Complication of Game Theory and Psychopaths

I'm in the middle of reading Almost Human and my head is full! I feel like I'm right there, but just missing something to tie it all together. I recognize the concept in Game Theory of having to account for what one side assumes the others beliefs are (probably because they created those beliefs, but I guess I'm wondering how much control the 4th dimension STS have over the people making these decisions. At what point are these connections made?
