Investigators said the Antonov An-148 plane crashed in the Ramensky district on the outskirts of Moscow at 2:48 pm (1128 GMT) after taking off from the capital's Domodedovo airport.

"Sixty-five passengers and six crew members were on board, and all of them died," Russia's office of transport investigations said in a statement.

The flight was operated by the domestic Saratov Airlines and was headed for Orsk, a city in the Ural mountains.

President Vladimir Putin offered "his profound condolences to those who lost their relatives in the crash," his spokesman Dmitry Peskov said.

- Snowbound crash site -

The crash site was enveloped in heavy snow, making it difficult to access, with emergency workers forced to park their vehicles and access the wreckage by foot.

Russia has experienced record snowfall in recent weeks and investigators said they would not rule out poor weather as a possible cause of the disaster.

A regional official said the aircraft's black box had been retrieved.

The Russian-made plane was reportedly seven years old and bought by Saratov Airlines from another Russian airline a year ago.

Emergency services said in a statement that more than 150 rescue workers were deployed to the site.

The transport investigations office said the plane disappeared from radar screens around four minutes after take-off.

The Russian transport minister was on his way to the crash site, agencies reported. The transport ministry said several causes for the crash were being considered, including weather conditions and human error.

Peskov said Putin had ordered the establishment of a special commission to probe the crash.

The governor of the Orenburg region, where the plane was flying to, told Russian media that "more than 60 people" on board the plane were from the region.

Prosecutors opened an investigation into Saratov Airlines following the crash. Russia's Investigative Committee will consider all possible causes, RIA Novosti news agency reported.

Saratov Airlines was founded in the 1930s and flies to 35 Russian cities. Its hub is Saratov Central Airport in southern Russia.

- Grieving relatives -

Local media website Ural56.ru in the Orenburg region showed footage of distressed relatives at Orsk airport, where the plane was due to land.

Andrei Odintsov, the mayor of the city of Orsk, told Russian state television that six psychologists and four ambulances with medics were working with the relatives in the small airport.

Orsk is the second biggest city in the Orenburg region, near Russia's border with Kazakhstan.

- History of crashes -

Russia has suffered numerous plane crashes, with airlines often operating ageing aircraft in dangerous flying conditions.

A light aircraft crashed in November in Russia's far east, killing six people on board.

In December 2016 a military plane carrying Russia's famed Red Army Choir crashed after taking off from the Black Sea resort of Sochi, killing all 92 people on board.

The choir had been due to give a concert to Russian troops operating in Syria.

Pilot error was blamed for that crash.

In March 2016, all 62 passengers died when a FlyDubai jet crashed in bad weather during an aborted landing at Rostov-on-Don airport.

The Antonov An-148, released in 2004, has a range of 3,600 kilometres (2,200 miles) and can carry 80 passengers

"It is in the field in the Ramensky District. Rescuers have not reached the scene yet," the source said.

The Saratov Airlines jet, which went off the radar earlier on Sunday, has been located in the countryside not far away from Moscow, a source in the local rescue services told RIA Novosti. Meanwhile, rescue teams are approaching the crash site on foot as they were unable to get there in their vehicles.

Preliminary reports say the Antonov An-148, a narrow-body regional airliner, was reportedly carrying 65 passengers and six crew. According to the emergency services, there is no chance of finding survivors.

The Investigative Committee, which launched a criminal probe into the incident, has also sent forensic teams to the crash site. Transportation Minister Maxim Sokolov is also on his way to the area, Russian media report.

The crash might have been caused by weather conditions, human error or technical failure, according to TASS citing an emergency source. The source added that there were no extreme weather conditions in the Moscow region at that time.

The Federal Air Transport Agency (Rosaviatsiya) said air traffic control had lost radio contact with the ill-fated plane “a few minutes” after take-off, and it disappeared from radar screens while flying over the Ramenskoe district of the Moscow region, TASS reported.

Interfax reported that the An-148 was manufactured less than eight years ago. It was first operated by Rossiya Airlines, including on international routes, and then was leased to Saratov Airlines.

The footage shows an explosion after which the plane flies several dozen meters further and then crashes.

Following the crash, a voice recording appeared on the Internet, with flight dispatchers trying to contact the pilots after the plane disappeared from radars.

HOW IT WENT MISSING - Domodedovo air traffic control lost contact with Saratov Airlines flight 703, bound for Orsk, several minutes after take off, an official from Russia’s Air Transport Agency (Rosaviatsiya) told local media. He said communication with the crew was cut and the plane vanished from radar screens.

Earlier in the day, debris was spotted from the air. Emergency services immediately deployed rapid response teams to the reported crash site, but rescuers and medics had to reach it on foot, walking through the countryside buried under snow.

Preliminary reports say the wreckage is spread across an area between adjacent villages. The Emergencies Ministry said the search-and-rescue operation will work around the clock, with the crash site observed by drones.

PASSENGERS AND CREW - Sixty-five passengers were on board the plane, along with six crew. Later on Sunday, the Emergencies Ministry published the full list of all 71 people killed in the crash. Among them were three children and three foreigners, reportedly citizens of Switzerland, Azerbaijan and Kazakhstan.

Later, the airline said the captain on the ill-fated flight, Valery Gubanov, was an experienced pilot who had accumulated 5,000 flight hours. Two technicians who conducted the last maintenance of the plane were also reportedly on board the aircraft at the time of the crash, according to Saratov transport prosecutor’s office.

POSSIBLE CAUSES OF CRASH - It is premature to say what caused the crash and investigators say they have not yet pinpointed a single version of events. The debris and dead bodies are scattered over a wide area, and rescue efforts are complicated by the snowfall and strong winds that have gripped the Moscow region this Sunday.

Later in the day, a flight recorder with the plane’s flight parameters has been found at the An-148’s crash site, the emergency operational headquarters has said. Preliminary reports indicate the pilots did not report any technical failures, nor did they activate a mayday call, according to Russia’s Investigative Committee.

A number of Russian agencies will probe the airline’s safety and maintenance standards, as well as the operations of Domodedovo air traffic control. Observers say every investigation of such a tragedy should focus on three main issues.

“You know, we’re dealing with the weather, we’re dealing with the crew, what was their training like, did they have enough rest before ... sadly, in today’s world, we’re going to be listening and looking for anything that could’ve been a threat of terrorism on board,” Mark Weiss, former American Airlines captain and aviation expert, told RT.

He said investigating the role of weather conditions and de-icing is equally crucial. “Pilots are trained to deal with crises, and every take-off is predicated on some type of catastrophic event ... so what [the investigators] are going to be looking for is certainly the weather factor [and] was the airplane properly de-iced,” Weiss said.

“The second ‘black box’ has been found,” the spokesperson of the operation headquarters told Sputnik, noting that the flight recorder was in satisfactory condition.

Later in the day, the Russian Interstate Aviation Committee published photographs of one of the flight recorders of An-148 plane.

"So far, only a parametric recorder has been found at the scene of the accident, the search for the voice recorder continues. The content of the records of the black box will allow the experts of the IAC to reconstruct the history of the flight in detail and establish the cause of the crash," the statement reads.

At the same time, Russian Health Minister Veronika Skvortsova said that the search for bodies of those killed in Russia's An-148 plane crash in Moscow region will continue for a week.

"Yesterday, the director of our federal center for forensic science arrived at the incident site, the collection of mortal remains of those deceased was organized. This process is quite long, the remains will be collected for about 7 days," Skvortsova said.

Lack of Icing Fluids

The Russian Investigative Committee assumed that pre-flight icing may be the reason for the wreckage. A source, working at the Domodedovo airport, has said that it is the pilot who decides whether to treat the aircraft with de-icing fluids, as cited by RBK, Russian media outlet. “Sometimes the crew refuses the procedure in order to save time,” he said, adding that it leads to the “deterioration of the aerodynamic characteristics of the jet.”

Speed Indicator Failure

This version cannot be excluded; back in 2011 failure of the speed indicator caused the An-148 crash that killed six crew members. While the indicator failed, showing a low speed, the pilots then increased the speed until the plane broke up in flight.

Engine Explosion

It was earlier reported that a witness saw the engine burning while the jet was falling. After the plane gained a height of 1,800 meters and reached the speed of 600 km/m, it suddenly “dove” to 1,500 meters, re-gained its previous altitude and immediately crashed. One of the sources, close to the investigation, said that “the engines of the An-148 worked up until it fell, the destruction of the aircraft was caused by its collision with the ground,” RBK cited him as saying.

Pilot Error

As for the possibility of human error, Saratov airlines spokeswoman Elena Voronova told the media that one of the pilots had more than 5,000 hours of flying time, 2,800 of them in an An-148. The other pilot had 812 hours of experience. She also added that there had been no concerns over the technical condition of the plane.

Terrorist Attack

According to a source, quoted by RBK, investigators will consider all possible scenarios, however, the possibility of a terrorist attack remains quite low. “This version will unlikely be predominant, as experts who have conducted an express-analysis of the plane’s fragments did not find micro-particles from explosives.”

Dismissed: Collision with Russian Post Helicopter

Early versions suggested that prior to its wreckage the plane collided with a Russian post helicopter. The Russian postal service was quick to deny it had any helicopters involved in the tragic accident.

The Antonov An-26, also known as Curl under its NATO reporting name, is a twin-engine turboprop aircraft designed as a multipurpose tactical transport plane. It was developed in the Soviet Union in the 1960s. Some 450 such aircraft are still in service, with most of them used by the Russian military.

Russia has witnessed a number of air incidents during its anti-terrorist operation in Syria, with some of them being non-combat ones. In the previous such case, a Mi-24 helicopter crashed due to a technical fault near the Syrian Hama military airfield on New Year’s Eve. Both pilots of the chopper were killed.

The most high-profile non-combat air incident related to the Russian campaign in Syria took place in December 2016. At that time, a Tu-154 plane carrying members of the world-famous Alexandrov Ensemble army choir crashed after taking off from Sochi en route to Syria. The official choir of the Russian Armed Forces was scheduled to perform at the Latakia airbase. The plane had 92 people on board, including 84 passengers and eight crew members. All those on board died.
