preventive arrest or thought police terrorist related charges

A man has been arrested in Montreal on terrorism related charges because he was muttering to himself and they found maps of the city in his possession. This is an interesting question to me. Should the police be making preventive arrests? The obvious answer is no but with the degredation of society. Greenbaum subjects etc. I wonder what the answer is?

The article doesn’t mention ‘muttering’ or ‘maps’, what’s the source for those?

Sorry. Thats what i get for listening to the mainstream news on television. My roomate has the television on all the time and i got that info from the news. I just found an article that had the story. Haste makes waste. That and compacency i suppose. I will try to be more discerning in the future. Maybe that tv in the background all the time is doing something to me. I have already taken steps to have it moved out of the living room into his room though.
