Well I wouldn't call reuse of animation a hoax.
Animation is really hard work, and very time consuming, thus very expensive to make. Anything that saves time and still looks good is a necessary part of the process (always have been)
Animation movies are a LOT more expensive to make than live action (even considering the insane salaries of actors) so it is always hard to make money on it for companies. Often the hope is to make enough money to cover costs, and very often companies end with a deficit and have to close.
Disney closed their 2D department in the states a couple of years ago (they will open one if they make another 2D movie, but used to have a crew always) so they are not making money on it or they wouldn't have closed.
2D hasn't been able to compete with 3D, and we 2D artists are like the dinosaurs, a dying species. I still make a living doing 2D animation, but I'm a lot better now than I was 15 years ago, and 15 years ago there was always work, and I only worked on feature films, and now I work on commercials and (luckily) some short films, and I have to produce about 3 or 4 times as much as 15 years ago, the salary hasn't gone up so much, and I bless every job that comes and never know if it will be the last.
But reuse, or anything that saves time has always been a part of animation :)
-added, Last week I said yes to working for free for the last 1,5 month of a upcoming shortfilm that should take 8 months to do. I said yes because I know how hard it is to finance, and I like the project, but still, it feels pretty insane to even be asked to do so.
