The guys says it well "Camden Council, you do not have the power to make my communal garden a restricted area, and tell me to leave it." That they even put that system up with such parameters, shows what they think of themselves, and the public.

Not so much worrying as it is funny. These measures are just so ludicrous that i cannot help but laugh, because even a blind person can see where all this is headed. They will eventually become the victims of their own success, as short perusal of history will show anyone who can read.
