Protection from frequencies 2-100 hertz and higher need blocker and sorter.

I need an electronic device that will sort the hertz frequencies and I can dial to find the one that is harassing and I will be able to block that one frequency where I will not be able to feel it nor be able to hear it and then I can do it again. That will be 2 frequencies blocked then I can try living and see how that is to live with. I will be able to dial and find any other frequencies that are harassing. In your answers please don't go into the law about jamming nor burning or distroying the other radio because I am not wanting that I am just trying to get relief from the feeling and sound from the harassers and it has to be sorted. In case you ask: I do not know where the antenna is located. Sorting is what I need because some is trying to help. They are being harassed also. They act like they are hiding needing answers also. I say, "who are you?" they say, "me".
Please give name brands and models and any tips on how I can use these devices. How much money USA $ can I expect to spend on a device?
