We are almost at the point where the control becomes overt as the Cs said. The PTB are still trying to frame themselves as the good guys saving the planet while doing everything they can to reduce the human population. That's a tall order as many people can still see. But there are those who will not see and love the darkness it seems. There's a whole state-driven Wetiko dynamic that is strong right now. The PTB/psychopaths and those who are fooled by them literally see normal people as the evil ones while being so blind to their own blindness - out of fear (of the truth?).
