A French aviation expert has come forward to reveal his participation in a secret meeting held at the United Nations New York headquarters that discussed the UFO phenomenon from February 12-14. Gilles Lorant is an attaché to the Centre National de la Recherche Scientifique (CNRS- National Center for Scientific Research ) which is a government-funded research organization, under the administrative authority of France's Ministry of Research. He is also a member Institute of Advanced Studies for National Defense (IHEDN - the French Organization that produced the 1999 COMETA Report). Both CNRS and IHEDN are prestigious scientific organizations in France, and Lorant was invited to attend the UN meetings in a professional capacity. A report released by a French UFO organization (Federation of European Airplane ), of which Lorant is an executive member, contained a summary of the UN meeting where he describes what happened at the meeting.

Lorant revealed that a series of UN meetings were held over a three day period. In the meetings there was discussion of a confidential report, prepared by the U.S. Air Force and a branch of the National Guard, concerning the societal impact of UFO sightings. The initial meeting was held on February 12 and, according to Lorant’s report, led to a request by three U.S. Senators for further discussions. Additional meetings were held immediately after on February 13 and 14. The implication is that three U.S. Senators attended the secret UN meetings. The meetings were very concerned about social upheaval from continued UFO sightings and the testimonies of individuals claiming to have first hand knowledge about UFO’s, extraterrestrial life, and future global events. It was reported that adverse public reactions to UFO sightings could have a dramatic economic impact that could lead to recessions in some countries.

The emphasis on possible societal upheaval due to growing UFO sightings was reminiscent of recommendations by the 1953 Robertson Panel, convened by the CIA, which identified adverse public reactions as a major security threat that could be exploited by foreign enemies. The UN discussions appeared to match concerns identified in both the 1953 Robertson Panel and the 1961 Brookings Report () to the U.S. Congress, over ramifications of UFO reports and the eventual discovery of extraterrestrial life.

2009 was raised as the year when an important change in official attitudes concerning the UFO phenomenon could be made. This suggested that the official debunking policy underway since the 1953 Robertson Panel would be abandoned and more serious study of the UFO phenomenon would occur. This indicated an important policy shift were the study of UFO’s would be officially encouraged. However, certain global conditions would have to be met for the official opening. Most important appeared to be social stability in G-8 countries and the maintenance of liberal democratic systems in developing nations. Lorant also suggested that an official opening in attitudes would only occur if UFO sightings continued to occur at present levels.

Lorant’s testimony provides independent corroboration for an anonymous source who first came forward on February 12 to reveal to two New York researchers (Clay and Shawn Pickering) that the UN meeting had taken place. The source’s testimony was revealed in two articles published by this author on February 13 and 20 , and a follow up article by Robert Morningstar on Feb 25. Lorant’s testimony gives more detailed information of what happened at the meeting, and is consistent with statements from the original source of the UN meeting concerning approximately 40 participants, multiple issues being discussed as well as the UFO phenomenon, and public reactions to increased UFO sightings. Most importantly, Lorant provides insight into reasons for a significant change in official public policy towards the UFO phenomenon.

The reported results of the UN meetings indicate agreement was reached for an international strategy to more seriously study the UFO phenomenon in a manner that maintains present levels of social stability. This raises the possibility that those presenting information on UFOs/extraterrestrial life deemed to threaten national stability or financial systems, would receive special attention by national security agencies. The meetings results suggest that an official change in government policy from ‘debunking’ to ‘openness’ concerning UFO’s would lead to official approval to narrowly define study of the UFO phenomenon. However, those claiming to have first hand experience of extraterrestrial life would be targeted as charlatans. The UN meeting thereby suggested continuation of policies aimed at exploiting divisions in the UFO community between researchers advocating a strictly scientific study of the UFO phenomenon, and those wishing to discuss testimonies/documentation concerning extraterrestrial life visiting Earth. Lorant’s testimony finally suggests that governments are being driven to more open approach to the UFO phenomenon due to the recent increase sightings that are projected to continue well into 2009. What follows is a summary report of the UN meetings based on Lorant’s testimony that appears in a newsletter of the FEA and is available in the original French.

Dr. Michael Emin Salla, Ph.D. (September 25, 1958) is an international politics scholar who in 2001 became interested in the study of exopolitics and subsequently embarked on a personal effort to disseminate his exopolitical beliefs and hypotheses via the mediums of the internet, UFO and New conferences, and radio appearances. Salla's most recent academic position was in Washington at American University, Center for Global Peace. The Center did not sanction his ufological research, and emphasizes that it is personal.[1] Controversy would eventually lead to Salla's dismissal from the university.

His unconventional views have made his work the subject of considerable controversy and criticism within both the ufological and mainstream academic communities. Much of the testimony he uses to support his position is controversial due to a lack of empirical evidence to substantiate many of the claims. While many of Salla's sources are considered to be credible by adherents to the UFO Disclosure movement who cite a variety of supporting documents and credentials, critics argue these sources have been discredited for a variety of reasons; among these the dissemination of patent falsehoods in the content of claims made, and the misrepresentation of credentials.

Education

In 1983, Salla received a Bachelor of Science from the University of Melbourne. In 1984 he received a Graduate Diploma of Education from Melbourne CAE. In 1987 he received a Bachelor of Arts from the University of Melbourne. In 1990 he received a Master of Arts from the University of Melbourne. In 1993, he received a Doctor of Philosophy from the University of Queensland.

In his early academic career in the 1990s Salla specialized in conflict resolution. He researched ethnic conflicts in Kosovo, East Timor, and Sri Lanka and worked to stop them occurring.[1][2] He led a series of workshops bringing together East Timorese and Indonesian intellectuals to develop a power sharing document to resolve the East Timor conflict. The resulting document was incorporated into the 1999 U.N. supervised referendum voted upon by the East Timorese. On September 1998 in Boston, Salla was one of three panelists who took part in the first American Political Science Association (APSA) discussion on negotiation of global violence and conflict. [3]

From 1996 to 2004, he was an Assistant Professor/Researcher in Residence at the School of International Service at American University. [4][5] In 2003 he founded American University's Peace Ambassador Program, which, at that time, was described on American University's School of International Service website as a program that "combines study, meditative practices, and prayer ceremonies at selected Washington DC sites aimed at promoting individual self-empowerment and Divine Governance in Washington DC." [1]

A feature article on his suggestion that a supposed visit to the dentist by President Eisenhower in 1954 was actually a meeting with extraterrestrials was published in the Washington Post on February 19, 2004. [1] This created tension with the Center for Global Peace that did not wish to be publicly associated with his "new direction in research". [6] In April 2004, he participated at the X-Conference which led to more public prominence and further threatened his university position. [7] On May 13, 2004, Prof Abdul Aziz Said, Director of American University's Center for Global Peace, sent a letter [8] of dismissal to Dr. Salla, citing unauthorized changes Salla had made to the Peace Ambassador Program as the primary reason for Salla's dismissal. The letter also stated that Salla's formal affiliation with American University would not be rescinded, but neither would it be renewed upon its expiration in August 2004.

In April 7, 2005, Salla founded the Exopolitics Institute (ExoInst), a UFO research organization that is currently headquartered in Kealakekua, Hawaii. In June 4, 2006, Al Jazeera published an article discussing a letter Salla had sent them informing them about the possibility of alien intervention in order to prevent a nuclear attack on Iran by the United States of America. [9] From June 9 - 11, 2006, he assembled and took part in the Hawaii Conference on World Peace and Extraterrestrial Civilizations. [9][4]

His current exopolitical interests have led him to assert that the undisclosed presence of extraterrestrials is one of the primary forces behind international conflict. He further states that the claims of various "whistleblowers" (informants) suggest that as many as sixteen different extraterrestrial civilizations are currently interacting with the human race while a number of other extraterrestrial races monitor Earth affairs, while avoiding contact. Most of his claims are derived from whistleblowers (informants) or 'experiencers' (individuals who claim to have contacted extraterrestrials) who, while arousing much debate in the UFO field, are alleged by Dr. Salla to be primary sources of reliable information. In conversation with the Washington Post, Salla pointed to evidence widely available on the internet as a source for his research on extraterrestrial visitation: "There's a lot of stuff on the Internet, and I just went around and pieced it together."[1]

I apologize in advance for this beginner-level query, but I am not as up to speed as I should be on COINTELPRO activities in this area: When you say this "smells like cointelpro", are you suggesting it is a deliberately-planted FALSE story that would involve the complicity of Michael Salla as a cointelpro agent? And, if so, could you spell out what the specific purpose such a planted story would have? To misdirect? Whom? Away from what, and towards what?
 
I would say that the meeting probably took place, but that Salla's version of it is quite twisted. Let me include some of the comments from our researchers who have been digging on this one since yesterday:

I know Clay and Shawn Pickering in person. They are part of the DNNY
(Disclosure Network New York) which I was a member of.

However, I stopped going to the monthly meetings about a year ago when I
realized that Clay and Shawn Pickering were most definitely either
Cointelpro or at best very useful idiots.

Beginning of of last year ('07) they started showing pristine UFO
photographs of unseen quality at a meeting. One UFO half dismantled in a
workshop with people around (that apparently were trying to figure it out)
from TWO different angles which would exclude a photomontage. And then shots
of back-engineered UFOs in full flight shot from another plane flying along
side of it at a very close range.

Clay and Shawn said they got them from a "friend" in the NSA.

As a [photo expert myself] I estimated that the photos where NOT REAL, just required
substantial budget to be produced, in the workshop case, that of building a
very large set.

So if an entity spends a lot of money to produce stuff like this that is
then "leaked" to Clay and Shawn to be shown to the DNNY, then I don't have
to be a rocket scientist ( ;-) pun intended) to know that this all happens
according to a specific agenda and that Clay and Shawn are as I said above;
either Cointelpro or useful idiots. That was the last meeting I went to.

Clay and Shawn are also big fans & friends of proven Cointelpro agent Al
Bielek who I also met in person (trough very different connections) and who
could never answer very specific questions of mine concerning his story.

Michael Sella also has an agenda as he is making a career for himself with
his "'exopolitics". Met him too. The fact that Exopolitics never looked at
Laura's work tells you how "serious" they are in finding truth.
Another researcher checks in:

that they are Cointelpro, but the fact that they share information

That said, they are quite aware of Cass and have both read Occult
Significance of 911 and liked it.
Also neither here nor there, they
have picked up Secret History. And last I heard (had coffee with Shawn
about a year ago) Clay was reading it.

They are very aggressively networking and DO, quite often, meet with
intelligence types who feed them BS or useless info.
But at the same
time they both have a near encyclopedic knowledge of suppressed
information and they are able to see larger patterns in things in ways
that suggest that they do have a clue.

They have also been sources of support for at least one of the 911
wives. I think Ellen Mariani.
Still another researcher from the NY area:

I think this is the problem with the whole Greer Disclosure network, aliens
are good schtick. I get a weird vibe from Scalla's source, the Pickering
brothers. I have met them at a DNNY meeting or two I attended way back when.

They have an intelligence agent air about them. Granted that is
my subjective view. It's a vibe that makes me wonder. On the other hand,
they have read Laura's 911, and have mentioned to ______ how much they like it
but I don't see them out there promoting it in anyway or trying to contact
Signs and hook up to get the truth out there. They also seem to have a lot
of inside info. _____ would know more about them than I but they are high on
my "people to avoid" list because being around them, well Shawn Pickering,
actually makes me uncomfortable in a not so good way. [...]

Steinfield. It's over an hour but you don't need that long to get the vibe
i'm speaking of or maybe it's just me. I want to know how they got past
the 10 minute video length rule. This rule has been in place long before this

From one of our French researchers who happens to be employed at CNRS (in administration where he has access to the necessary records) where the alleged French insider who revealed this whole thing is supposed to be hooked up:

I've just made a few researches on Gilles Lorant.

- the articles about the UN meeting claim that Gilles Lorant is
"attaché" in CNRS. There are indeed some "attaché de recherche" in
CNRS however there's no return for a "Gilles Lorant" from any research
lab.

- the articles claim that "Gilles Lorant" is "auditeur" for IEHDN,
however there's no web page mentioning a link between Lorant and IEHDN
(except UN meeting articles of course)

- despite his claimed roles in UN, IEHDN and UN, Gilles Lorant only
appears once in the Web (excluding the UN meeting returns) as
treasurer of Fédération Airplane (FEA).

- This website seem very recent (2008)

- they seem unknown to other French UFO organizations since they are
not listed or even mentioned.

- Though they present themselves as a pragmatic research entity a few
lines later they list in their objectives "preparing the public
opinion to the numerous paradigm changes implied by the official

I didn't make more research since FEA clearly seems to be an artificial
organization settled in order to push the disclosure agenda and Gilles
Lorant (if he exists) seems to serve the same agenda.
So, like I said, it smells like COINTELPRO. But that doesn't mean that some kind of meeting didn't take place. And maybe that meeting was for the express purpose of trying to figure out a way to "sell" the public on the UFO thing in such a way as to calm them down since people are getting kind of antsy about the numerous recent sightings.

The F.E.A asks for M. GILLES LORANT's resignation

In consideration of the external pressures made on M. Gilles Lorant, he gave us a denial concerning his participation to the IHEDN as an auditor. Remind that this information had pushed the F.E.A to introduce M. Gilles Lorant as an auditor of the IHEDN in a public statement.

Considering the embarrassing position that this denial imposes to the F.E.A, its board of directors has decided to request his immediate resignation to M. Gilles Lorant. M. Gilles Lorant complied yesterday March 6th, 2008, before the board directors and is no longer a member of the F.E.A.

Concerning the very sensible informations about his travel at the U.N in February 2008, which were released by M. Gilles Lorant, the F.E.A no longer can suports nor confirms M. Gilles Lorant's allegations.

However, the article will remain online as documentary and must now be considered, as an element of a fiction scenario in wich U.N. took into consideration the official release disclosed to the public at large on the subject of UFOs.

Considering the manoeuvres wich are at the start of the infiltration of many foreign ufological research associations, by unscrupulous individuals, having sometimes worked for sabotage operations, the F.E.A reserves the possibility to bring this whole affair before the justice.
