Think how this kind of skill can be used to manipulate images (and not only images) .....

That was fascinating and speaks volumes about the credibility in news stories about having to use real life person's photos in order to manipulate pictures of bin Laden, for example.
 
IMO, the underlying picture(a real one) is introduced about 1:08. Said picture is evidently used for the initial sketch also...
The final result is also very "tacky". I take it you all know what "layer" and "history" is?
 
nope , I am not a graphic expert , maybe someone who plays a lot with PS could say more
However , I was wondering if it could be done by doing it backwards. I mean , starting from real photo and then erasing part by part.
Still requires a lot of skill.

What does it matter anymore? Today you can't trust any photo! :D

doesn't look real. it was probably done using a real photo, either by gradually uncovering it or - just as you say - painting over it and playing the process backwards. it requires some skill but not as much as in real PS painting:
