So an acoustic pulse sent through a crystalline structure modifies the properties of an em wave passing through it. This could be related to the energy focusing said to be done by the crystals forged by atlanteans. And using an acoustic wave for the doppler shift reminds me of 'sound wave focusing'. But of course, the C's said “Atlantean technology makes yours look like the Neanderthal era.” So even if this is heading in that direction, it is probably pretty primitive, but interesting nonetheless.
