Didn't look like much of a hill to me. Looked like a horizontal flow of land. Totally weird.

It is likely the landslide was caused by spring meltwater that had seeped into the soil on nearby hillsides, according to The Weather Network.

When water is able to saturate most of the soil, the ground becomes more viscous and the soil is more likely to 'flow' downhill.

I noticed some construction appliances in the background. Maybe those had something to do with it as well ?

Yep, it seems so. That's Kuzbas (Kuznetsk Basin), see Wikipedia.

Basically, human carelessness in storing soil/clay/dump from the coal mine. Spring rains and melting snow made the upper layer of artificial dump/spoil bank move down toward nearby roads and river. A lot to clean up, enough for six months of intense work. As it turns out (again), open-cast mining is not as safe as we are supposed to believe. Fortunately no one died or was hurt.
