outer rim/smaller fish bankers are in the know for the need of bunkers?

The investigators of the BPN (Portuguese Bank of Business) case made an uncommon discovery: a bunker in a homestead owned by Oliveira e Costa in Vidigueira, where video cameras taped every move made. The news appeared in the weekly newspaper Sol.
In the bunker, where one part was already built and another was still in project, the employees, was said, had chips in their uniforms, like in a James Bond movie, the weekly newspaper said.
Oliveira e Costa ordered the construction of the bunker in the Paço dos Infantes homestead, in Vidigueira, a place where it was once projected one of the biggest tourism investments made by the BPN in the lower Alentejo region.
With about 100 square meters and prepared to integrate an ultramodern surveillance and security system, this bunker, that was discovered, didn’t reached completion.
The authorities only noticed it, when during the recent searches made in the homestead, they discovered the entrance to this “shelter” that was flooded due to recent rain, the newspaper refers.
For now, the reasons that lead the ex-banker (detained preventively from the past 21st of November) to build the bunker are unknown.

Oliveira e Costa was part of the Portuguese government from 1985 to 1991 has secretary of state for fiscal matters. From there he went to the European Bank of Investments representing Portugal, returning for Portugal in 1994 to occupy the presidency of Finibanco (a private bank). In 1998, he left Finibanco and assumed the presidency of Portuguese Bank of Business, applying a strategy of aggressive growth, investing in varied sectors of activity, from cement to polymers.
He was recently detained for suspicions of fiscal fraud, laundering of capitals and swindling, under the alleged irregularities that lead to the collapse and recent nationalization of BPN.

Could this be a sign of the knowledge that bankers, even thought the ones that could be considered the "small fish/outer rim", in this particular case because he is a public figure and appears to the fall guy in the mentioned irregularities that sprouted form the BPN (Portuguese Bank of Business) irregularities, could have about the working hypotheses that is shared here in this forum, the coming global cataclysmic events.

There is another explanation for this that I reed in a commentary in the original article, that it was a kind of prototype bunker that a security company with ties to the BPN was constructing for purposes of testing and so on.

But with what we know on the afore mentioned working hypotheses one wonders.
