sheets of rain ,max possible rain

I have a physics question : how much rain can fall theoretically before the air is ''full'' so to speak ? can rain fall faster than terminal velocity? can wind ''push''rain down?
we have been told the weather is getting more extreme a months worth of rain in a day/24h going to 6 month worse going to a year or 2 worth in a day ...is that even physical possible ?
so how many mm of rain in say 1 hour is the upper limit , I have read 400mm has happened but is that the top?
I am not looking for past records ,I am worried about potential future events
