But I’ve never heard of the idea. I mean maybe that would make sense as far as ghosts haunting a place for hundreds of years, that they are trapped there and can’t escape.
How would we know? Other than talking to people on the other side we could all be potentially trapped in the Mega Death cycle then. I don’t think the C’s have entertained that idea, I could be wrong though. Did you use the search to see if anything came up?

I have not heard of this ever before. I'm not sure why STS would target one particular soul over many incarnations to torture, as you suggest, or what a soul could do to warrant such effort, and revenge from such beings.
I think this would, in a way fast track the souls progress.
Remember, STS want the "low hanging fruit" - easily obtained negative energy, with as little effort as possible.
My wild guesses as to what would happen to the soul would be that it eventually learns to :
Either way, in the end, STS lose, and the soul would end up more resilient, and more easily able to resist and evade STS
I think this would, in a way fast track the souls progress.

- Transition to 5D quick enough to avoid STS from interfering
- Choosing life paths and actions that increase FRV that grant it less susceptibility to STS interference to the point where 5D could be reached
- Become used to the torture, producing less negative energy as the previous incarnation, thus becoming a less interesting target
Either way, in the end, STS lose, and the soul would end up more resilient, and more easily able to resist and evade STS

Where did you hear this? What is your source on this info? I do not recall such a thing coming from C's session or any research here.
I never heard of it.
Probably, they can punish many ways using our programs and manipulating the body chemicals. Ex: abducting and putting trigger mechanisms Laura mentioned in Wave series. But, that is one in body.
I don't think 4D STS has any control over who reincarnates in which body. They can program people in 3D, if the program has very LASTING effect on them, that individual soul may choose to be born according to their free will. BUT, once soul is in 5D, they have SO much opportunity to see the drama, they can EASILY choose NOT to reincarnate. there is nothing 4D STS can do.
That is possible, if soul didn't go to 5D and hang around in 3D "neighborhood" ( I mean real "Ghosts" not soul imprint iterations) out of ignorance. But, there are many "means" 5D "relatives" can intervene and try help the situation.
I read some cases, where 3D living person is adducted and soul is moved to the physical bodies of incubating "hybrids" for torturing and programming purpose. But, those cases very small I think. Recently C's mentioned that these hybrids are only few millions. That is a small number compared with world population.
I don't think that is so easy. 4D doesn't want 3D body as 3D is very limiting. In 4D, they have variable physicality, so I guess they can rejuvenate the body. But, that also needs LOT of energy from some where ( suffering from 3D as their connection to 7D is severed because of their intense entropy). At the end 4D STS also has 5D soul, it is their 5D soul decision that dictate whether go to 5D or not. Interestingly, C's mentioned 4D STS life span as 800 to 2000 earth life years. So, I guess there is a mechanism to limit all these methods.
torture can take many forms - physical, mental, emotional etc. as long the person chose to be ignorant or not asking for help.
