Fireball over Germany and Holland

This fireball was big news in Germany and Holland today, but there is hardly anything about it in English.

Some claim it was a part of a Soyuz rocket:

And the strategy of the Russian rocket sounds like a common strategy.
 
I did follow the news a bit and many contradicting articles got published by now. And nobody can say for sure what it was. As already mentioned, many blame the 'space waste' and the Sojus rocket so far.

I'm also not convinced.
first question how does a falling Sojus rocket looks like ?

second question how long does it take for a rocket to come down to earth ?
the story that is being told is that it is a the Rocket respectively the Rocket upper stage from the rocket launch of last wednesday that brought three russian astronauts to the ISS.
