Not sure what to even think about this other than it is absurd. A lot could be done with the topic though, sheep getting passports! Sounds vaguely familiar. LOL. And looks like cows are next in line. Is this effective tracking of livestock or more control, control, control? I mean, where would they keep it? Do these sheep wear trousers? 
Or is it completely digital, i.e. RFID, which might tie into future increased efforts at chipping human population? Interesting RFID is not mentioned at all, if so.
I can see the story now:
'We had considerable success providing sheep and cows with passports, not a single one escaped our purview; all illnesses were identified and dealt with appropriately. We fully expect our sheeple and human-cattle chipping program to equally go off without a hitch.' says some talking head somewhere.
The article does not clearly state what it means by passport, indeed there is not too much to the article at all, but thought it was interesting and worth posting.
Perhaps its 'Don't Panic Lighten Up' material but there is certainly a strange/disturbing element, OSIT, as well. I wonder what the cost is and how they could possibly justify 'benefits'? Will look around online a bit more to see if any other information.

Kyrgyzstan is about to launch a program that will issue passports to millions of residents of the largely rural country—its 4.25 million sheep. "From their birth to their slaughter, it will be possible to recognize a sheep's pedigree by using laser scanning," the first deputy PM told parliament. Another government official likes the idea so much he wants it extended to cows, AFP reports. Sheep are vital to the economy of the mountainous country, which has a human population of about 5 million.
