Here we go again, this time a ute mowing people down on a bike path in Manhattan. There appear to be conflicting reports about gunfire, no doubt more light will be shed on yet another incident designed to keep us all terrified constantly.

A man in a rented ute has driven onto a busy bicycle path near the World Trade Centre memorial in New York City, killing eight people and injuring more than a dozen others in what the Mayor called "a particularly cowardly act of terror."

He was taken to a local hospital. Police said they were not releasing his identity at this time, pending further investigation. New York City Mayor Bill de Blasio confirmed the incident in lower Manhattan was a terrorist attack but was not being treated as part of a wider plot.

"It is a painful day in our city. Horrible tragedy on the west side," he told a media conference.

"Let me be clear, based on the information we have at this moment, this was an act of terror and a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them.

"We know of eight innocent people who have lost their lives and over a dozen more injured.

"We know that this action was intended to break our spirit, but we also know New Yorkers are strong, New Yorkers are resilient and our spirit will never be moved by an act of violence and an act meant to intimidate us."

United States President Donald Trump tweeted: "In NYC, looks like another attack by a very sick and deranged person. Law enforcement is following this closely. NOT IN THE U.S.A.!"

Police said the vehicle, a rented Home Depot truck, entered the bike path on West Street a few blocks from the World Trade Centre memorial and struck at least 15 people, leaving mangled bicycles behind.

At least two bodies could be seen lying on the path beneath tarps.

A man who was riding in an Uber along the West Side Highway near Chambers Street said he saw several bleeding people on the ground after the truck struck several people.

Police confirmed the truck collided with a school bus on Chambers Street, injuring two adults and two children.

I listened to first press conference after the attack (just 2 hours after the attack) by NYC authorities, while driving back from work. Police commissioner, NYC mayor and NY governor repeatedly mentioned of "Lone Wolf". Interesting part of the conference is they keep saying it is too early to say , but kept on repeating it as a "Lone Wolf". How do they know with in 2 hours?. Sounds crazy, but that sounds like a distraction from Las Vegas shooting where most of the population believe it is there are "multiple shooters".

At least eight people were killed and nearly a dozen more were injured when a truck driver deliberately mowed down people and targeted a school bus in lower Manhattan Tuesday in what authorities called a "cowardly act of terror."

A 29-year-old Uzbek national who may have been living in New Jersey, Sayfullo Saipov, drove a Home Depot rental pickup truck at least 10 blocks down the popular West Side Highway bike path from West Houston to Chambers streets, hitting nearly a dozen pedestrians and bicyclists before crashing into a school bus near Stuyvesant High School and elementary school P.S. 89, just a few blocks north of the World Trade Center, authorities said.

The crash into the school bus appeared to be deliberate; witnesses told police they saw the driver swerve the truck to target the bus, which was carrying children. They said the driver then screamed "Allahu Akbar" in the truck, then emerged carrying what turned out to be two fake guns -- a pellet gun and a paint gun -- and started running around before he was confronted by a nearby uniformed officer on patrol, who shot him in the abdomen.

One witness told News 4, "A guy got out with a biker jacket with a stripe, and started shooting up the place. All the kids were in the courtyard at P.S. 89 and started running."

Another woman standing at a bus stop nearby said she saw children and teachers from P.S. 89 screaming and running back into the school around dismissal time.

"A man said, 'Run, run for your life,'" said Margaret Yearwood.

The witness who saw the truck driver emerge from the pickup went to go help the school bus driver after the crash.

"I wasn't sure why he was so spaced out and then I went to the other side, it was all caved on. A poor girl was stuck right above the wheel well. There were two kids that were just stuck by the window. It was all blown out," he said.

Two adults and two children on the bus were injured, police said. Schools chancellor Carmen Fariña said one of the students is in critical condition.

Another witness described a gruesome scene along the bike path; amid the heaps of twisted metal and mangled bikes, he saw two victims laying unconscious on the ground: "One gentleman’s leg was hanging by skin. Another man had tire marks across his chest. His eyes were open."

Six of the victims were pronounced dead on the scene, according to FDNY Commissioner Dan Nigro. They were all male. Two other victims were pronounced dead at local hospitals.

Eleven more people were taken to hospitals with serious but non-life threatening injuries. Saipov was also taken to Bellevue Hospital after he was shot by police.

Sources initially said they were responding to a report of at least five people shot amid reports of people in the area hearing gunshots; in fact, all the victims in the case appeared to have been injured or killed from the truck crash. (Article continues.)

Yeah me too, seek10. The evening news was stressing that it was a "lone wolf". I wonder how much the story will change? It seems weird that he supposedly had a pellet and paintball gun.

First initial reports stated that Saipov had a New Jersey address, a second address has been added as Tampa, Florida. It further states, "Saipov is a legal resident as of 2010 and had registered two automotive-related businesses in Ohio between 2011 and 2013." Now, they claim - he left a note in the truck.

Police have identified the suspect in the deadly terror attack in lower Manhattan that left at least eight people dead as 29-year-old Sayfullo Habibullaevic Saipov of Tampa, Florida, multiple news outlets reported Tuesday. The suspect left a note in his truck claiming he carried out the attack in the name of the Islamic State, CNN and NBC reported.

Saipov, an Uzbek national, was reported to have legally resided in the US starting in 2010 and worked as a commercial truck driver, according to NBC News. Preliminary reports suggested Saipov does not have an extensive criminal record, but he was reportedly stopped by police on multiple occasions in the past for traffic tickets.

In addition to his address in Tampa, Saipov listed a New Jersey address, according to court records.

Multiple reports, citing state records, also indicate Saipov had registered two automotive-related businesses in Ohio between 2011 and 2013, one of them being a trucking company that has one truck and one driver.

Police and government officials have not yet publicly identified the suspect. But local and federal officials said at a press conference Tuesday afternoon that the suspect deliberately mowed down cyclists and pedestrians in a rented Home Depot pickup truck, killing eight and injuring 12. Police said the suspect drove 10 blocks in the wrong direction before striking a school bus.

CNN reported, according to a person familiar with the ongoing investigation, Saipov rented the truck in New Jersey on Tuesday.

He then exited the vehicle, brandished a paintball gun and pellet gun, and was subsequently shot in the abdomen by a police officer, according to New York Police Department commissioner James O'Neill.

"This is a tragedy of the greatest magnitude," O'Neill said.

"This was an act of terror, and a particularly cowardly act of terror," New York Mayor Bill de Blasio said at a press conference, "aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them."

Multiple news agencies reported that Saipov shouted "Allahu Akbar," which translates to "God is great" in Arabic, as he exited the rented truck.

"Yeah, he did make a statement when he exited the vehicle. And if you just look at the M-O of the attack – that’s consistent with what’s been going on. So, that, along with the statement that’s enabled us to label this a terrorist event," O'Neill said.

Following news of the incident, President Donald Trump called the suspect a "very sick and deranged person" and appeared to suggest attribution to the Islamic State.

"We must not allow ISIS to return, or enter, our country after defeating them in the Middle East and elsewhere," Trump tweeted. "Enough!

Saipov was out of surgery from an undisclosed hospital, sources said to CNN late Tuesday.


One World Trade Center in New York City was lit red, white and blue Tuesday night in honor of the eight victims who died during a terrorist attack that took place just blocks away in lower Manhattan earlier that day.

A statement from New York Governor Andrew Cuomo's office said, "Governor Cuomo also directed that the One World Trade Center to be lit in red, white and blue in honor of freedom and democracy."

The tower spire has previously been lit with the colors of the American flag and of other nations to honor victims of tragic events. Following the Barcelona attack in August that killed 13 and injured dozens of people, the tower was lit up with the colors of the Spanish flag.


The Uzbek national suspected of ramming a truck over pedestrians and bike riders in New York City Tuesday, killing eight, left a note in the truck used to commit the attack pledging allegiance to Daesh, according to multiple published reports citing senior law enforcement officials.

Sayfullo Saipov, 29, is believed to have injured at least 12 people during the attack. Moments before police shot Saipov, who is still alive and in federal custody, he reportedly screamed "Allahu Akbar!" In addition to the note, written in Arabic, officials reportedly found a Daesh flag, or picture of the flag, the New York Post reports.

In a press briefing after the attack, New York City Mayor Bill de Blasio called the attack a "cowardly" act of terrorism. City, state and law enforcement officials have said there is no indication as yet that Saipov was anything but a "lone wolf" attacker.

The attack was the deadliest act of terror in New York since the 2001 9/11 attacks, which killed some 3,000. US President Donald Trump took to Twitter to declare the perpetrator of today's atrocity "sick" and to say Daesh must not be allowed to enter the US.

NBC News reports that the Suspect in the New York City attack is Sayfullo Habibullaevic Saipov. He was born in February of 1988, and resided in Tampa Florida. He survived the attack which killed eight, when he plowed a rented truck into a Manhattan bicycle lane, not five blocks away from Ground Zero.

Sayfullo Habibullaevic Saipov is from Uzbekistan and has been in the US since 2010. He is 29 years old and a resident of Florida. He is believed to have self radicalized. He survived the attack, whose victims included injuries on a school bus. Saipov entered the US 7 years ago under the Diversity Visa Program. Meaning that he won the international lottery where the US hands out Green Cards abroad.

The format of his name includes the patronymic name Habibullaevic. Uzbek Islamic terrorists have carried out a war against the USSR and Russia for a good 20 years.

The suspect, Sayfullo Saipov, 29, now of Tampa, Florida, had stayed with them for two weeks in 2010 in the family’s townhouse at Brisben Place in Symmes Township.

“He was really calm,” said Dilnoza Abdusamatova, who was a teenager when Saipov stayed at her parents' townhouse. “He always used to work. He wouldn’t go to parties or anything. He only used to come home and rest and leave and go back to work.”

Saipov’s father in Uzbekistan asked Rustam Iskhakov to house Saipov while he tried to get his green card, said Abdusamatova, one of Iskhakov’s children. A U.S. official confirmed to The Associated Press details of the family's account of Saipov's immigration.

He didn’t stay for long, Abdusamatova said. He moved out of their home after two weeks and moved to Florida shortly thereafter at the invitation of a friend, she said.

Abdusamatova doesn’t remember what he did for a living while here, but public records show Saipov registered a business at the Symmes Township address in 2011.

The family was shocked to learn Saipov had a business registered to their address. Ohio Secretary of State records show Saipov registered "Sayf Motors Inc." in May 2011. A 2013 marriage certificate obtained by the USA TODAY Network lists Saipov's occupation as "truck driver."

A December 2012 traffic ticket issued in Missouri to Saipov also indicates he worked as a truck driver.

Also registered at the same address is Uzb Trans, which Iskhakov’s children said their father drove for. He's now a truck driver for another company. They say he never worked with Saipov and don’t know why he would register a business at their address.

Iskhakov and his wife have since moved to another townhouse in the same complex. Abdusamatova said her father was on the road Tuesday night and couldn’t comment.

Iskhakov’s son, Bekhzod Abdusamatov, said they haven’t spoken to Saipov since he moved out seven years ago.

Online records also show a previous address for Saipov in Stow, Ohio, outside of Akron.

The Associated Press reported Saipov has a Florida license but may have been living most recently in New Jersey. The AP also reported Tuesday night that investigators recovered from the truck used in the attack a note supporting law enforcement's assertion the attack was an act of terror.


Saipov also has ties to New Jersey.

On Tuesday night, police had surrounded an area that included an apartment building, a mosque, and several other residences and storefronts. Paterson police said it was a New York FBI terrorist task force investigation, but that Paterson officers were in charge of crowd control and traffic. As of 11 p.m. officers were searching a garage in the neighborhood where residents said Saipov lives.

Paterson Councilman Alex Mendez said he was "very concerned" that the suspected attacker lived in Paterson and called the attack an "isolated incident."

"We have 52 nationalities. They're hardworking people that come to Paterson to start a better life," he said.

A man who said he was Saipov's neighbor and did not want to be identified said he often saw the suspect around the neighborhood with his wife and two children. He also said he saw Saipov drive a white Toyota Sienna with Florida plates.

Another neighbor, 64-year-old Slavo Petrov, said Saipov lived in his building in an upstairs apartment for less than a year with his family. Saipov was unfriendly, he said, and "never says good morning and never says good afternoon".

Petrov said he attended the local mosque and had seen Saipov there. But Omar, a 17-year-old boy who attends mosque five times a day, said he had never seen Saipov at prayer.

Saipov has no known criminal record, but has been stopped for traffic violations in Pennsylvania.

Police stopped Saipov in Mount Holly Springs Borough, Pennsylvania, just south of Carlisle, in March 2015 and he gave police a Paterson, New Jersey address, according to police records. He also was stopped in 2012 in Palmyra, Pennsylvania, just east of Hershey.

Uber confirmed to NJAM that Saipov passed a background check and drove for the company in New Jersey but has since been banned from the app. Uber said it is researching Saipov's history as a driver but a spokesman said the company has "not identified any related concerning safety reports." Uber is cooperating with the FBI to assist in its investigation.

In New York city, two law enforcement officials told the New York Times that investigators discovered handwritten notes in Arabic near the truck that indicated allegiance to ISIS. Officials said Saipov yelled "God is great" in Arabic.

Videos from the attack posted online show Saipov dodging cars in lower Manhattan, horns beeping in the background. ABC News interviewed a witness who said he saw Saipov run toward a group of children. Police have said the objects Saipov was holding were imitation firearms.

Five Argentinians celebrating a graduation anniversary and a Belgian national were among those killed when a truck sped through a bike lane for more than a dozen blocks Tuesday afternoon in an apparent ISIS-inspired attack.

The Argentinian Consulate said in a tweet on Tuesday night that Hernán Mendoza, Diego Angelini, Alejandro Pagnucco, Ariel Erlij and Hernán Ferruch were among those killed when a Home Depot truck plowed through crowds of cyclists and pedestrians along the Hudson River Greenway in Tribeca Tuesday afternoon. The tweet said the group was in town to celebrate 30 years since they graduated college.

A sixth Argentinian, Martín Ludovico Marro, is at New York-Presbyterian Lower Manhattan Hospital with injuries. Marro is a resident of Newton, Massachusetts, City Councilor James Cote confirmed to NBC Boston.

Belgian Foreign Minister Didier Reynders said in a tweet Tuesday night that a Belgian national was also killed in the attack, and that three others were injured. He did not reveal the identity of the person who was killed or the others hurt in the attack.

Information on the other two people killed in the attack was not immediately available.

Sources said the suspect, Sayfullo Habibullaevic Saipov, left a note in the truck saying he committed the attack for ISIS. He was shot and detained by police as he ran through traffic with a pellet gun and a paintball gun but was expected to survive.

Of the more than a dozen people who were hurt, two were students and two were employees at the New York City schools near the spot where Saipov allegedly smashed his truck into a school bus. It's not clear if they were aboard the bus or on the bike path at the time of the attack.

Thanks for collecting all the information Angelburst it was really helpful to have the it all in one place. Whenever these things happen I still find them upsetting to read even though they are so frequent now.

On Tuesday, the New York Post interviewed Kobiljon Matkarov, 37, a friend of Saipov, who described him as “very friendly” and a “very good guy.”

“My kids like him too, he is always playing with them. He is playing all the time,”
Matkarov said.

Matkarov told the Post that Saipov worked as an Uber driver and he did not know him to have any connections to terrorist organizations.

Uber has now confirmed that Sayfullo Saipov had passed a background check and was registered with the ride-hailing service. He has now been banned from the system. Uber said it has reached out to law enforcement to aid with the investigation and is looking into Saipov's driver history.

A MAJOR manhunt is underway after a shooter opened fire on at least three people in The Bronx following a terrorist attack in Manhattan.

The suspect is still on the run following the incident, which took place on Randall Avenue north-east of Manhattan.

One person is believed to have been shot in the head and another is in critical condition, sources reportedly told New York's Pix 11. The other two victims are reportedly in a stable condition.

It comes just hours after at least eight people were killed in a vehicle ramming attack. Sayfullo Saipov, 29, drove the wrong way at high speed down a bike path in Battery Park City near the World Trade Centre site at 3.15pm local time (5.15am AEDT).

Uzbek President Shavkat Mirziyoyev expressed his condolences to the families of the victims in what appeared to be the first instance of Uzbekistan officially acknowledging or commenting on a security incident abroad involving one of its citizens, but the country has been linked to at least three other terrorist incidents over the last year.

In April, Uzbek national Rakhmat Akilov drove a truck into pedestrians in Stockholm, Sweden, killing five people.

Earlier that same month, Akbarzhon Jalilov, a Russian citizen who was born in Kyrgyzstan but of Uzbek heritage, blew himself up on a train in St. Petersburg, Russia, killing 15 people along with himself.

And, in the early hours of New Year's Day, another Uzbek national, Abdulkadir Masharipov, attacked a party at a nightclub in Istanbul, Turkey, killing 39 revelers.

The Muslim-majority nation of Uzbekistan, which gained independence from the Soviet Union in 1991, is located north of Afghanistan and governed by an authoritarian regime. The harsh conditions there have meant a number of nationals leave, looking for opportunities abroad.

"This relates to terrorism because all of the attacks are outside Uzbekistan," Dr. Joseph Downing, a researcher in migration and security based between the National Center for Scientific Research in Marseilles, France, and the London School School of Economics, told CBS News.

"Around 10 percent of (Uzbekistan's) total labor force is outside the country. If you think about that in more nuanced terms, it's basically young men who have gone to work abroad," he said.

But "the actual number of those radicals (who commit terrorist acts) is really, really small compared to the magnitude of migration," Downing said.

"Also, in the context that it's a highly repressive regime, people with radical leanings have another reason to leave the country other than just poverty," he said.

Propaganda videos released by the Islamic State of Iraq and Syria (ISIS) in both Syria and Iraq regularly show jihadists from Uzbekistan or of Uzbek descent.

The Islamic Movement of Uzbekistan (IMU), an Uzbek jihadi group formed in 1998 with the objective of creating an Islamic state in Uzbekistan, pledged allegiance to ISIS in 2015. Uzbek nationals and ethnic Uzbeks constituted the largest single group of Central Asian jihadists to join ISIS in Syria in 2014, and in 2015, their numbers were estimated to be between 500 and 2,500.

In Syria, the jihadists formed three main factions: Imam Bukhari Jamaat, Katibat al Tawhid wal Jihad, and Katibat Sayfulla (which eventually merged with Jabhat al-Nusra, rather than ISIS.)

The Uzbek government has been a partner with the United States in the war on terror. From 2001 to 2005, the U.S. operated an airbase in the country and continued to use it as a strategic location for bringing goods into Afghanistan after the base closed, Newsweek reports.
 
The perpetrator of the deadliest terrorist attack in New York since the 9/11 attacks in September 2001 came from the same city as the St. Petersburg metro bomber, the online news website Republic.ru reported Wednesday.

Uzbek-born Sayfullo Saipov, 29, is believed to have driven a pickup truck into a Lower Manhattan bike lane on Tuesday, killing eight people, injuring at least 11 more. Uzbekistan has vowed to assist the U.S. in investigating the New York attack.

Republic.ru reported on Wednesday that the Saipov had lived in Osh, a city in the neighboring Central Asian country of Kyrgyzstan. He fled ethnic violence in 2010, settling in the U.S. on a green card.

Osh is the native city of Akbarzhon Dzhalilov, the suicide bomber responsible for the April St. Petersburg metro attack that killed 14 passengers. Dzhalilov was recruited by another Uzbek native of Osh, which had reportedly sent dozens of fighters to the Islamic State in Syria.

Russia’s independent investigators at the Conflict Intelligence Team (CIT) have uncovered Saipov’s abandoned social media profile that shows nearly all his friends were based in Osh.

Saipov may have been recruited as part of a network of radicalized ethnic Uzbeks in Osh, CIT’s lead investigator told Russia’s independent broadcaster Dozhd TV.

Kyrgyzstan's ambassador to the USA and Canada on Wednesday wrote on Twitter that Kyrgyz security services claimed the attacker had never visited Kyrgyzstan.

Earlier Wednesday FBI released a wanted poster for Mukhammadzoir Kadirov, but authorities said at a news conference about an hour later the man had been located by federal authorities.

“We have found him and we will leave it at that,” said Bill Sweeney, the assistant director of the FBI.

Law enforcement officials said that the man is known to have been in contact with Sayfullo Saipov, the man charged in Tuesday’s attack. It’s not clear if Kadirov knew about Saipov’s plans.

It comes a day after police shot and wounded Saipov, 29, as he ran through traffic on West Street with a pellet gun and paintball gun after crashing a Home Depot rental truck into a school bus. Saipov is also accused of driving that truck down the Hudson River Greenway bike path, hitting and killing five Argentinians celebrating an anniversary, a Belgian national, a New York City man and a New Jersey cyclist.

Saipov allegedly left a note in the truck that translated to “ISIS endures forever,” though authorities and Gov. Andrew Cuomo have called him a “lone actor.”

Federal agents are also interviewing Saipov’s wife, but they said the woman has been cooperating with the investigation.

But Trump called again for the man to be executed, which could complicate the case for prosecutors and give defense attorneys a chance to argue the president's tweets hurt their client's right to a fair trial.

Trump tweeted Thursday morning that the case against Sayfullo Saipov, 29, "Should move fast. DEATH PENALTY!" He had tweeted Wednesday night: "NYC terrorist was happy as he asked to hang ISIS flag in his hospital room. He killed 8 people, badly injured 12. SHOULD GET DEATH PENALTY!"

His comments broke with longstanding tradition against presidents publicly commenting on criminal cases.

Trump on Wednesday, in seemingly off-the-cuff responses to reporters, said he would consider sending Saipov to Guantanamo, a notion the White House later reinforced by saying it considered Saipov to be an "enemy combatant." Authorities say Saipov was inspired by the Islamic State group when he veered into a city bike path in Manhattan on Tuesday, killing eight people.

But just a few hours later, the government filed federal terrorism charges against the Uzbek immigrant, signaling an intent to prosecute him within the U.S. The one-two developments marked a sharp disconnect between the president and his administration.

Trump said Thursday he would love to see Saipov prosecuted at Guantanamo, but tweeted that there is "also something appropriate" about keeping him "in the home of the horrible crime he committed."

The Obama administration made a similar argument in trying to move the five men accused in the Sept. 11, 2001, attacks from Guantanamo to New York for trial in a civilian court, an effort that was derailed by political opposition. Those cases are bogged down in pretrial litigation at Guantanamo and are likely years from resolution.

With the filing of federal charges against Saipov, there was little indication that the threat of Guantanamo was anything more than tough talk.

No one held within the U.S. has been sent to Guantanamo since the detention center opened in January 2002 to hold suspected members of al-Qaida and the Taliban. Still, elected officials routinely raise the prospect of doing so after attacks as a way to signal toughness in the fight against terrorism.

The terrorist truck driver who carved a 14-block path of destruction along a lower Manhattan bike path was celebrating the deadly attack, sources said Wednesday.

Sayfullo Saipov, 29, was rejoicing in his room at Bellevue Hospital after killing eight people and injuring 13 others along the Hudson River Tuesday, sources told the Daily News.

“He’s talking. He’s laughing. He’s very happy with what he did,” said a source who was briefed by a hospital staffer on the floor. “He feels accomplished.”

A second source said Saipov, in his interviews with investigators, showed “no remorse” and was “glad that he did what he set out to do.”

The ISIS-inspired Saipov was said to be in critical but stable condition after a sharp-shooting NYPD cop put a bullet in his abdomen following the Halloween assault.

Saipov planned the attack “for a number of weeks,” said NYPD Deputy Commissioner for Counterterrorism John Miller.

“He seemed to have followed almost to a T the instructions ISIS had put out” on how to carry out a truck-borne attack, Miller added.

Investigators found at the scene the paintball and pellet guns Saipov was brandishing. In and around his rented Home Depot truck, they discovered multiple knives and a handwritten note in Arabic.

“The gist of the note was, ‘The Islamic State would endure forever,’” Miller said.

The suspect arrived in the U.S. from his native Uzbekistan in March 2010, authorities said.

Saipov was never the subject of an FBI or NYPD investigation but he was reportedly on the radar of the authorities.

Saipov was in fact interviewed by federal agents in 2015 in connection with a probe of terror suspects who overstayed their tourists visas, ABC News reported.

The suspect was listed as a “point of contact” for two men whose names appeared on a Department of Homeland Security counterterrorism database.

Miller said investigators were in the early stages of digging into his past and terror links.

“What we are looking for is how has he touched the subjects of other investigations,” Miller said. “It appears he will have some connectivity to individuals who were the subjects of investigations though he himself was not.”

Sources said EZ Pass records revealed that Saipov drove into the city earlier this week via the Holland Tunnel and Georgia Washington Bridge in what investigators believe were reconnaissance trips.

Saipov spoke via cellphone to people in Florida and New Jersey in the hours before the attack. But investigators were still working to determine if the calls had anything to do with his sinister plans, sources said.

Earlier in the day, Gov. Cuomo said that Saipov was radicalized in the U.S. in the last seven years.

“(A)fter he came to the United States is when he started to become informed about ISIS and radical Islamic tactics,” Cuomo said on CNN. “Again, ISIS has gotten it down to a simple formula that they can put on the internet and it doesn't take a rocket scientist to rent a car, rent a truck. But they are cowards and they are depraved.”

The suspect lived in an apartment in Paterson, New Jersey with his wife, two young daughters and infant son, neighbors said.

Saipov was known as a genial family man who largely kept to himself.

“He always seemed pleasant every time I seen him, nothing out of the ordinary that would be shocking,” said a 32-year-old neighbor who identified himself as Keith.

Altana Dimitrovska, 63, said she often saw Saipov in the morning bringing one of his kids to kindergarten.

“I spoke to him once,” she said. ‘I said, ‘Do you go to work, or anything?’ Because I never saw him go to work.”

Saipov said yes but didn’t elaborate, she recalled.

He moved to New Jersey after stints in Ohio and Florida where he was known as a pleasant guy who showed no interest in radical Islam.

“He was a very good person when I knew him,” Kobiljon Matkarov, 37, of Fort Myers, Fla., told the New York Times.

“He liked the U.S. He seemed very lucky, and all the time he was happy and talking like everything is OK. He did not seem like a terrorist, but I did not know him from the inside.”

After arriving in the U.S. from the Uzbekistan capital of Tashkent, Saipov settled in the Cincinnati area.

He lived with a fellow Uzbeki family before eventually moving to Florida.

His father in Uzbekistan had asked the family patriarch to house his son while the younger Saipov tried to get his green card, according to the Cincinnati Enquirer.

“He was really calm,” Dilnoza Abdusamatova, who was a teenager when Saipov moved into her family’s townhouse, told The Enquirer. “He always used to work. He wouldn’t go to parties or anything. He only used to come home and rest and leave and go back to work.”

Saipov wed his wife, an Uzbek named Nozima Odilova, in Cuyahoga Falls, Ohio in March 2013. At the time, he was 25 and she was 19, according to CNN.

Saipov’s wife was cooperating with authorities and has denied having prior knowledge of the attack. But investigators have yet to rule that out, sources said.

His mother-in-law, Nodira Agzomova, said she was stunned by Saipov’s crime. “I'm in shock ... can't believe it,” Agzomova said in the lobby of her Brooklyn building.

Authorities on Wednesday released a timeline of the attack.

Saipov rented a truck from a Home Depot in the New Jersey town of Passaic about 2:06 p.m.

He crossed into the city via the George Washington Bridge about 2:43 p.m. before heading south on the West Side Highway.

At 3:04 p.m., Saipov’s truck entered the bike lane at Houston St.

He barreled into numerous pedestrians and cyclists, triggering a flood of 911 calls at 3:08 p.m.

About the same time, civilians who witnessed the carnage alerted a pair of NYPD officers who were in the area responding to an unrelated call.

By then, Saipov’s truck had slammed into a school bus and he emerged from the crippled vehicle yelling in Arabic “God is great!”

As Saipov wandered into the street, waving his pellet and paintball guns, Officer Brian Nash, 25, pulled out his service weapon and opened fire. Saipov crumpled to the ground, ending the threat.

The charges against Saipov have yet to be revealed. Manhattan U.S. Attorney Joon Kim declined to say whether his office would seek the death penalty.

An Uber spokeswoman said Saipov drove for the ride sharing-company and records show Saipov was also licensed as a commercial truck driver and formed a pair of businesses in Ohio.

Saipov’s mother, father and sister were being questioned in Uzbekistan, a source in the country’s security services told Radio Free Europe.

In his morning TV appearance, Cuomo called the driver a “depraved coward” and said the attack “did not instill terror” among hardy New Yorkers.

“Don’t let them win. They are called terrorists. They want to impart terror. They didn’t,” Cuomo added.

At an afternoon press conference with police officials, Mayor de Blasio paid tribute to the victims and declared the attack a failure in a crucial regard.

“We understand this was an attack on our values,” de Blasio said. “It was an effort to break our spirit. But as an effort to break our spirit it failed.”
