Help, please

For a few days now, when I post or reply to a post, the message editor/toolbar is missing. ( links, quotes, insert, color, bold, etc)
I have looked through all settings and information and cannot figure out where it went or how to get it back. Can someone advise, please?

Have you tried to erase all the temporary files ?

As someone said to me once "Don't underestimate the power of erasing all the temporary files to solve your problems". ;)
