POLICE have been asked to free up 500 prison spaces to accommodate people arrested during APEC.

Deputy Police Commissioner Andrew Scipione said intelligence had indicated authorities should prepare for mass arrests.

Mr Scipione today defended a decision to exclude prisoners serving weekend detention from their overnight stays during the summit.

It follows a request from the federal government for the state government to free up space for around 500 people who could be arrested during APEC.

Mr Scipione said police were not looking to lock up those who were activating their democratic right to protest, but would move against anyone who wanted to damage property or endanger police.

"The freeing up of cells allows us to ensure we have sufficient space available for those that want to come and violently protest," he told reporters.

"I think there is a very clear message in that. We are serious about this, if people want to come in and protest violently, then they'll be dealt with, they'll probably get to see the inside of one of those cells."

Mr Scipione indicated the information police had received would suggest a large number of arrests were likely.

"The intelligence that has been coming through would cause us to prepare for a mass arrest arrangement," he said.

Meanwhile Foreign Affairs Minister Alexander Downer says Australia, Japan and the United States could hold their first trilateral summit meeting in Sydney next month during APEC.

A Japanese newspaper has reported the meeting will occur on September 8 in Sydney, on the sidelines of APEC.

Japan's Yomiuri Shimbun newspaper cited unnamed government sources as saying Japanese Prime Minister Shinzo Abe, his Australian counterpart John Howard and US President George W Bush would discuss North Korea's nuclear disarmament and China's military build-up at the meeting.

Mr Downer said today the trilateral meeting was being considered.

"It's a possibility that, not of course actually as part of APEC but in the margins on APEC, there could be trilateral meetings," Mr Downer said.

"It's something that is being considered, I can tell you that, but we will have to wait and see how that goes between now and then ... that will all be finalised one way or the other when the time comes."

In March, Mr Abe signed a security pact with Australia, Japan's first such agreement with any country besides the United States.
