Putin: "Someone is collecting biological data of Russians"

I stumbled upon a very strange news item. Unfortunately right now it is only in Russian. Maybe someone will be able to find it in English.

Putin participated recently in the meeting of the Board for society development and human rights. And during this meeting he said that there are unknown sources that collect biological data of various ethnic groups in Russia. Another participant remarked that someone collects video surveillance images of the Russian citizens also for unknown purposes.

Putin replied: "If these were only images. Did you know that a biological data is being collected all over Russia? From various ethnic groups and in various geographical points of the Russian Federation? The question is - why they are doing it? They do it purposefully and professionally. That's how interesting we are!"

I could think of several reasons why someone would be doing it. But it is most curious that Putin chose to share this information.
 
Well, there is this news dated August 2017 in Russian, for example: The Key to Genetic Code: Why the US Military Buy Russian Bio Material. According to the article, they are interested only in healthy white Europeoid Russians specifically. Different experts suggest different versions of the possible goals:
- creation of targeted bio weapons;
- fundamental medical research (creation of new medicines, etc.);
- creation of super soldiers able to withstand cold and other extreme conditions.

Yes, crazy Alex Jones even analyzed Putin's recent remarks about cloning and super soldiers here. Ethnic specific weapons are also a possibility. Or maybe they just want to know what makes the crazy Russians tick! ;)

Knowing how careful Putin with what he says, I wonder why now. On the other hand, considering Putin's Valdai speech and how direct it was, maybe it is simply the right time. Still, it is curious to see the President proposing a conspiracy theory. :lol:

Yes it is definitively an interesting statement and I bet they know what the purpose is. All of the above bolded speculations could IMO be possible, but I guess, for now, we can only speculate.

Q2: Would you consider samples from Ukraine?

A2: No, all samples (Synovial tissue and RNA samples) shall be collected from Russia and must be Caucasian. The Government will not consider tissue samples from Ukraine.

Q3: Would you accept prospective collection or only samples from a retrospective collections?

A3: The Government will only accept retrospective collections.


All other terms and conditions of the solicitation remain unchanged.

This article states that the US Air Force's largest medical wing is conducting the study. That, in itself, brings up "red flags" for me? The explanation given for conducting the study on a specific ethnic group is also questionable? A US-based company, not identified, procured the first samples.

The Spokesman for Air Education and Training Command explained that the researchers are using the samples to conduct musculoskeletal research aimed at identifying the different biomarkers associated with injury and were not targeting Russians with the study.

The US Air Force's largest medical wing is not targeting Russians with its study on biomarkers, but rather is taking Russian samples in order to match a control group of samples originally provided by a US company, Spokesman for Air Education and Training Command Capt. Beau Downey told Sputnik.

"The study required two sets of samples for disease and control groups. The first set of samples was procured from a US-based company that was able to provide the number and type of samples to meet the research requirements (fresh frozen synovial fluid/tissue/RNA)," Downey said on Tuesday. "To continue the research, similar samples were required."

Downey said the researchers from the 59th Medical Wing's Center for the Advanced Molecular Detection did not stipulate to the company where the samples must originate.

The researchers are using the samples to conduct musculoskeletal research aimed at identifying the different biomarkers associated with injury, Downey said.

Senior Russian officials as well as President Vladimir Putin have questioned why US researchers were collecting genetic material from Russian people, noting that the purposes of the research were obscure.

The choice of the Russian population for generic material was not intentional, and is related to research on the musculoskeletal system, the US Air Education and Training Command (AETC) spokesman said.

Eyebrows were first raised in July when the AETC issued a tender seeking to acquire samples of ribonucleic acid (RNA) and synovial fluid from Russians. It announced that all samples (12 RNA and 27 synovial fluid) “shall be collected from Russia and must be Caucasian.” The Air Force noted that it would not consider tissue samples from Ukraine, for reasons not explained.

According to AETC spokesman Capt. Beau Downey, the 59th medical group’s molecular research center is currently conducting “locomotor studies to identify various biomarkers associated with trauma.”

Downey told RIA Novosti that the study required two sets of samples – with disease and control samples of RNA and synovial membrane. The first set was provided by a “US-based company.”

“The request [by the research center] did not specify where the samples should be received from, but to continue the study, similar samples were required. Since the supplier originally provided samples from Russia, suitable for the initial group of diseases, the control group of the samples should also be of Russian origin,” he said. “The goal is the integrity of the study, not the origin [of the samples].”

Russian President Vladimir Putin said on Monday that Russian genetic material is being harvested all over the country. “Do you know that biological material is being collected all over the country, from different ethnic groups and people living in different geographical regions of the Russian Federation? The question is – why is it being done? It’s being done purposefully and professionally. We are a kind of object of great interest,” Putin told Russia’s Human Rights Council, without specifying who might be behind the activities involving Russians’ biological samples. “Let them do what they want, and we must do what we must,” he said.

The fact that Russian tissue samples specifically are on the wanted list made some wonder whether the Pentagon is working on a biological weapon to target Russians. “I’m not saying that it is about preparing a biological war against Russia. But its scenarios, are, no doubt, being worked on. That is to say, in case the need suddenly arises,” Franz Klintsevich, the first deputy chairman of the Federation Council’s Committee for Defense and Security, wrote on Facebook. “It is also no secret that different ethnic groups react differently to biological weapons. Hence the collection of the biological material from Russians living in different geographical locations. In the west, everything is done extremely scrupulously and is verified up to the tiniest detail.”

Kremlin spokesman Dmitry Peskov confirmed on Tuesday that Russian special services are in possession of intelligence suggesting that NGOs are collecting genetic material from the population. “Some emissaries are really carrying out such activities, representatives of Non-Governmental Organizations (NGOs) and other bodies. Such cases were registered, and security services, the president naturally have this information,” he said.

This is not the first attempt to collect samples of Russian genetic material by foreign agencies in Russia, Igor Nikulin, a former member of the UN biological weapons commission, told RT.

Such attempts were made back in the 90s, when there was a Human Genome program, then there were various programs in the 2000s too… under different pretexts, including the most noble, but for some reason all this happens in the interests of the US military department, and this raises suspicion,” Nikulin said.

He noted that, as a rule, “samples of Europeans of the Slavic group, mostly Russians” are sought-after. “Blood samples are taken for analysis, and if an organization is foreign, what they are doing with the results is always unknown,” he said.

SOCHI, November 1. /TASS/. The head of Russia’s health watchdog known as Rospotrebnadzor, Anna Popova, has called to prevent the usage of research data on various biomaterials of humans and animals for criminal goals.

"The risks about which we will speak today are linked to studying gene pathways of microorganisms, macroorganisms, humans and animals. All these are crucial research tasks. And non-usage of them for malicious purposes is a very important task and all of us have gathered here to address it," Popova told an international conference devoted to global threats to biological security.

On Monday, Russian President Vladimir Putin told a meeting of the Council for Human Rights that foreigners collect Russians’ biomaterial. The material belongs to different ethnic groups and people who reside in different geographic parts of Russia, he said. Putin added that such activity was being conducted "purposefully and professionally."

Kremlin Spokesman Dmitry Peskov later explained that Putin received information about this from special services. It is true that some emissaries - representatives of NGOs and other entities - conduct such activity, Peskov said, adding "such incidents have been put on record and the special services and, naturally, the president, do have such information."

President Vladimir Putin on Monday said it was important to ask whether Russian samples were being used “purposefully and professionally," Vedomosti reported.

Kremlin spokesman Dmitry Peskov said that Russian intelligence had information that "certain emissaries, representatives of non-government organizations and other agencies are conducting such activity."

Gennady Onishchenko, first deputy head of the Duma committee on education and science, told the Rossia-1 channel that he was preparing a draft law to increase control over foreign laboratories operating in Russia to ensure the "biological security" of Russian citizens.

Onishchenko, who previously served as chief physician and head of Russia’s consumer watchdog, said many foreign laboratories were conducting research in Russia's largest cities and “have the opportunity to study this material and send the data abroad." Onishchenko said he had warned intelligence agencies and that the practice “must stop.”

"What is happening to the collection of fluids, and organs and tissues of our citizens is nothing other than proof that the United States has not ceased its offensive military program," he added.

Onishchenko claimed there was a "belt of biological warfare facilities" surrounding Russia in neighboring Georgia, Kazakhstan, Azerbaijan and Ukraine.
