People are coming to the scene of a deadly fire in Russia's Siberian city of Kemerovo to express their condolences and commemorate those, who didn't manage to escape the building devoured by the fire. Flowers and toys cover the place of the incident in remembrance of the horrifying number of innocent children who lost their lives.

​What Happened? - The first reports of the fire surfaced on Sunday afternoon; the police encircled the area and began evacuating people. The emergency services reportedly deployed some 15 fire teams, while the national center for crisis management announced that over 660 people were engaged in emergency response activities. Witnesses have insisted that fire alarms in the trade center, which was completely packed, failed to go off, causing people to panic and rush through narrow corridors in a movie theater and children’s playground, filled with black smoke; some jumped out of windows to save their lives.

The head of the city’s fire department Sergei Yakovlev said that the blaze had spread via flammable thermal insulation that complicated the process of extinguishing the inferno.

The official cause of the conflagration has yet to be determined, although reports suggest that it could have been started by a child misusing a cigarette lighter or malfunctioning electrical wires.

In an interview with the channel Rossiya 24, child ombudsman Anna Kuznetsova has suggested that the reason for the fire was negligence of security norm. "Negligence is the cause. All norms are written. But the way we treat these [security] norms is the catastrophic cause of the tragedy we have witnessed today," Kuznetsova said.

Russia’s Investigative Committee has launched a criminal investigation into the case, having reportedly arrested four suspects, including the head of the management company, servicing the shopping mall.

Speaking about the tragedy on March 26, Kremlin spokesman Dmitry Peskov stated Kremlin had no information on the causes of the fire in the shopping center.

"It would be completely wrong to talk about some versions now. You know that the Investigative Committee is working on the scene of the tragedy. In fact, only the Investigative Committee can now put forward any versions of what has happened, and it is wrong to get ahead of ourselves and talk about something now," Peskov told reporters.

The spokesman went on by saying that it was not correct to make any claims against Kemerovo Region Governor Aman Tuleyev over the fact that he reportedly had not visited the site of the tragic incident.

Recent Information From the Russian Investigative Committee - An employee of a private security company (PSC) switched off an alarm system in a shopping mall in the Siberian town of Kemerovo, where a major fire claimed lives of more than 60 people, Russian Investigative Committee spokeswoman Svetlana Petrenko said Monday.

"The issue of detention of the fifth suspect, a PSC employee who turned off an alarm system after receiving a signal about the fire, is being discussed. Serious violations were committed both during the shopping center's entry in service and in the process of its work. Fire exits in the shopping center were blocked," the spokeswoman said, as quoted in the committee's Telegram channel.

As a source in the local emergency service told Sputnik, the bodies of at least 60 of them have been recovered from under the debris.

Casualties - According to recent data, confirmed by the Russian Investigative Committee, the death toll has risen to 64 people. Earlier, a source with emergency services reported that 69 people were still missing, including 40 children.

"According to preliminary figures, a search for 41 children is ongoing," the emergency center reported.

Following the incident, local authorities have declared a three-day mourning starting Tuesday, the regional administration's spokesperson told Sputnik on Monday.

Governor Aman Tuleyev declared mourning throughout the Kemerovo region on March 27, 28 and 29," the spokesperson said.

Speaking about the accident, Russian Deputy Emergencies Minister Vladlen Aksyonov stated that up to the present moment a total of 17 victims of the deadly fire have been identified.

11-year old boy survived the deadly Kemerovo fire and was taken to hospital in serious condition, while three of his family members died in the blaze.

"We have a patient that was transported to us from the scene. It is a boy, 11, in serious condition. He jumped from the 4th floor […]. He has combined injuries, because he inhaled the products of combustion and fell from a great height: first on a canopy, then on the ground," a hospital's representative said.

"The boy's condition remains serious, but we can talk about some positive shifts," he added.

But it is definitely a sign of the time and one of the greatest tragedies Russia saw of late. :( What's more, it happened on the same day UK, US, and the rest of the lackey countries decided to expel Russian diplomats. In this sense it does feel like Russia is facing great challenges from within and without.

There was a lot of deliberate disinformation and lies spread by various psychos, that spoke about hundreds dead, and officials that hide this fact. It's all lies, and the real number remains 64. But it may go up f bit. There are still some missing.

Regardless, the whole event is horrible, and everyone is preoccupied with new developments. They demand (very justly) to punish all the responsible in the harshest way possible. It was a case of extreme and criminal negligence, and endless greed. And unfortunately it is only tip of a huge iceberg. That's what makes it even harder. Russia is a big country, and while thanks to Putin it is a ray of hope for the sane people of the World, there is a lot of crap and scum within Russia. A lot of corruption and negligence. Putin is trying to clean the mess, and there are new arrests everyday, but there is still a lot of undiscovered crap that becomes visible only after such tragedies. :(

March 28. /TASS/. Russian President Vladimir Putin continues to monitor the investigation into the Kemerovo shopping mall fire and receive information about the provision of aid to the affected, Kremlin Spokesman Dmitry Peskov said.

"During the day, he will continue to receive information about progress in the investigation into the Kemerovo tragedy and the measures being taken to provide medical help and other kinds of assistance to the affected," he noted, adding that reports would be presented to the president on Wednesday.

Peskov declined to evaluate the steps that regional authorities had taken after the Sunday fire and that were subject to strong criticism.

"I would like to point to what the president said yesterday at a meeting with members of a civic action group at the mortuary of the Forensic Examiner's Office, where they were they were checking the lists [of the victims]," the Kremlin spokesman said. "Putin said that it was inappropriate to announce any decisions and voice evaluations in front of cameras, while the main thing was to figure out what had happened," the presidential spokesman added.

Peskov also said that the final number of the fire victims would become known after the investigation was over.

"The investigation is still underway so as you understand… the final number will be made public after it is complete," he said.

The Kremlin spokesman noted that the city of Kemerovo was currently engulfed in grief. "The president went there yesterday and we accompanied him. The city is overcome with grief, so it is only natural that under the circumstances, rumors are spreading fast but people have the right to ask questions," Peskov stressed. He said that the activities of the civic action group were aimed at dispelling the rumors about the victims number. "You can see that the president promptly arranged visits to the mortuaries so that people could see for themselves," the Kremlin spokesman added.

The rooftop of a condominium in the Chechen city of Grozny became engulfed in flames Monday, prompting the evacuation of more than 200 people.

According to Russian media reports, the fire was said to have spread across 300 square meters, which appear on photos to be the building's entire rooftop.

​Some 155 firefighters, 14 vehicles and 44 various pieces of equipment were dispatched to the scene; the firefighters managed to extinguish the flame a couple hours ago.

​"The fire has been extinguished, the spread of fire has been prevented," says Chechnya Emercom head Ruslan Yakhyaev. "The fire area was 300 square meters. The apartments sustained no damage."

Yakhyaev said that the flats will be thoroughly inspected; after that, the people would be either allowed to return to their homes or will be temporarily put in nearby hotels. According to preliminary reports, no one was injured in the fire.

This isn’t war, it’s not an unexpected methane explosion at a coal mine. People came to relax, children. We’re talking about demography and losing so many people,” Putin angrily told officials.

“Why? Because of some criminal negligence, because of slovenliness. How could this ever happen?,” he added. “The first emotion when hearing about the number of dead and dead children is not to cry but to wail. Opposition leader Alexei Navalny called on people to attend a protest event later on Tuesday in Moscow.

RAW ANGER - Public anger in Kemerovo was reflected in protesters’ placards. “How many victims are there really,?” read one, while another suggested corrupt officials had taken a bribe to sign off on the mall’s fire safety. “Vova and Aman to prison!” read another banner, referring to Putin and the local governor.

One senior regional official, Sergei Tsivilev, got down on his knees to apologize to the crowd.

Natalia and Sergei Agarkov, whose two children were killed in the tragedy along with their grandmother stood on the square holding photographs of their dead loved ones.

“Masha was 10, Kostya was eight,” Sergei told Reuters. “Masha ... was really good at sport. She should have ran out, but everything was locked. I identified them yesterday. I didn’t see Kostya, but recognized him by his little boots.”

Alexander Bastrykin, head of Russia’s Investigative Committee, which handles major crimes, told Putin the fire alarm system in the mall had been out of order since March 19 and that a security guard had not turned on the public address system to warn people to evacuate the building.

He said five people had already been detained, including the owners and lessees of outlets inside the mall.

Replying to Putin, Bastrykin said: “Most of the staff ran away and left children and parents and their children to their fate.” “Those workers who should have been responsible for people’s safety, for organizing an evacuation, they were the first to run away,” he said.

“Serious violations (of the law) took place when the mall was being built and when it was functioning. The fire exits were blocked,” Svetlana Petrenko, a spokeswoman for the investigative committee, said in a statement.

She said investigators, who have opened a criminal investigation into the blaze, were looking into other possible violations too.

Emergency services said they had extinguished the blaze, but later said it had reignited in places, and that rescuers were struggling to recover bodies beneath smoldering rubble.

It was unclear if any people were still unaccounted for. Veronika Skortsova, the health minister, said from the scene that 11 people were in hospital, including an 11-year-old boy who was in a serious condition. Russian media said the boy had leapt from a window and that both his parents had been killed.

Earlier a Ukrainian phone prankster known as Evgeny Volnov posted an audio recording on his Youtube channel, featuring him calling morgues in Kemerovo and, posing as an EMERCOM official, inquiring about the availability of "free room" there.

When the employees at the first morgue he called told Volnov that their facility could accommodate no more than 100 bodies, he told them that they’re about to receive "over 300 corpses", prompting the shocked morgue employees to reply that according to the information available to them the number of Kemerovo fire victims ranges from 60 to 70.

Volnov’s phone calls resulted in him "misleading the relatives of the dead and injured," the Investigative Committee representative said, adding that the prankster’s actions will be subjected to a thorough legal assessment.

"The investigation should be as objective as possible, as usual, but it should be as transparent as possible in this case… Of course, all versions must be checked," Putin told the Investigative Committee head Alexander Bastrykin and Health Minister Veronika Skvortsova, who presented a report to the president on the measures taken to eliminate the consequences of the tragedy and to investigate its causes.

Putin stressed it was very important for everyone to understand that the investigation will draw conclusions based on the norms of the law, and regardless of any official position of any of the people involved in this tragedy.

Putin also instructed Bastrykin to meet with the victims of the fire and the relatives of the deceased and to avoid any delays of the investigation.

Charges Connected With the Case - Meanwhile, a court in the Siberian city of Kemerovo on Wednesday arrested Nadezhda Suddenok, the manager of the Zimnyaya Vishnya shopping mall in the Russian city of Kemerovo, where 64 people died in a huge fire, a Sputnik correspondent reported from a courtroom.

"To order a detention of Suddenok for one month and 29 days until May 25," a judge said.

The defendant said she would appeal the ruling.

The court is now expected to issue rulings for other defendants in the case, including a technical director of a company that owns the shopping mall and a security guard, who, according to the Russian Investigative Committee, turned off the public address system in the shopping center.

Fire Safety Checks - Speaking about fire safety checks at the shopping mall later in the day, head of the Russian Investigative Committee Alexander Bastrykin stated that they were likely to have been carried out improperly.

We are focusing on the responsible supervisory structures and bodies, how they carried out regular checks since the mall opened… There are reasons to believe that this was done, to put it mildly, in an improper way," Bastrykin said.

The Investigative Committee is studying all the documents signed between supervisory bodies and the Zimnyaya Vishnya mall's management, Bastrykin noted. He went on to add that investigators were also working with the city’s administration, focusing on officials responsible for issuing permits for the mall’s use.

"We are questioning them," Bastrykin added, in reference to these officials.

The fire began on the top floor of the shopping mall on Sunday, when the center was packed with visitors, including many children. As of Wednesday, the bodies of 64 people have been found, while 14 people are hospitalized.

Five People Arrested - The initial stage of the investigation showed that the automated fire alarm system had not been working properly for a week by the time of the tragedy. A shopping mall security guard turned off the warning system.

The five people detained by the court include the technical director of the company that owned the shopping mall building, the person who leased the space where the fire most likely started, two members of the company that was responsible for the alarm system maintenance, including its director, and a security guard who switched off the alert system.

Russian billionaire Denis Shtengelov, who helped fund the construction of the shopping mall, is planning to return to Russia, the press service of his company Konditerus Kom told Sputnik, without providing the exact dates.

The local authorities have warned that they are still looking into all requests from families and the number of victims might be revised up.

Head of Russia's Investigative Committee Alexander Bastrykin will meet the families of the victims on Saturday and personally check how the investigation is moving forward.

Mourning - The first funerals were held on Wednesday: a 27-year-old Anton Mukhin and his five-year-old son Ratibor, 37-year-old foreign language teacher Tatiana Darsalia, Nadezhda Agarkova and her two grandchildren.

Wednesday was declared the day of mourning in Russia. People in various cities across Russia have been coming to memorials, either spontaneous or organized by the local authorities, since Monday.

In Kemerovo Region, a three-day mourning period was declared from Tuesday through Thursday. The flags are at half-mast on all administrative buildings, all entertainment events have been canceled.

People in other countries have honored the memory of the victims as well: in Lithuania and Lebanon air balloons were launched into the sky, while in Greece, politicians, ministers and diplomats left notes in the book of condolences.

Latvian Minister of the Interior Edgars Rinkevics visited the Russian Embassy in Riga and left a note in the book of condolences. In addition, Riga authorities want to send money to the families who lost their loved ones in the fire in Kemerovo, City Mayor Nils Usakovs said.

The residents of Tiraspol in the self-proclaimed republic of Transnistria have been bringing flowers, candles and soft toys to the building of the Russian Consulate.

Head of Russian Investigative Committee Alexander Bastrykin instructed investigators to analyze the work of firefighters during a fire in a shopping mall in Kemerovo at the request of the relatives of victims, according to the Committee’s official representative Svetlana Petrenko.

"Following requests, Alexander Bastrykin gave a number of specific instructions to the investigation team to thoroughly analyze all information received from the relatives of the victims. In particular, claims to the work of emergency services," Petrenko said.

The Russian Ministry of Emergency Situations told TASS that the shopping mall in Kemerovo was recognized as a dilapidated building after the results of the survey.

Earlier the Central District Court of Kemerovo detained former Head of the region’s building inspection office Tanziliya Komkova for a month and 25 days. According to the Investigative Committee, she was supposed to take measures to ban the operation of the unwarranted construction - the shopping mall building.

Russian President Vladimir Putin phoned Sunday Aman Tuleyev, the former governor of the Kemerovo Region, who has voluntary resigned from his post, and thanked him for his longtime service as the region's head, Kremlin spokesman Dmitry Peskov said.

Aman Tuleyev has been in charge of the Kemerovo Region since 1997. His current mandate was due to expire in 2020. Tuleyev is stepping down as governor of Kemerovo Region before the expiration of his tenure, the administration official told Sputnik earlier in the day.

The resignation comes a week after a fire broke out in the "Zimnyaya Vishnya" ("Winter Cherry") shopping mall in the Russian city of Kemerovo. According to the Russian Emergencies Ministry, 64 people including 41 children were killed.

Aman Tuleyev said in a video address that he had done his best as the head of the region and once again expressed his profound condolences to the relatives of the "Zimnyaya Vishnya" mall fire victims.

I have met with the families of the victims, tried to solve the problems with delivering assistance [to the victims and their families]. I once again express my deep condolences. Following the video address, the Kremlin issued a statement, saying that Russian President Vladimir Putin had accepted the resignation of Tuleyev, appointing Sergei Tsivilev the region's provisional governor.

On Thursday, Russian media outlets reported that the Russian authorities had decided not to execute a demonstrative dismissal of Aman Tuleyev right after the deadly incident in the shopping mall, saying that governor might leave his office later.

On Saturday, a court in the Kemerovo Region ordered the detention of the former head of the regional construction supervision authority, Tanzilia Komkova until May 25 over the case of the recent deadly shopping mall fire.

Police officials charge Komkova with abusing her authority by granting permission to open "Zimnyaya Vishnya" mall to the public despite knowing that the shopping compound had been constructed illegally, violating many fire safety norms. A total of seven people have been arrested so far.

Russian Health Minister Veronika Skvortsova said Friday, that two hundred people have asked for psychological assistance over the past few days in the wake of the tragedy that claimed the lives of 64 people last weekend.

Meanwhile, the majority of Russians blame the owners and managing staff of the shopping center for the deadly blaze in the Siberian city of Kemerovo, a survey conducted by the Russian Public Opinion Research Center (VTsIOM) said on Friday.

"Yulia Bogdanova, the director general of Kemerovo Confectionery Plant was detained today… She is to be charged with… violation of safety rules, which caused two or more deaths," the Committee’s spokeswoman, Svetlana Petrenko, said on Telegram.

"We are disclosing anything and everything [to the public] that can be divulged and even more than that. I talked to the Investigative Committee today, and additional witnesses have been found. [The Investigative Committee] will bring you everything that can be disclosed, so that there aren’t two ways to explaining [anything], whether they closed the door or not and so on. Nevertheless, the investigation still has the dimension of secrecy," the plenipotentiary representative said.

Menyailo added that Chairman of the Investigative Committee Alexander Bastrykin would come to Kemerovo in a few days. He also reiterated that "a very experienced group of criminal experts" is working in the city.

April 4. /TASS/. Up to 15 shopping malls have been closed after the start of a prosecutor’s investigation in Russia, spokesman for the Russian General Prosecutor’s Office Alexander Kurennoy said in an interview with the Govorit Moskva radio station.

"Some shopping malls have already been ordered to be closed before violations are removed. There are several of them, dozens, about 10-15," he said. "I cannot name the regions, but there may be some in the Urals area. Probably, Yekaterinburg and Novosibirsk," Kurennoy added.

The investigation of all Novosibirsk shopping malls has revealed 30 centers in which fire safety requirements were violated. The absence of any signs and cluttered evacuation routes, as well as flammable objects, along with failed fire extinguishing and alarm systems, were named among the most widespread violations.

A blaze at a Moscow shopping center has left one employee dead and several people injured. It comes less than two weeks after the tragic mall fire in the Siberian city of Kemerovo which claimed the lives of more than 60 people.

The fire started at the 'Perseus for Children' shopping center on Wednesday afternoon, in a storage room on the top floor of the six-story building. It then quickly spread, triggering an evacuation of some 600 people, while 20 had to be rescued by firefighters.

One person who worked at the mall, which specializes in children’s goods, was killed as he missed the direction to the fire exit, the head of Moscow emergency services, Ilya Denisov, later said. Three rescue workers were also injured while tackling the fire. It took firefighters more than one hour to extinguish the blaze.

Dozens of firefighters tackled a huge blaze in a toy store in Siberian city of Tyumen on Thursday. No injuries have been reported in the fire at Rich Family store. Yuri Alyohin, Head of Tyumen Region’s Ministry of Emergency Situations, said, “The building belongs to the wholesale store where baby stuff and toys as well as furniture and clothes were sold. Fire brigades arrived to the scene at 22:20 (local), five minutes after the callout. The fire occurred in the far corner where warehouses were located. It was difficult to detect a source the fire.”

"According to investigators, Sergei Genin headed a gas and smoke protection unit during the operation to combat the shopping mall fire," she said. "He entered the burning building alongside his unit members and was informed that a large group of people were trapped in a movie theater on the fourth floor, while nearby stairs were the shortest way to reach them," Petrenko added.
