Authorities are on the scene of an apparent uprising at Holman Correctional Facility in Atmore.

It's unclear what time the unrest started. Repeated efforts to reach prison officials for comment were unsuccessful. Correctional officers who answered the phone said they were too busy to talk. The warden at Holman is Carter Davenport.

Atmore police said they were "not at liberty to discuss" the situation, and the Escambia County Sheriff's Office in Alabama said there was a "riot" and the inmates were "contained" but no additional information was immediately available.

Photos and video of the reported uprising have surfaced on social media. The images show fires at the prison, and inmates with their faces covered. Inmates are reporting that the "gates are rolled up" and beds have been overturned.

One man posted this on Facebook: "Attention: We need yall help here at Holman Correction Facility Prison. The police down here beating on and jus treating us any kind way. We down here fighting for are lifes. Please contact the News, Newspaper, Radio station. NCAAP. Help please."

A video posted to Facebook (warning: graphic language) which claims to be from inside the prison shows inmates tending a fire in a dorm area.

Holman Correctional Facility houses Death Row inmates and is the only facility in the state that carries out executions. Additional housing of Death Row inmates is located at the William C. Donaldson Correctional Facility in Jefferson County.

The inner fence is taut wire fence with the outer fence being chain link. The compound has six towers and two perimeter vehicles, which operate twenty four hours a day. During the hours of darkness, the perimeter is fully lighted, according to the website.

Fear pervasive after Mexican prison riot that killed 49

Inmates from the female block shout from the Topo Chico prison after a riot broke out around midnight in Monterrey, Mexico, Thursday, Feb. 11, 2016. Dozens of inmates were killed and several injured in a brutal fight between two rival factions at the prison in northern Mexico, according to the state governor.MONTERREY, Mexico (AP) — A prison riot that left 49 inmates hacked, beaten or burned to death opened searing questions about gang rule, extortion and human rights violations in Mexico's overcrowded prisons, where people merely awaiting trial are mixed in with some of the world's most hardened killers.

City Had to Stop Arresting Actual Criminals Because They Filled Up Jail with Non-violent Offenders
http://www.activistpost.com/2016/03/city-had-to-stop-arresting-actual-criminals-because-they-filled-up-jail-with-non-violent-offenders.html

Greene County, MO – The epidemic of mass incarceration is coming back to bite authorities in one American city. Because the Greene County jail is completely full, Springfield (pop. 165,000) is unable to arrest more than 12,000 people accused of crimes such as traffic infractions and misdemeanor assaults.

Missouri’s third-largest city has lost almost half a million dollars in less than a year from unpaid fines and fees. These lost extortion fees are likely the biggest concern to city officials.

Springfield Police Chief Paul Williams said offenders are thumbing their noses at police.

“They’re tearing tickets up in front of people,” Williams said. “Officers are frustrated because they can’t arrest anyone, judges are frustrated that they can’t see people, prosecutors are frustrated. It has just kind of spun out of control.”

Springfield’s citizens are taking advantage of the problem. One judge said that 82 people were supposed to appear in court under a docket of cases, but only eight bothered to show up.

There has been no significant difference in crime rate beyond normal fluctuation, and the city acknowledges that it can’t tell if the lack of arrests has any effect.

The situation is causing quite the kerfuffle between Greene County Sheriff Jim Arnott and city officials. Last April, Arnott said he would not take any more municipal prisoners, even though the city says there was an agreement that the jail, which opened in 2001, would take them.

However, Arnott is taking federal inmates despite the full capacity. The county gets paid $61 per day for each federal inmate, while the city does not pay anything to the county for housing inmates.

It seems that the nature of the American for-profit prison-industrial complex is at the heart of this dispute. The sheriff is fine with taking prisoners when he makes a profit, but turns them away if there is no money involved. It’s not really about right and wrong, but about feeding the profits of the jail system.

Mexico jail ‘hell’: Scores killed as riot, fire rock Topo Chico prison
https://www.rt.com/news/332139-deadly-mexico-jail-riot/

Fifty people have been reported killed and a further 70 injured after a riot erupted at Topo Chico prison, northeastern Mexico on Thursday as a group of inmates apparently attempted a jailbreak.

Prisoners are said to have taken over parts of the prison in the early hours of Thursday morning, reports Milenio TV.

Witnesses have described how explosions could be heard coming from inside one of the buildings in the complex.

Local media say a fire subsequently broke out at the facility, with unofficial reports of 50 prison staff and inmates killed in the riot.

The eruption of violence led to the deployment of the Mexican army and police to the area.

Topo Chico prison authorities have not made an official statement on the riot. However, the Nuevo León state government has posted on Twitter, saying the situation was under control at 1.30am local time - approximately 90 minutes after the disturbance began.

Earlier, images from the scene showed flames and smoke billowing from the building, as prisoners appeared to gather in an outside fenced area of the jail.

(Apologies - I need to make a correction here - the above article is in reference to the Mexican prison riot in Feb. 2016 - not the one in Alabama.)
