the "who?" is Graham Spanier, the President of Penn State, where the buck stops, and the ball dropped. Many are complicit in this scandal; the fact that the assistant coach, McQuery who actually witnessed Sandusky sodomizing a 10-yr old boy "fulfilled his legal obligation", yet remained silent to authorities (police), as of yesterday, is STILL an assistant football coach at Penn State!
There was also a janitor (temp employee) who witnessed a different victim being molested by Sandusky, yet didn't report it to authorities, but did report it to his supervisor, who remained silent.
The Grand Jury's timeline gives a sense of who knew what when, and indicates the web of silence which resembles the Catholic Church.

The timeline raises many questions about the neglectful silence of all involved, whether it was to protect Penn State's image, Paterno's phenomenal coaching career or shelter Sandusky from prosecution, or all of the previous. Regardless, they all failed to protect the children who were lured to this child predator's "lair".

According to the timeline, investigation didn't begin until 2009 after victim 1, from Clinton County H.S., came forward. Sandusky was a volunteer full time coach there. Victim 1 is actually one of his last known victims, but was the first one reported to authorities by the high school's head football coach that finally prompted an investigation which would reveal earlier victims while at Penn State(The Second Mile program) going as far back as 1994.
The student riot that occurred after the canning of Paterno was certainly out of shock; it will be interesting to follow the reaction of students after more details about this are out in the open. Hopefully, they will follow Paterno's request to "pray for the victims", and redirect their outrage toward those complicit in the abuse of the victims, rather than protesting their icon's tumble off his pedestal.
November 5th on the timeline, interesting date:
Nov. 5: Sandusky is charged with sexually assaulting eight boys over a 15-year period. Among the allegations, a graduate assistant—McQueary—saw Sandusky assault a boy in the shower at the Penn State practice center in 2002. Sandusky is released on $100,000 bail after being arraigned on 40 criminal counts, including charges of multiple counts of involuntary deviate sexual intercourse, corruption of minors, endangering the welfare of a child, indecent assault and unlawful contact with a minor.
— Spanier gives his support for Curley and Schultz, saying “I have known and worked daily with Tim and Gary for more than 16 years. I have complete confidence in how they handled the allegations about a former university employee.”
— Curley and Schultz are charged with perjury after being accused of failing to alert police, as required by state law, of the investigation into the allegations against Sandusky. Paterno is not charged. In a grand jury testimony, Schultz told jurors he was aware of a 1998 investigation involving sexually inappropriate behavior by Sandusky with a boy in the showers at the Penn State athletic facility. Jurors wrote that Schultz “never sought or received a police report on the 1998 incident and never attempted to learn the identity of the child in the shower in 2002.” Part of Schultz’s job is overseeing campus police.
