I am refering to this SOTT article (there is a link to YouTube)

The footage is not very clear, but from what is to be seen, it looks quite impressive.
The people filming it seem amazed "that nobody else seems to be noticing it".

Of course, there are a lot of lightshows in Las Vegas :rolleyes:
Even though this would make a good explanation, the "official" statement is: Bats hunting - illumined by the light beams below.

I almost bought this, but then found an interesting thread in abovetopsecret:

Bats are nocturnal animals and are adapted to low-light conditions. This means that most bat species can find artificial lighting to be very disturbing. Artificial lights shining on bat roosts, their access points and the flight paths away from the roost must always be avoided.

If it is considered necessary to illuminate a building known to be used by roosting bats, the lights will need to be switched off at bat emergence time and during peak bat activity times. Or better still, it is usually straightforward to ensure that the light does not fall on the roost access point or the flight line away from the roost used by bats. Celebratory lighting of buildings should be limited to special occasions. Please see BCT’s specialist document on Bats and Lighting for more detailed information.

I vote birds or bats.

They are only lit up directly above the beams of light in both cases it seems. It's actually kind of sad if what this one says is true:
They are birds that are attracted to the light. Even thought the lights are a memorial for the twin towers, they are not good for the birds. An estimated 90,000 birds die every year after becoming disorientated by lights and crashing into skyscrapers in New York as they migrate south for the winter.
I don't know where they got that number though.

A lot of comments on the Vegas videos of this happening seem to suggest that it's a common occurrence there, it doesn't seem surprising that the light would attract bugs and thus bats or birds to eat them.
 
I think this video ought to sum it up. The beam of light in the original is from the Luxor casino (the creepy black pyramid one). Typing Luxor birds into Youtube yielded several vids, I'll post the most obvious example here:

In it, we see a close up of the beam, and and sure enough there are thousands of bugs reflecting light into the night, and at the end we see all the birds coming in to eat them. :)
