I´m translating the article by laura: Discernment Or Machiavelli and the ET's

More or less I understand it all but there is a paragraph that can not understand:

“Well, it's an interesting problem. How in the world can we hope to win such a game, played by GameMasters who are clearly so much more powerful than we are?”

So far so good, but the following question that Laura writes not make sense to me in Spanish:

“Or are they?”

Is it a rhetorical question? Is it an irony? I do not understand this small question

I understand that refers to "they" are "the game", therefore we can not win a game that has been created by these “GameMasters”. So the question is not to win the game but leaving the game.
Or So I Think.

Más o menos lo entiendo todo pero hay un párrafo que no consigo entender:

“Bueno, es un problema interesante. ¿Cómo demonios podemos esperar ganar un juego, jugado por maestros del juego que son claramente mucho más poderosos que nosotros?”

Hasta aquí bien, pero la siguiente pregunta que escribe Laura no tiene sentido para mi en español.

“¿O son ellos?”

¿Es una pregunta retórica? ¿Es una ironía? No entiendo esta pequeña pregunta

Yo entiendo que se refiere a que “ellos” son “el juego”, por tanto no podemos ganar un juego que ha sido creado por estos “maestros del juego”. Así que la cuestión no es ganar el juego sino salir del juego.
O eso creo.

The question is literal. When she writes, "Or are they?", she is referring to the GameMasters who are "clearly so much more powerful than we are", but the follow-up question is meant to question that conclusion. The end point being that we can possibly defeat the GameMasters, although by a different tact that is being used by them.
