True, lot of countries wants to have one. But it involved LOT of technological advancement to enrich the uranium, fuses , specialized electronics and lot of risks related to leakages etc. Technology is such not every body has access with a wish, For Pakistan, it took literally 20 years despite being a mercenary for West who wants it for their Afghan and other ventures. The real issue is the impact of it on other countries. i.e. other countries won't sit idle. That is why they have NPT (nuclear proliferation treaty). Economies are highly globalized and inter linked, so all sorts of pressures can be applied. Beyond that if one wants to take risk and do it, they can. There is no easy path and it is a slow long process.
To give a example, In 80's and 90's when India wanted build their own indigenous missiles, US used to impose sanctions. At that point in time, India didn't have much trade dependency with West, But for the military grade chips needed for the missiles only West could supply. So people tend to get through different 3rd party routes with all the risks and uncertainties involved. That is only a small part of entire system.
Now a days with globalization, manufacturing went to Taiwan, China and India etc. But those are electronics part. What about specialized electronics that can withstand nuclear capabilities? That is completely different level. It is not easy, but if one wants it( like North Korea), they will have to take long term risk.
Why do countries take risks? There is a saying "Only Strength respects Strength". That is lesson many countries with large population learned after being at the receiving end of decades of geo politics. How many times Iranian narration includes 'respect'.
These are surface level stuff. What about hidden control system level items like same Zionists in power (psychos) running the show at different countries beyond the "ponds" for their geo politics.
It's like Policing. Traffic police doesn't catch every speeding driver. The only few who got caught they make example of him to deter others. So the cat and mouse game continues. IMO, It is a complex situation.
