In today's television news reportage came out to dog Brundo in a local village in Istria (Croatia) prohibits barking from 8 pm to 8 am because it allegedly interferes very caring neighbors. Honestly, I did not know where to put this post, whether there or under pets.

A disgruntled resident from the village of Peroj on the south-western coast of Istria in Croatia has won a court order to stop the dog next door from barking…

Medo is currently the only dog in Croatia under a court order for barking. It all started three years ago when Medo and his owner moved into the neighbourhood and one his neighbours started harassing him.

“We first asked our neighbour to stop upsetting our dog, but she didn’t. We spoke many times with her, begged for her to stop annoying medo. In the end she took us to court. Medo does not bark much – only if he sees a cat or someone unknown comes close to his territory. At night he hardly barks,” owner Anton Šimunović said.

The woman’s lawyer said that the dogs behaviour has effected his clients health and that there is evidence that the dog barks all the time, and that his behaviour at night is even worse. He is seeking 100,000 kuna (13,000 euros) in damages for his client and for the dog to stop barking.

The District Court in Pula delivered an interim decision recently in favour of the woman, and a bark at night from Medo could cost Šimunović 20,000 kuna (2,600 euros). Šimunović says that he believes the case could be a first of its kind in the country.

“I called associations, lawyers….nobody had heard of a case similar to ours. Now we all live in fear – if he barks, it is a 20,000 kuna fine. We know our neighbour would immediately report it,” said Šimunović, who is forced now to keep Medo inside the house.

“Unhappy Medo now spends the night in the house – nervous, upset and frustrated. He is used to the being in the yard, freely roaming around his own territory. The court is strict, from 8pm to 8am he must be in the house. Medo is not the house type and hates being in four walls,” concluded Šimunović. Well, if the facts are as described in the article, then it seems that the neighbor got annoyed by the presence of the dog and started to annoy and provoke him back in order to receive a reaction.

But just a note regarding dogs barking all the time, and the owners of Medo remarking that he is roaming free in the yard all night. Actually, if a dog barks all the time, it's a clear sign that the owners either didn't do anything to train the dog, or the dog is constantly overexcited for some reasons and has no ability to control himself. Or maybe both.

Here's an example. Have you seen movies where people suddenly hear their dog barking outside and immediately think that something is wrong or someone is coming? Well, that's how it should be, the the dog will bark to alert about danger or an unusual situation, not when he sees a stray cat or something else. And it's possible to train the dog to be this way. If the dog usually roams free during a day or night, then it should be owners responsibility to give this training to the dog so it won't become a nuisance for the neighbors. Of course each situation is difference, but just saying that there is a logic in asking owners to at least try and keep their dogs quiet, unless there is a good reason for barking.

Of course, there is another kind of people, who are not only lazy, but also have money but no conscience. This kind people go to the vet and ask to perform a debarking operation, where dog's vocal cords are being severed. This kind of operation is usually being done on Yorkies and such, because their owners want a doll, not a dog, even if Yorkies love to be trained and do tricks. But I did see an owner, who did it to his Mutt dog. He also probably roamed free in the yard and barked all the time.
 
I agree with Keit. Dogs sometimes need to be trained when not to bark. I had once a young dog that loved to bark during the night. And I was tolerating him for some time, but one night he just couldn't stop. It was like a broken record. I couldn't sleep because of him.

After some time of constant barking I realized that I have to stop him, so I went outside and when I saw that nothing is going on I slapped him. I didn't like it, but I had to do it.

After that, dog learned his lesson, and never barked that way during the night. I didn't have to send him to any surgery and I didn't have to lock him up during the night. He was still barking but only in reasonable amount. So, I guess I did a right thing.
 
Post I wrote because I was funny how our justice system punishes the dog owner to increase the fine, while those who had stolen the company and destroyed them did not have to pay anything, on the contrary they bought another company. Obviously, justice is not the same for everyone, and as for the education of pets, in our country there is a saying: what kind of boss-such a dog.
 
My mom looks after a lot of dogs, and the thing I noticed growing up with them all is that the ones who were non-stop barkers were always the worst trained, or the most spoiled. Of course almost ALL the dogs bark when the doorbell rings or one of them gets spooked, or if they're playing. Like keit said, that's normal dog behavior (if you don't like barking, don't get a dog!). But consistently, the one who howled and barked throughout the night tended to be what I can only call 'codependent' dogs. :lol: It's like they don't have any boundaries and need all the attention all the time (or maybe that's just my narrative!). But the ones that follow commands and get along with the pack do just fine. Maybe that's it: they were missing their 'pack' (i.e., their owner, whom they had wrapped around their little doggy claws), and weren't 'doggy' socialized?
 
Dogs have to be trained to bark when something serious, not just barking for barking. Here in Spain there is a lot of dogs in patios, sometimes they bark maybe they are afraid, of feel lonely, or hear a noise. There is always a reason when a dog barks. But barking just for the pleasure of barking :halo: is not good. Not good for the owner, not good for the dog and not good for the neighbor. I really don't mind myself hearing dogs barking, sometimes is even a beautiful song specially when you live in the country when dogs bark to communicate with other dogs, it is even reassuring listening to them but in a city I can understand that some people can be annoyed. For myself I don't accept that my dogs bark just for the pleasure of barking. But if sometimes my dogs bark, I wake up and not only I look for a reason, I am even happy to see how guardians they are.
 
I would agree with most of the posts here. If a dog is barking all the time you'd think it was anxious. Lack of exercise, attention or no training which has been mentioned. I've known a number of people who have brought a dog into the family home and wonder why, after no time spent on training or exercise why the dog barks all the time or chews things up for example.
If you own a dog like any successful relationship you must invest time and energy to get the most out of it. Dogs do bark and this is a wonderful part of their character as it is natural. Our collie will bark/grumble at anyone it hears coming to the door. She is not vicious and she makes us aware normally before any knock. Our Staffy will bark when she's playing and having fun and it's a wonderful part of her character.

In my opinion it is the owners responsibility to ensure the dog isn't barking constantly and in most cases it would be the dog owners failings that cause such incidents.
 
We don't know if that dog barking all the time but I know some people who don't wana to hear sound of rooster, of canarian bird on someone's balcony, of sound children play..
It is point where some people really have that power to forbid all of that. And that is sadness of our lives.
