Speculation:
Perhaps, the wiring is not for monogamy or promiscuity in particular, but for bonding with trust. In those cultures where the people live communally (STO?) to some degree and everyone knows everyone, the environment is perceived as safe and trust is not so difficult. In these cultures promiscuity may result and be fine because safety and trust are endemic. Not only do the adults feel safe to bond, but the children are taken care of by the entire community. There seems no survival need for monogamy.
Perhaps as psychopathy permeates and ponerizes a culture, monogamy becomes one of the few ways people can feel safe enough to bond...and bonding is needed as children are no longer cared for by the entire group.

I am thinking also of the concept of "To Have or To Be" (Fromm). What From describes is two modes -
"to have" i.e. acquisition/competition, fear-based (STS?) (Trauma seems to induce this mode...)
and
"to be" i.e. cooperative, love-based (STO?)...
When "having" is not the primary mode, fear is absent and bonding is easier...
When "having" is the primary mode, everything is commodified and hence that "biological prenupt" dynamic...
In both cases, bonding is still based on trust, but trust is achieved differently. (Unfortunately, in a ponerized society where everyone is programmed, it becomes difficult for the individuals in a partnership to hold to "the contract" (biological prenupt) and trust fails.
