Okay, so I looked up the word:
waxing = pertaining to the period during which the visible surface of the moon increases
Which would make the exact range in which / during which the Second Quarter of the Moon is valid / astrologically active - on the above image.. from 17 (new moon) to 31 (full moon)? Including the day of the new moon and the full moon?
