Orlando shooter Omar Mateen not first G4S employee to go on deadly rampage

Orlando nightclub shooter Omar Mateen is not the first employee of British security giant G4S to go on a rampage. Sunday morning’s attack in Florida has raised questions over the quality of vetting procedures among the firm’s recruits.

The Orlando killer is believed to be 29-year-old Omar Mateen, an Afghan-American G4S security guard. The killing spree, carried out with apparently legally acquired automatic rifles, claimed the lives of 49 partygoers and injured 53 according to the latest figures. The gunman was also killed.

Mateen is reported to have been shot dead after police stormed the club in a bid to rescue 30 hostages being held there. Islamic State (IS, formerly ISIS/ISIL) has since claimed responsibility for the attacks, though Mateen’s connection with the terror group is not yet clear.

Mateen’s ex-wife Sitora YuSufi has since told the press that during their four-month marriage he repeatedly abused her, was emotionally unstable and displayed signs of bipolar disorder. She also said he expressed anger towards gay people.

Despite that, and the fact he had reportedly been investigated by the FBI in 2013 and 2014 over comments he had made to work colleagues extolling extremist ideology, Mateen had worked for G4S since 2007.

The British firm is one of the world’s biggest military and security providers. It employs more than half a million people – many of them ex-military – in 110 countries including conflict zones like Iraq and Afghanistan. It has been rocked by repeated controversy.

The firm’s shares plunged to a seven year low in the wake of its admission that Mateen was an employee, losing £200 million.

Orlando may be the worst atrocity attributed to a G4S employee, but it is not the first.

In 2009 former paratrooper Danny Fitzsimons – an employee of Armour Group, a division of G4S – was convicted of killing two colleagues and sentenced to life in prison.

According to human rights NGO Reprieve, Fitzsimons was employed by the mercenary firm despite having been diagnosed with post traumatic stress disorder (PTSD) in May 2008 – the same month G4S took over Armour Group.

He is thought to have developed the condition after exposure to a number of brutal events as a combatant in Kosovo, Afghanistan and Iraq.

Some 36 hours after arriving in Baghdad as a mercenary in 2009, Fitzsimmons killed fellow security operators Paul McGuigan and Darren Hoare following what was reported to have been a drunken brawl.

It emerged in 2012 following a BBC investigation that emails had been sent to Armour Group by G4S warning them not to employ Fitzsimons.

A whistleblower warned of previous convictions – including a firearms offense and assault – and mental instability. Fitzsimmon had previously been discharged from the army for drug-related offenses.

In 2015 a former senior figure in G4S who resigned over the firm’s 2012 Olympic security failures said there had been major failings in the firm’s vetting processes.

Former G4S CEO David Taylor Smith told the inquest into the killings that staff did not believe the Fitzsimons case was isolated.

Taylor Smith claimed an internal audit of recruitment files revealed 304 out of 527 had failed to meet basic standards while 44 percent had not had their criminal records checked.

RT asked G4S about current vetting process used by the firm in reference to both the Mateen and Fitzsimons cases.

A spokesman said given the radically different operating environments in Iraq and the mainland US it is important not to conflate the two cases.

However, he said all staff undergo thorough tests including criminal records, right to work, identity and the Minnesota multiphasic personality inventory test – a well-regarded psychometric assessment process.

The spokesman also restated the G4S position that Mateen was “re-screened” in 2013, the first year in which he was reportedly questioned by the FBI.

When RT asked about Mateen’s interrogation by America’s internal security force, the spokesman said “you will have to talk to the FBI about that.”
Human rights lawyer Clive Stafford-Smith has for many years campaigned on the issue of US detention facility Guantanamo Bay where, incidentally, G4S has also provided services.

He told RT: “[I am] sad to say, my experience with G4S does not inspire confidence that they carry out a sufficient check of the mental history of those seeking to carry weapons in their employment.”

History
Origins
G4S has its origins in a guarding business founded in Copenhagen in 1901 by Marius Hogrefe, originally known as København Frederiksberg Nattevagt (English: Copenhagen and Frederiksberg Night Watch) and subsequently renamed Falck (English: Falcon).[5] In 2000 Group 4, a security firm formed in the 1960s, merged with Falck to form Group 4 Falck[5] and by 2000 the company was described as "the world's largest private security systems company".[6] In 2002 Group 4 Falck went on to buy The Wackenhut Corporation in the USA.[7]

Activities
The former G4S offices in Västberga, Stockholm

G4S's core services include 'Manned security services' – where it provides trained and screened security officers.[53] The company also provides ''Security systems' such as access control, CCTV, intruder alarms, fire detection, video analytics and security and building systems integration technology.[54] 'Monitoring and response services' is another core service, where G4S provides key holding, mobile security patrol and response services and alarm receiving and monitoring facilities.[55] G4S also provides 'Secure facilities services' which includes integrated facilities services for entire sites or estates for commercial customers and governments.[56] The business provides 'Risk management and consultancy services' which also includes mine detection and clearance services.[57] G4S also provides electronic tagging and monitoring of offenders at home or in the community. [58] The company provides back office support functions for police forces, support for front line policing including the provision of custody suite services and forensic medical services.[59] It also manages juvenile and adult custody centres. This includes the management of all aspects of a facility and those held within the facility – similar centres are also used for the detention of asylum applicants. Prisoner escorting is another core service. G4S transports prisoners and asylum applicants between courts, police stations and custody centres.[60]

In the early 2000s, the company (then still known as Group 4 Falck) bid unsuccessfully for the right to operate several railway franchises in the United Kingdom.[61][62]

In 2013 G4S Forensic and Medical Services were awarded a three-year contract to run services providing medical examinations and counselling for victims of rape and sexual assault in the West Midlands. It has been working in this area since 2005.[63] The firm provides patient transport services for NHS Trusts including Barking, Havering and Redbridge University Hospitals NHS Trust; Surrey and Sussex Healthcare NHS Trust; St George's Healthcare NHS Trust (£2.7 million a year), and Epsom and St Helier University Hospitals NHS Trust (£3.5 million a year).[64]

Wackenhut subsidiary
It was founded as The Wackenhut Corporation in 1954, in Coral Gables, Florida, by George Wackenhut and three partners (all are former FBI agents). In 2002 the company was acquired for $570 million by Danish corporation Group 4 Falck (itself then merged to form British company G4S in 2004).[1] In 2010, G4S Wackenhut changed its name to G4S Secure Solutions (USA) to reflect the new business model.[2][3] The G4S Americas Region headquarters is in Jupiter, Florida.[4][5]

On March 2006, whistle-blowers employed at Wackenhut released information to the press revealing that the company cheated on an anti-terrorism drill at a US nuclear site. It also performed poorly on another drill at a separate location. The allegations claimed that Wackenhut systematically violated weapons inventory and handling policies and that managers showed new hires spots at the facilities where they could take naps and cut corners during patrols.[15]

According to the police chief, the gunman tried to negotiate with police, saying he was wearing a vest.

During hostage negotiations, Omar Mateen "wasn’t asking for a whole lot. We were doing most of the asking," Chief John Mina said.

The Orlando police chief said police forced gunman to stop shooting and retreat to a bathroom with hostages after initial shootout.

Trump was referring to Omar Mateen, who killed at least 49 people in a popular gay nightclub in the US city of Orlando.

“Many, many people are out there with worse intentions than what this guy had,” Trump told Fox News. “And people in his community and their community and they know who the people are. In some cases they’re married to them.”

“Almost in every case they know they are. They brag about it, they talk about it,” Trump said. “People knew that this guy was going to create a bad act.”

Trump also repeated earlier proposals to ban refugees from Syria, instead proposing the creation of safe zones inside Syria where refugees can flee violence.

In addition, Trump repeated calls for the US officials to monitor activities in mosques throughout the United States.

Clinton added that the United States must defeat "radical jihadist terrorism or radical Islamism, whatever you call it."

"We cannot demonize, demagogue and declare war on an entire religion. That is just dangerous and it plays into the hands of ISIS [Daesh] and other jihadist terrorists," Clinton stated in an interview with MSNBC.

"This phenomenon of near constant mass shootings happens only in America — nowhere else," said Christopher Murphy, a long-time vocal gun control advocate, who officially represents families in Newtown, where mass shooting took place in December 2012.

According to the Danish Prime Minister, the mass shooting in Orlando is nothing, but an act of "hatred".

The mass shooting in the United States city of Orlando that left 50 dead and at least 53 injured is an act of "hatred", Prime Minister of Denmark Lars Lokke Rasmussen said in a statement.

"Far too many innocent people lost their lives in Orlando because open-mindedness and tolerance were met with hatred," he said in a Sunday statement, calling the massacre "a vicious attack on the right to be who you are".

The head of Danish government also expressed his condolences to victims' families.

While the world awoke to the horror of the mass shooting at a gay club in Florida, families and friends were still waiting desperately for news on social media and their cellphones about any relatives caught up in the mass shooing - social media giant Facebook activated its "Safety Check" feature for the first time ever in the US.

Facebook 'Safety Check' Activated for First Time in US After Orlando Attack
http://sputniknews.com/us/20160613/1041243010/facebook-safety-check-orlando.html

The Facebook Safety Check was first used in 2014, so that people exposed to natural disasters could show their Facebook friends that they were safe. It was recently used following the earthquake in Myanmar on 13 April 2016.

However, following the terrorist attack in Paris in November 2015, when Daesh militants attacked a nightclub and cafes in Paris, killing 129 people, the Safety Check was activated so survivors could tell their friends and families if they were safe.

The Safety Check was also used following another terrorist attack in Brussels in March 2016, when 32 people were killed by suicide bombers.

US President Barack Obama has declared the attack "an act of terror and an act of hate."

Riveting account from an eyewitness to the Orlando slaughter tells ABC's 20/20 that the shooter Omar Mateen made two phone calls during the attack: one to 'police or a reporter' and a second call to someone he knew. Mateen also reportedly asked victims their race and said America needs to 'stop bombing ISIS in Syria.

'He told a friend on the phone he was the fourth shooter, and there were three snipers stationed outside to attack police, and he mentioned a woman's name who he said was playing dead on the floor with a bombing vest.

Maybe I'm wrong, but this incident reminded me of this session:

Session 4 July 2015

A: Notice that the released energy bounced around your hemisphere.

Q: (L) What does that mean?

(Pierre) It bounced around the Earth, around the Northern Hemisphere?

A: Violence.

Q: (L) I don't think they meant the Northern Hemisphere. I think they meant our side of the ocean.

(Andromeda) So energy we released bounced around and created violence?

(Niall) Terror attacks.

(L) That's right. There were three events on the same day?

(Perceval) No, hang on...

(Andromeda) Tunisia, France, and...

(Perceval) We did the thing on Tuesday, and it was three days later on Friday when those attacks happened. Because of that cleansing, that that in some way contributed to that violence?

(L) Well, they said it released energy. What do you mean by "released energy"?

A: Energy was aimed at you but was released and became free floating to be utilized where it found resonance.

...

(L) You say this energy was released and there was violence that resulted from it. Is that like... Is that our fault because we went there to do that?

A: No no no!!! Everything that resulted was due to 4D STS rage at losing their target.

Q: (Galatea) They threw a tantrum.

(Pierre) A nasty one.

(Chu) Laura was their target, and the energy that was beamed at her bounced. And then 4D STS were like, "Dammit!"

(L) And their carefully constructed little mechanism where they got Vinnie to get himself frozen in some kind of astral state to act as a channel towards me got disconnected, and we pulled the plug, so to say!

(Perceval) Was the salting instrumental in that?

A: That is materially efficacious, but the most important aspects were the full awareness and concentration, plus most important, channeling cosmic forces of positive protection.

Kind of odd too, that in the other shooting of the day (Christina Grimmie), that the shooter journeyed all the way from St Petersburg, close(ish) to Laura's home town, to kill 'The Voice'. Perhaps it's a little bit too far fetched for a connection and the other shooting seems to be taking most of the attention.

We have much to say about the shootings today and plan on writing a more comprehensive article which you will find exclusively on this website. But in the meantime, we wanted to quickly get out this info to our fellow patriots.

Laura's hometown is Tampa, not Orlando. But it is pretty weird that these shootings happened around the same time, not to mention several other incidents of people "going off" over the last few days. Sounds like there was something "in the air" acting on people.

Officials: Police couple killed outside Paris, child rescued

PARIS (AP) — A knife-wielding attacker stabbed a senior police officer to death Monday evening outside his home in a distant suburb of Paris, officials said. The attacker and a female companion of the police commander were later found dead after police commandos stormed the home and rescued the couple's three-year-old son.

French officials said anti-terrorism prosecutors were investigating the attack. The Islamic State's Amaq news agency cited an unnamed "source" as saying an IS fighter carried out the attack, but the extremist jihadist group has not officially claimed responsibility.

The off-duty police commander was attacked outside his home in Magnanville, about 35 miles (55 kilometers) west of Paris, interior minister spokesman Pierre-Henry Brandet told reporters at the scene. The attacker then retreated indoors and elite police commandos laid siege to the residence, eventually storming it after a roughly three-hour standoff. Brandet said the woman, the commander's companion and a fellow police worker, was found dead, as was the attacker. The police couple's son was unharmed.

Although officials said the attacker was killed by police when they stormed the residence, it was unclear how the woman was killed.

"The toll is a heavy one," Brandet told reporters, his voice heavy with emotion. "This commander, this police officer was killed by the individual ... (and) we discovered the body of a woman. The assailant, the criminal was killed. Thankfully, a little boy was saved. He was in the house. He's safe and sound. He was saved by police officers."

The Paris prosecutor's office said early Tuesday that anti-terrorism investigators had been brought in to the case given the target, the method behind the attack, and what the attacker said to police during the ensuing standoff.

The office did not elaborate, but French media, some of them citing unnamed neighbors, reported that the attacker was heard shouting "Allahu Akbar" — Arabic for "God is Great" — during the attack.

French prosecutor Vincent Lesclous — who said he knew the slain police commander — told reporters that the boy was found "shocked but unharmed." He said the assailant's identity was unknown.

If the crime was in fact organized or inspired by IS, it would fit in with a long-established pattern of jihadist violence. France, like other countries in Europe, has seen a series of stabbings aimed at police officers or soldiers and carried out by Muslim radicals. IS has encouraged its supporters to stage such attacks.

Tensions have been particularly high since Islamic State extremists claimed responsibility for the Nov. 13 Paris attacks that killed 130 people.

In Paris, the Eiffel Tower was lit up Monday night in the colors of a rainbow to honor victims of Saturday's mass shooting at a gay nightclub in Orlando, Florida, that killed at least 49 people. The gunman declared his allegiance to IS in phone calls to police, but his motives remain unclear.

French President Francois Hollande
condemned what he described as an "odious act," saying that he would hold a meeting at his Elysee Palace office on Tuesday.

"Light will be shed on the circumstances of this abominable drama whose investigation, under the authority of justice, will determine the exact nature," Hollande said in a statement.

A French prosecutor says that the man accused of murdering two police workers at their home outside of Paris had a list of targets, including journalists and public figures.

Prosecutor Francois Molins says that searches of Larossi Abballa's home had tuned up a list of "rappers, journalists, police officers and public personalities."

Molins give no further detail on the list, or whether it had specific names.

Residents of Larossi Abballa's well-kept Paris suburban apartment building are rattled and confused after he targeted police in what the president is calling a new terrorist attack.

Armed, helmeted police raided the building in Mantes-la-Jolie early Tuesday, according to one neighbor, a 23-year-old garbage truck driver who did not want to be publicly identified because of the ongoing investigation.

The neighbor says Abballa had lived in the building, around the corner from a small mosque, with his parents and at least one sister for about three years.

Henriette Yenge, who works at an association on the same street, said she would say hello to Abballa when he went to the mosque. "He was a neighborhood kid. I was surprised it was him. It's sad to see things like that."

Police say Abballa stabbed a policeman Monday night then holed up in a house with the commander's partner and 3-year-old child. The woman and Abballa were found killed after a three-hour siege and police raid.

12:45 p.m.

The mayor of the suburban town where two people were killed in an apparent extremist attack says the woman who died had recently been organizing a soccer tournament in honor of an officer who had been killed 18 years ago.

Mayor Michel Lebouc told reporters that he had come to know the woman and her police commander husband well after they moved in some two or three years ago. He says that it seemed that Islamist fanatics were intent on hitting "everywhere."

"They hit the state. But they also hit where we least expect them," he said.

Authorities say that two people have been detained in the investigation into a knife attack in a Paris suburb in which two police officials died.

Two police officials said those detained were close to the suspected attacker, 25-year-old Larossi Abballa. The officials were not authorized to be publicly named speaking about an ongoing investigation.

No other information was immediately available about those detained.

Abballa is a Frenchman who had been convicted and imprisoned for recruiting fighters for jihad in Pakistan, according to police accounts.

Interior Minister Bernard Cazeneuve said Tuesday that the investigation was advancing as quickly as possible "to put eventual accomplices out of action."

French police officers are expressing fear after two police officials died in an attack by a knife-wielding Frenchman with a past terrorism conviction.

"Today every police officer is a target," Yves Lefebvre of police union Unite SGP Police-FO told The Associated Press in the area of the attack. He says attackers are "professionalizing" and can now find police in their homes.

Interior Minister Bernard Cazeneuve said Tuesday that police officers would be allowed to take home their service weapons after the Monday night attack in a Paris suburb.

French police have been targeted in multiple attacks in recent years.

11:25 a.m.

Two French officials say a man with a past terrorist conviction shot video during a lethal knife attack on two police officials.

One of the officials said the assailant posted the video on Facebook Live, the social media site's live feed. His account has been suspended.

Both officials spoke on condition of anonymity to discuss the ongoing investigation.

One official says that at one point during the attack, the assailant puzzled over what to do with the couple's 3-year-old child, who survived.

The Islamic State's Amaq news agency cited an unnamed source as saying an IS fighter carried out the attack, but the extremist jihadist group has not officially claimed responsibility.

9:30 a.m.

French President Francois Hollande says that the stabbing attack that left two police officials dead was "incontestably a terrorist act."

Speaking at the Organization for Economic Co-operation and Development in Paris, Hollande said Tuesday that France was facing a terror threat "of a very large scale."

"France is not the only country concerned (by the terrorist threat), as we have seen, again, in the United States, in Orlando," he said.

9:15 a.m.

Two French officials have identified the man suspected of killing police in a deadly attack outside Paris as Larossi Abballa, a 25-year-old who had a past terrorism conviction for recruiting fighters for jihad in Pakistan.

The two officials said Abballa was from the western Paris suburb of Mantes-la-Jolie and was convicted in 2013 to three years in prison, including six months suspended for association with a terrorist enterprise. The officials were not authorized to be publicly named discussing ongoing investigations.

Abballa is suspected of stabbing a police officer outside his house in the suburb of Magnanville. Abballa was killed in a police raid on the house. The police officer's female partner, also a police official, was also found dead.

8:40 a.m.

French Interior Minister Bernard Cazeneuve has denounced what he called "an abject terrorist act" after an attacker killed two police officials outside Paris, and warned that France, Europe and the West remain under a high threat of the kind of extremist violence that hit an Orlando night club.

Speaking after an emergency meeting convened Tuesday morning by French President Francois Hollande, Cazeneuve said more than 100 people seen as potential threats have been arrested in France this year, including in recent weeks.

France has been on particularly high alert as it hosts Europe's top sporting event, the monthlong European Championship soccer tournament, and is still under a state of emergency after deadly Islamic State attacks in November.

The threat "is high in France, it's high in Europe, it's high in the Western world as shown by the events that happened 48 hours ago in the United States," Cazeneuve said.
