Of course that is not just for satisfying the people's conscience, and people really want to help. And for sure something of that will get to the people in need, but the problem is that Gypsies ARE people in need, that's the whole irony :) It cant be organized any better than this, because in that case you must guard those stuff and you must stop Gypsies to get them, in which case you will violate their's human rights (because they are in need officially).
Most of them send their children to beg and can earn through that about 100 euros a day, not mentioning taking scrap metals and old iron which they sell for good money, but the state has clamped that down in terms of selling in recent years, now they can not take any scrap metal anymore if not having license from Ministry of environment. Many have criminal records (thefts, breaking s into houses) and that is why police fines them and often searches their vehicles, it looks a bit racist to me even if being told by some they did not have any prejudices against them but that they ve through job seen that many are involved in criminal activities. But still when you look at it they can not find job even if some wanted to, because of unemployment, racism, lack of education and their culture, so normally they take other ways of earning for life.
I remember few years ago when there was flooding in Croatia good sum of that donations that ended in the hands of catholic Caritas and Red cross never left their hands, so this better then that but I agree that you can never be sure until delivered directly into hands, because there are people who would take it even if having enough.
