Is "Blue Planet Project" info or disinfo?

On _http://www.metatech.org/blue_planet_project_alien_research.html one finds a paper for download: _http://www.metatech.org/BluePlanetProject.pdf which has some alledged drawings of other creatures. I could not find a discussion of this paper on the forum and would like to ask others what they think? How much of it could be possible

. This paper must be quite a few years old by now. What he says about the reasons for cattle mutilations does not correspond completely with what the Cassiopaeans say. He thinks aliens have genetic reasons/ research reasons, Cassiopaea suggest that it is food and that the Government part of the mutilations are mostly due to a desire to cover up the alien jobs. or so I understand. In short maybe quite a lot of misses in this paper and some things which get closer.

There is lots of easily spotable disinfo in this document, osit.

The major disinfo is qualifying the aliens that seek to negatively influence human society as a "small group"- basically promoting the "Space Saviours" meme which goes against the great majority of reported abduction experiences.

His idea that the US Inteligence Community is answerable to the President is debunked by history.

Then he says that UFOs are "beyond time" and that they are controlled by an intellgence which "has total foreknowledge of human events", and yet he alleges the crashes of UFOs were caused by "an experimental radar". Surely if you had total control of space and time, and complete knowledge of human events you could have avoided a radar pulse!

The author does not explain why "accelerating the frequency of an atom" causes it to change "dimensions". He does not explain what an atom's frequency is. He says that we exist in three-dimensions, yet says the universe if "five-dimensional". Perhaps he meant we "perceive" three spatial dimensions? The sentence "They see us as their 5th-dimension and we see them as our 5th-dimesion" makes absolutely no sense.

It repeats the Krill disinfo, though, I think this is more likely a lame attempt at humor than intentional disinfo.

Well I haven't read the whole document, I only read most interesting bits and my impression was quite contrary.
I remember him saying that aliens in general (or at least those that are in contact with certain fractions of human society) are not to be trusted, that they are ruthless, that they are liars and manipulators par excellance.

There is another thing that he claims with certainty and with very little supportive evidence.
He posits that aliens are in fact afraid of humans because of their dormant ability to eventually develop psionic abilities or so called metagene factor. IMO this sounds like wishful thinking.
