New Delhi, April 27, 2007 - Union Health Ministry is reported to have decided to to turn Delhi and Mumbai smoke free. The govt. is strict to apply the ban by 2009.

"Both cities are expected to prohibit smoking in public places, including workplaces, by 2009. We want to protect the people from the harmful affects of secondhand smoke," said Bhavani Thyagarajan, Joint Secretary in the Ministry of Health and Family Welfare.

Though under the anti-tobacco laws, smoking in public places is banned, the government wants to ensure that the act is strictly enforced. "Airports and restaurants could add separate rooms for smoking," she said.

Making the announcement at the first-ever journalist 'boot camp' on cancer and tobacco, she said the new measure means Mumbai should be smoke-free by the time it hosts the 2009 world conference on tobacco or health, one of the world's foremost conferences on tobacco control.

"The Commonwealth games are set in Delhi in 2010. We are hopeful that we will be able to implement the law strictly by this time in the two cities," she said at the event organised by the American Cancer Society (ACS) and the US centres for disease control and prevention foundation.

The central government is talking to the two state governments for ensuring that the laws are implemented.

According to pat felts, the ACS Deputy Chief Operating Officer, similar initiative of making Washington D C smoke-free was taken by the cancer control community last year when the international conference was held there.

Central government is already planning to set-up a regulatory authority for the effective implementation of anti-tobacco laws.

I don't understand these people's limited thinking! We can't smoke because its unhealthy to inhale the smoke, yet they have factories, vehicle exhaust, field burning, purfume's that knock you flat when someone walks by, (ok, so it's not deadly, but it does stink) and THOSE are alright to breathe.

While not related to this story exactly, an example of the efficacy of the programming was made very clear to me a while back.
I was standing at an intersection waiting for the light to change.
I had just lit a cigarette in anticipation of ducking down an alley to a park away from the backed up traffic.
A woman with a baby in a stroller walks up beside me and wrinkles her face in disgust at my smoke.
In a deliberate and dramatic fashion she turns her baby away from me.
So obsessed with my tobacco, she fails to notice that she has turned her baby’s face almost parallel to the tailpipe of an idling Escalade as the massive, dripping tailpipe spewed exhaust all over the poor little kid.

It was like complaining about somebody taking a pee while you both stand in waist deep sewage.

your scientists have overlooked the obvious when they

Microscopic Pollution May Trigger Heart Attacks And Strokes By Spurring Blood Clots

Science Daily — It was a murder mystery playing out in major cities across the country and perplexing scientists. Thousands of people were dying from strokes and heart attacks within 24 hours of a spike in microscopic pollution -- tiny particles that spew from the exhaust of diesel trucks, buses and coal-burning factories.

But scientists didn't have a smoking gun. They couldn't figure out why the pollution was triggering the deaths. All they had to go on was a vague lead: the particles -- too small to be filtered by the nose or mouth -- caused inflammation of the lungs. But what was the link between particles trapped in the lungs to the strokes and heart attacks?

New research from the gumshoes at Northwestern University's Feinberg School of Medicine has solved a key piece of the mystery. The study identifies how these tiny pieces of soot -- called particulate matter air pollution -- kill people at risk and tells how they can protect themselves from these pollution-related strokes and heart attacks.

Northwestern researchers have discovered that this microscopic air pollution -- smaller than 10 microns or less than one-tenth of the diameter of a human hair -- spurs hyperclotting of the blood. The study found that lungs inflamed by the pollution secrete a substance, interleukin-6, which causes an increased tendency for blood to coagulate or clot. This raises the risk of a fatal heart attack or stroke in people with cardiovascular disease such as coronary artery disease, congestive heart failure or a history of stroke.

Previous epidemiological research has linked the pollution to cardiovascular death and disease, but this is the first study to show how it actually happens in an animal model.

"This is a critical missing piece of the puzzle that has eluded scientists for decades," said Gokhan Mutlu, M.D., lead author of the study and assistant professor of pulmonary and critical care medicine at the Feinberg School, and a physician at Northwestern Memorial Hospital. "Now we know how the inflammation in the lungs caused by air pollutants leads to death from cardiovascular disease."

People at risk can probably help protect themselves by taking low-dose aspirin to keep their blood thin, Mutlu said.

Mutlu collaborated on the study with co-authors Scott Budinger, M.D. associate professor of pulmonary and critical care medicine, and David Green, M.D., professor of hematology and oncology, both at the Feinberg School and physicians at Northwestern Memorial Hospital.

The paper will appear on-line Sept. 20 in the Journal of Clinical Investigation and will be published in the print issue October 1.

In the study, researchers used particles of pollution collected by the United States Environmental Protection Agency, mixed them into a saline solution and injected the pollution cocktail into the lungs of mice. The blood of the mice exposed to the pollution clotted faster than mice not exposed. Researchers observed a 15-fold increase in interleukin-6 24 hours after the mice were exposed to the pollution.

In people, interleukin-6 also raises the levels of a substance called CRP, which is correlated with death from cardiovascular disease.

Particulate matter pollution is highest near expressways or truck routes. It's hard for commuters to escape. People are exposed to the pollution inside a car (even with the windows rolled up), a train or walking outdoors, Mutlu said. The only safe location with lower levels is indoors.

People with previous blockages in the coronary or carotid arteries are at the highest risk. "It's important to get screened to see if you have one of these conditions. If so, when there are high levels of particulate matter, you should try to stay indoors and limit your exposure to the outside air," Budinger said.

Exercising hikes the risk because it floods the lungs with more polluted air. "If you're sitting down, the amount of air you get into your lungs is about five to six liters per minute, but if you're running the amount is 20 to 25 liters," Mutlu noted. "If you're close to an expressway, you're actually breathing more particulate matter into your lungs."

The doctors also warned that heart attacks and strokes occur at relatively low levels of particulate matter pollution. "We haven't found a safe level yet," Mutlu said. He hopes the study helps encourages the EPA and local regulators to reduce the limits on particulate matter levels.

The American Lung Association State of the Air: 2007 report said the most "ominous trend" in air pollution is the increase in particle pollution, particularly in the eastern United States. Among the metropolitan areas, Los Angeles has the most year-round particle pollution. Chicago ranks 11; New York, 17 and Washington D.C., 20. All received an "F" or failing grade for their pollution , which was in excess of the EPA annual average limit of 15 micrograms per cubic meter.

The risk of dying from a heart attack or ischemic stroke jumps a whopping 30 percent with each additional 10 micrograms of pollution.

While the current Northwestern study looked at the acute effects of this microscopic pollution, Mutlu also has begun to research its long-term exposure on cardiovascular health. He is piping air on the street from Huron and Lake Shore Drive in downtown Chicago into a chamber with mice. Over the next several years, he will examine the effect of breathing this air on the mice's cardiovascular health.

The National Institute of Environmental Health Sciences supported the study.

Just thought that these 2 might be related. 13 years from 1994 is 2007. Interestingly enough, VISA a few years ago started experimenting with putting RFID chips into some of their credit cards to make swiping cards unnecessary, you just wave it in front of an electronic scanner:

There was an interesting comment in the above article by a reader:

OK so yesterday I stood in line to check out thought of all those commercials... Stop watch in handy watch. result: CC payments took average of 28 seconds... cash 22.. granted VERY small sample size.. 6 customers. But, looks like cash is still faster. And costs merchants less... no wonder slow adoption.

I actually saw a commercial a few days ago (that the above commenter is probably referring to, among others) that showed people taking forever using cash, and then everybody was upset with them, and then a bunch of people started using that VISA RFID card and they were flying by really fast and everyone loved them for it. So interesting, if the commenter above is right, this is definite evidence that the RFID tag is NOT being adopted because of how fast/convenient it is. So then the question becomes, well why then? What's the use?

Note that this is only 3 months after 911. Coincidence? At the end of the article the author wraps it up with,

Politicians, government-workers, corporate-types, anyone afraid of being kidnapped, anyone afraid of terrorists, anyone that sees the benefit of never carrying cash or credit cards, EZ-Pass or ID, will offer up their arms to microchips. They will want to be found. They will want the convenience. They will want to feel safe. They will want to know where they are. They will want to know someone is watching over them.

Clearly, not a coincidence. 911 was used to "push" the RFID technology into public use, using terrorism as the "justification". But what the author doesn't seem to realize, is it's all a lie, an old plan that is being carried out now, and happening in different but related areas simultaneously.

So here is the current list of "currently separate" directions that RFID is taking, which are clearly going to converge in the near future.

1. VISA using RFID tags for credit card payments.

2. VeriChip using them for "medical reasons".

3. Now medical reasons is interesting. I work for the biggest medical software company in US, Meditech. 2 months ago they switched to using RFID-implanted work ID cards. So you can just wave (as opposed to swipe, which was just as easy) to get in the door, if you're in before official work hours (earlier than 9, cuz after 9 door is open).

Again, not surprisingly, they are using 911 all over that article as the "argument" for putting RFID into licenses.

However the sickness probably comes more from them not being able to control their desires then the actual smoking. Some smokers don't get sick as they don't smoke as a means of escape. A recent vote in Congress endorsing standardized, electronically readable driver's licenses has raised fears about whether the proposal would usher in what amounts to a national ID card.

In a vote that largely divided along party lines, the U.S. House of Representatives approved a Republican-backed measure that would compel states to design their driver's licenses by 2008 to comply with federal antiterrorist standards. Federal employees would reject licenses or identity cards that don't comply, which could curb Americans' access to everything from airplanes to national parks and some courthouses.

The congressional maneuvering takes place as governments are growing more interested in implanting technology in ID cards to make them smarter and more secure. The U.S. State Department soon will begin issuing passports with radio frequency identification, or RFID, chips embedded in them, and Virginia may become the first state to glue RFID tags into all its driver's licenses.

"Supporters claim it is not a national ID because it is voluntary," Rep. Ron Paul of Texas, one of the eight Republicans to object to the measure, said during the floor debate this week. "However, any state that opts out will automatically make nonpersons out of its citizens. They will not be able to fly or to take a train."

Paul warned that the legislation, called the Real ID Act, gives unfettered authority to the Department of Homeland Security to design state ID cards and driver's licenses. Among the possibilities: biometric information such as retinal scans, fingerprints, DNA data and RFID tracking technology.

Proponents of the Real ID Act say it adheres to the recommendations of the 9/11 Commission and is needed to frustrate both terrorists and illegal immigrants. Only a portion of the legislation regulates ID cards; the rest deals with immigration law and asylum requests. "American citizens have the right to know who is in their country, that people are who they say they are, and that the name on the driver's license is the real holder's name, not some alias," F. James Sensenbrenner, R-Wisc., said last week.

"If these commonsense reforms had been in place in 2001, they would have hindered the efforts of the 9/11 terrorists, and they will go a long way toward helping us prevent another tragedy like 9/11," said House Majority Leader Tom DeLay, R-Texas.

Now the Real ID Act heads to the Senate, where its future is less certain. Senate rules make it easier for politicians to derail legislation, and an aide said Friday that Sen. Patrick Leahy, the top Democrat on the Judiciary Committee, was concerned about portions of the bill.

Sen. Dianne Feinstein of California, the top Democrat on a terrorism subcommittee, said "I basically support the thrust of the bill" in an e-mail to CNET News.com on Friday. "The federal government should have the ability to issue standards that all driver's licenses and identification documents should meet."

"Spy-D" cards?
National ID cards are nothing new, of course. Many European, Asian and South American countries require their citizens to carry such documents at all times, with legal punishments in place for people caught without them. Other nations that share the English common law tradition, including Australia and New Zealand, have rejected such schemes.

A host of political, cultural and even religious concerns has prevented a national ID from being adopted in the United States, even during the tumultuous days after the Sept. 11, 2001, attacks that ushered in the Patriot Act.

Conservatives and libertarians typically argue that a national ID card will increase the power of the government, and they fear the dehumanizing effects of laws enacted as a result. Civil liberties groups tend to worry about the administrative problems, the opportunities for criminal mischief, and the potential irreversibility of such a system.

Some evangelical Christians have likened such a proposal to language in the Bible warning "that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name." That mark is the sign of the "end times," according to evangelical thinking, which predicts that anyone who accepts the mark will be doomed to eternal torment.

Those long-standing concerns have become more pointed recently, thanks to the opportunity for greater tracking--as well as potentially greater security for ID documents--that technologies such as RFID provide. Though the Real ID act does not specify RFID or biometric technology, it requires that the Department of Homeland Security adopt "machine-readable technology" standards and provides broad discretion in how to do it.

An ad hoc alliance of privacy groups and technologists recently has been fighting proposals from the International Civil Aviation Organization to require that passports and other travel documents be outfitted with biometrics and remotely readable RFID-type "contact-less integrated circuits."

The ICAO, a United Nations organization, argues the measures are necessary to reduce fraud, combat terrorism and improve airline security. But its critics have raised questions about how the technology could be misused by identity thieves with RFID readers, and they say it would "promote irresponsible national behavior."

In the United States, the federal government is planning to embed RFID chips in all U.S. passports and some foreign visitor's documents. The U.S. State Department is now evaluating so-called e-passport technology from eight different companies. The agency plans to select a supplier and issue the first e-passports this spring, starting in Los Angeles, and predicts that all U.S. passport agencies will be issuing them within a year.

The high-tech passports are supposed to deter theft and forgeries, as well as accelerate immigration checks at airports and borders. hey'll contain within their covers a miniscule microchip that stores basic data, including the passport holder's name, date of birth and place of birth. The chip, which can transmit information through a tiny included antenna, also has enough room to store biometric data such as digitized fingerprints, photographs and iris scans.[b/]

Border officials can compare the information on the chip to that on the rest of the passport and to the person actually carrying it. Discrepancies could signal foul play.

In a separate program, the Department of Homeland Security plans to issue RFID devices to foreign visitors that enter the country at the Mexican and Canadian borders. The agency plans to start a yearlong test of the technology in July at checkpoints in Arizona, New York and Washington state.

The idea is to aid immigration officials in tracking visitors' arrivals and departures and snare those who overstay their visas. Similar to e-passports, the new system should speed up inspection procedures. It's part of the US-VISIT program, a federal initiative designed to capture and share data such as fingerprints and photographs of foreign visitors.

A "Trojan horse"
The legislation approved by the House last Thursday follows a related measure President Bush signed into law in December. That law gives the Transportation Department two years to devise standard rules for state licenses, requires information to be stored in "machine-readable" format, and says noncompliant ID cards won't be accepted by federal agencies.

But critics fret that the new bill goes even further. It shifts authority to the Department of Homeland Security, imposes more requirements for identity documents on states, and gives the department carte blanche to do nearly anything else "to protect the national security interests of the United States."

"In reality, this bill is a Trojan horse," said Paul, the Republican congressman. "It pretends to offer desperately needed border control in order to stampede Americans into sacrificing what is uniquely American: our constitutionally protected liberty."

Unlike last year's measure, the Real ID Act "doesn't even mention the word 'privacy,'" said Marv Johnson, a lobbyist for the American Civil Liberties Union.

"What I think the House is planning on doing is attaching this bill to tsunami relief or money to the troops," Johnson says. "When they send it to the Senate, the Senate will have to either fish or cut bait. They can approve it or ask for a conference committee, at which point the House can say 'they're playing games with national security.'"

In response to a question about a national ID card, White House spokesman Scott McClellan told reporters on Friday that "the president supports the legislation that just passed the House." McClellan pointed to a statement from the White House earlier in the week that endorsed it.

Another section of the Real ID Act that has raised alarms is the linking of state Department of Motor Vehicles databases, which was not part of last year's law. Among the information that must be shared: "All data fields printed on drivers' licenses and identification cards" and complete drivers' histories, including motor vehicle violations, suspensions and points on licenses.

Some senators have indicated they may rewrite part of the measure once they begin deliberations.

Sen. Jon Kyl, R-Ariz., chairman of a terrorism subcommittee, is readying his own bill that will be introduced within a few weeks, spokesman Andrew Wilder said on Friday. "He has been at work on his own version of things," Wilder said. "Senator Kyl does support biometric identifiers."

In relation to all this worldwide monetary control I am wondering about the rest of the world in areas such as Africa, Asia or South America where the infrastructure is not in place. The US and most of Europe are more than ready for this but what about the rest?

Keep in mind that with computers and satellites, VISA information is replicated globally,
regionally, and locally so that the information saved/retrieved will be nearly instantaneous.
This is done in this way so that if one server/cluster is taken out, others will take its place.
All computer systems will all operate 24/7.

With redundancy implemented, it should be no problem forcing others to 'get in line'. Those
who do not have it, will either join or starve. It is that simple really. The real question is, will
everyone be "authorized" to get an ID? This is how they gain total control of your assets/credit

Interesting this, because its saying the number of a "certain man", I think it means - not a specific person, but a certain type of man, and that his number is 666/Visa. Of course its written in old language where man means people of both sexes. When it says "his number is", its like saying "his identity is", so in a way its like saying people will become the beast, there won't be any difference between the people and the beast, they will be part of it - they will have to conform to its rules so tightly that they will have no room to be anything other than the beast/666/Visa.

Edit/additon: It seems to me that this kind of outcome is very likely for a 3D STS planet, its our selfishness which gets us into it. I think if we were more considerate of others, and less about trying to get things for ourselves, we would have a better chance of seeing the bigger picture, and we would know the true value of things. What I mean is we wouldn't be prone to temptation, like, oooh won't it be easier for "me" to have a chip, or a stamp on my hand. We would think more about how it would affect people as a whole.

"The Book of Life". You can tie this number to your personal information, your medical records,
