translation, think it's genuine:

The little girl says, "I know the sounds! They are coming from the sky and they are friendly. I am going to look at them through a telescope."

The mom says, "You can't see the sounds through a telescope."

The girl says, "Yes I can."

It reminded me of War of the Worlds when I first heard it as someone has already mentioned.
