"Initially, an awards program is under way to implement this ideal."
What that seems to mean is basically, they are going around giving their medals and doing nothing else. The giving of medals seems intended to purposely affiliate everyone who receives a medal to their academy. And they seem to be spreading a pretty wide net, targeting some really open minded scientists along with some stuffed shirt variety.
Then they say:
" Eventually, it is hoped that there will be some funding of special projects which could assist in the development of new concepts that can attract, or increase, support from mainstream scientists and funding agencies."
In short, it appears that they want to get as many names on their roster as they can so they can "sell" themselves as a bona fide "academy." For what reason, one wonders?
"Through such support, the Academy aims to provide a bridge between newly developing concepts and existing paradigms, creating synergy between them that can be beneficial for growth in concert with existing theories, or in totally new directions."
Very mysterious, eh? Just what are they up to?

Actually, I think Wal Thornhill is a good guy and he ought to separate himself from David Talbott who is over the edge, IMO. And we like plasma cosmology and so do some very good mainstream scientists.
That's what makes this such a puzzle. What exactly are they setting up here? And why are they seemingly obsessed with getting legit scientists onboard AND netting some of the very talented dissident scientists? Is this a vacuum cleaner operation???
My guess is that it's a shell organization, a CIA front, set as a tar-baby for anybody who is going in any interesting direction.
Oh, indeed, Randi and his gang would undoubtedly jump on us if we were important enough, but we aren't.

Draw your own conclusions. My conclusion is that the Santilli-ites and the plasma cosmologists have built a "walled garden". They found institutes to give one another awards, they take over journals and give one another special issues, and every so often their fake-prestige is enough to get a government grant or two.
