Did this person actually ask you to help them or are you just concerned for them and therefore assuming they need your help? The STO approach would be to give when asked and it would otherwise be servicing the self to give without the person asking.
Everyone has a path to walk, lessons to be learned and, as painful as it is to watch, it is not for us to decide how they should be, lest we violate their free will and lesson plan. We get into grey areas where the person seems to be unable to ask for help, and that really requires a lot of consideration. A good example would be coming across an unconscious person suffering from injuries and helping them when they are incapable of asking. This dilemma and others have been discussed on the forum. If the person in fact did ask for assistance, then my comment is, of course, moot.
