Here is a video I uploaded on youtube about some lights that I took footage of in front of our family house, but as said in summary quality is bad so I tried to enhance light as much as I could on youtube:

Quality is low because it is taken from Samsung galaxy S3, but still it was cloudy night time and it seems they were above clouds so the lights were poorly visible with naked eye also, but it is distinctive when they merge or come together. It was taken on 06.05.2016. in area around Zagreb, Croatia between 10 p.m. and 11 p.m. It lasted for an hour and a half when first spotted at 10 p.m. After the clouds have gone it was not visible anymore.

I went out for the smoke and saw it, but I am open to think it could be some kind of reflectors but I am no expert when it comes to that.
 
I'll be honest; first thought is that it's spotlights hitting clouds. They do kind of rotate them around like that and on cloudy nights it can look pretty eldritch.

It could be some spot lights reflecting off the lower layers of the clouds, they do that a lot here where I live. Another less likely possibility would be some helicopters above the clouds if these are low, but then the question would be what would those helicopter do up there.

I thought also it could be spotlights (reflectors), it does not fit the pattern of lights that I saw, going zig zag and disappearing, but wanted to be sure because of seeing comet fragments and strange pattern flying lights at earlier points. Doubt it could be helicopters because I would ve heard them and they do not fly often here.
 
Could be spotlights yes. Have you noticed a repeating pattern there? Did the lights perform the same rhythm and same directions in some sort of interval that was repeating?

Yes, there was repeating pattern as you can see on video so that is why I think they are spotlights, and when they went beyond the cloud area and when the clouds were gone they were not visible anymore.
 
Thanks for posting the video regardless of the quality.

Unfortunately either the video quality is too low, or the cloud cover is creating the effect of low quality.
Yes, it could be spotlights/searchlights. Are they used for advertising in your area?

Only you can really judge since you saw it, but too difficult to tell from the video.
