Russian politicain Zhirinovsky loses it?

This video provides an English translation of Zhirinovsky, a Russian politician, seemingly loosing it in an interview.

However, Zhirinovsky doesn't seem to be 'The Speaker of the House' as the video states, but he did found the Liberal-Democratic Party. Given some of his racist and violent behavior that is on his Wiki page, it wouldn't surprise me if the translation was accurate. I didn't see anything in the news about this. Can anyone who speaks Russian verify if what is translated is accurate?
 
If the translation is accurate, it certainly doesn't surprise me. He is pretty nuts. I remember watching him on tv back in the mid 90's saying that if he was elected President he would take back all the territory that rightfully belongs to Russia, including Afghanistan and Alaska.
 
In Russia it is on open secret nowadays that he is pretty much a puppet of the Kremlin, even though sometimes he does speak against Putin. Some people actually praise him for telling things like they are, even though most don't really take him seriously.
 
The translation is accurate. He is a crazy clown, always has been.
 
Zhirinovsky not simply clown.

Has repeatedly been named by journalists among the most scandalous politicians of Russia, and public quarrels and even fights – an integral part of its political biography.

Zhirinovsky - false opposition, and the provoker of the higher class. On elections it takes away to himself a part of semiliterate protest electorate of communists at the expense of cheap slogans of type: "I for poor people, I for Russian". As a matter of fact unique competitors of the party in power today - communists.
Also Zhirinovsky manages a part of voices of nationalists. When Zhirinovsky's voices can change a situation, he's party never votes against the power.
